Addendum #1ITB 2026-01-UT Sandblasting NG Stations1) The project requires abrasive blasting to SSPC standards and indicates the potential presenceof existing lead-based coatings requiring full containment and recovery.Abrasive blasting of lead-containing coatings presents significant environmental, public safety,and worker exposure risks.SSPC QP-2 certification specifically verifies that contractors maintain audited procedures,trained personnel, medical surveillance programs, containment design protocols, and regulatorycompliance systems for hazardous coating removal, including lead abatement. SSPC QP-1certification further verifies contractor quality control, supervision, and coating applicationprocedures for industrial coating systems.Many municipalities, utilities, and transportation agencies require QP-1 and QP-2 certificationson projects involving hazardous coating removal and high-performance coating installation toreduce environmental risk and ensure contractor accountability.Given the safety sensitivity of natural gas infrastructure and the potential for lead-containingcoatings to be encountered, would the city consider requiring SSPC QP-1 and QP-2 certificationsas minimum contractor qualifications.The City does not know at this time if lead-based paint is present at any of the three locations.Therefore due to the safety sensitivity of natural gas infrastructure and the potential for lead-containing coatings to be encountered, potential bidders should possess all necessarycertifications required to work on Natural Gas infrastructure and the remove of lead-basedcoatings (paint).2) Is there an estimate for this project? The city has not performed a project of this nature to dateand has had no cost estimates.3) Would the City consider clarifying whether Workers’ Compensation coverage is required forall individuals performing work on site. Workers’ Compensation coverage is up to the potentialbidder. However, as stated in the bid packet there is a minimum liability coverage that must beprovided to the City. That minimum is $1,000,000.4) What is the project completion date/number of days to complete? 60 days5) Will the stations remain active during cleaning and painting operations? The city’s JuniperLake Main Gate Station would need to stay active, 22nd Street Station #1 and Baldwin AvenueStation #2 may be shut down during project on rotation, not at the same time.6) Are there work restrictions on:• Time of day None• Day of week No weekend work• Simultaneous work areas Can be done but would require coordination.• Required shutdowns or coordination with utility staff? None required, Coordination withstaff Yes7) Will downtime due to weather be considered excusable? Yes8) Is the contractor responsible for storage and disposal of all debris, spent abrasives and paintchips as well as profiling of the waste? Yes
