(2) “Competitive Sealed Bidding” and the award shallbe made based on the lowest evaluated or responsive bid price.A certificate of Insurance showing $1 million General Liability and $1 million Any Auto, with theTown being named as an additional insured; Worker’s Compensation with a waiver of subrogation; willbe required of the successful bidder.The Town of North Kingstown reserves the right to reject any or all proposals or parts thereof; to waiveany formality in same, or accept any proposal deemed to be in the best interest of the Town.The Town of North Kingstown will provide interpreters for the hearing impaired at any pre-bid or bidopening, provided a request is received three (3) days prior to said meeting by calling 294-3331, ext. 142.INVITATION FOR BIDSNORTH KINGSTOWN DEPARTMENT OF PUBLIC WORKSREQUEST FOR PROPOSALSSENIOR CENTER CHILLER REPLACEMENT PROJECTScope, Bidding & Performance of WorkThe Town of North Kingstown (Owner) is seeking bid proposals from qualified Mechanical contractorsfor work associated with the replacement of the chiller and pumps to the North Kingstown SeniorCenter building. located at 44 Beach Street, North Kingstown, RI.• Review of the existing conditions and field measurements.• Removal of the existing chiller, pumps and all associated piping and components and dispose of themproperly.• Furnish and install new chiller and pumps and all accessories necessary for a fully functionalequipment. (Refer to Mechanical Plan and Specs).• It is the Contractor’s responsibility to ensure that installation, testing, system balancing meets allcurrent local and state building and Mechanical codes, and equipment manufacturer’s requirements.Refer to Specs.• Attached Plan and Specifications must be referenced for the selection and installation of projectequipment, execution and administration of the work, quality assurance, regulatory requirements, andwarranties.• Contractor is responsible to obtain and provide to the owner final inspection and approval by allauthorities having jurisdiction and present them to the Mechanical Engineer, along with close outdocuments such as: As Built, Operation and Maintenance Manuals and technical literature, before workis accepted and payment processed.• Contractor is responsible for any follow up system balancing. Refer to Specs.• The Owner and mechanical engineer must be made aware of any product substitutions, which mustbe dimensionally accurate and equal or better in all respects to those specified.Mechanical Contractor shall submit for engineer approval all information necessary as outlined in thespecs prior to starting work.• The mechanical contractor is also responsible to provide all information required to accuratelydetermine and justify any added work or component to the scope of work.• Firms and individuals involved with this project must be identified on the Bid Form. All credentials,licenses, relevant work experience and general information in support of the Selection Criteriacontained in this RFP must be listed with this RFP submission in order to be considered in the Town’sRFP evaluation and recommendation of the award to the Town Council.• All Contractors shall be licensed in the State of RI for all trades required by this RFP and will not beallowed to sub-contract any of the services required without prior authorization from the Town. It isthe responsibility of the Contractor to ensure that any additional subcontractor work and subsequentcosts associated with subcontract work receive prior authorization by the Town. Copies ofContractor’s licenses must be submitted with this RFP submission. Failure to maintain a Rhode IslandLicenses(s) and/or insurance coverage is grounds for immediate termination.• Contractors must conform to RI Prevailing Wage requirements, set forth in RIDLT Municipal ContractAddendum, Prevailing Wage Requirements (RIGL 37-13-1 Et Seq). To evaluate the capabilities of the bidder with respect to theabove, bidders must submit the required RFP Bid Documents; including Bid Proposal, Bid Form, VendorSignature (Subcontractor) Form, Experience Sheet, and any additional information.The following factors will be considered in determining the lowest evaluated or responsive bid price:▪ Attendance at Pre-bid Conference.▪ Company qualifications and history.▪ Ability to perform the services as reflected by workload and the availability of adequatepersonnel, equipment, and facilities to perform the service expeditiously.▪ Record of the vendor in accomplishing similar work. (List references and similar contracts,completed or currently in progress, on Experience Sheet.) No responsibility will beattached to any officer or person for the premature opening of a proposal not properly addressed andidentified.Any bid received after the time and date specified shall not be considered, by messenger or by mail, evenif it is determined by the Town that such non-arrival before the time set for opening was due solely todelay in the mails for which the bidder is not responsible. Conditional or qualified bids will not beaccepted.ARTICLE 2. PREPARATION OF BIDEach bid must be submitted on the prescribed form. All blank spaces for bid prices must be filled in, in inkor typewritten, both in words and figures. The Bid Form also requires bidder information regardingSubstantial Completion Date and Contractor Licenses. Erasures or other changes must be explained ornoted over the signature of the bidder.Each bid must be submitted in sealed envelopes, clearly labeled, so as to guard against opening prior tothe established opening time.The Town may consider any bid not prepared and submitted in accordance with the provisions hereofand reserves the right to reject any or all proposals in whole or in part, toward any item, group of items,or total bid; to waive any technical defect or formality in same, or to accept any proposal deemed to be inthe best interest of the Town.ARTICLE 3. TELEGRAPHIC MODIFICATIONTelephonic, telegraphic, or oral bids, amendments or withdrawals will not be accepted.ARTICLE 4. WITHDRAWAL OF BIDSBids may be withdrawn personally or by written request at any time prior to the time specified for theopening. Bids may be modified in the same manner. Negligence on the part of the bidder in preparing thebid confers no right of withdrawal or modifications of their bid after such bid has been opened.ARTICLE 5. QUALIFICATIONS OF THE BIDDERThe Town reserves the right to request each bidder to present evidence that they are normally engaged inpurveying the type of product or equipment bid on. No bid shall be considered from bidders who areunable to show that they are normally engaged in purveying the type of product or equipment specified
