The Metropolitan Council is soliciting proposals for a consultant to do qualitative and

quantitative data gathering and analysis, as well as to facilitate an intentional process to

update the agency’s Transit-Oriented Development (TOD) policy . The anticipated

schedule for this procurement is as follows:
