SummarySHARP, INC. (SHARP) on behalf of the Owner (Auburn Falls, LP), is seeking a Licensed B General Contractor (GC) to provide Construction services for the project entitled “Auburn Falls RAD Project”, described herein. This solicitation is conducted as a private procurement by SHARP; however, applicable federal requirements associated with project funding shall apply to the selected Contractor. SHARP and the Owner retain full discretion over the selection process, evaluation, and award.
Applicants with relevant experience and the qualifications required to implement the scope of work as described in this Request for Proposal (RFP) are encouraged to respond. The selected Contractor will work with the Owner’s Project Team, and the expectation is that an AIA Construction Contract will be executed with the awarded Contractor.
The Applicant must be skilled in performing Construction activities in accordance with Tax Credit Allocation Committee (TCAC) regulations. The Applicant shall also comply with all applicable federal requirements, including 24 CFR Part 75 and the Davis-Bacon and Related Acts, as implemented at 29 CFR Part 5 and applicable HUD program regulations.
Construction cost proposal shall include physical improvements to the buildings and various site improvements. This budget shall include all general conditions, overhead and profit, insurance, contingency, etc. This project will utilize 4% Tax Credits and will be subject to regulations governing that funding source.
The selected Contractor shall possess and maintain a valid Class “B” General Building Contractor License for the duration of the project.
Self-performance by the General Contractor is permitted; however, the following trades shall be performed only by contractors or subcontractors holding the appropriate California specialty license, and this requirement applies to all subcontract tiers:
- Asbestos Abatement (C-22); Electrical (C-10); Warm-Air Heating, Ventilation and A/C (C-20), Roofing (C-39); Low Voltage System (C-7); Fire Protection (C-16); Lathing and Plastering (C-35), Landscaping (C27).
In addition, any subcontractor performing surveillance system installation must be a certified Digital Watchdog (DW) installer and must have three years’ experience installing DW products.
All other trades may be either self-performed or subcontracted.
Proposers may submit proposals for either: (1) Tiara Way and Sierra Hills; (2) Sunset Ridge and Engle Road; or (3) all four (4) properties. Proposals for individual properties outside of these groupings will not be considered.
BackgroundThe Sacramento Housing and Redevelopment Agency (SHRA) is not involved in this project, is not a party to the Agreement, and has otherwise not committed to this item.
This project is being issued by Sacramento Housing Authority Repositioning Program (SHARP), Inc., a separate 501(c)(3) nonprofit corporation and non-component entity of SHRA.
Any system-level references to SHRA shall be disregarded and do not represent SHRA involvement in the project.
