The City of Lake Jackson is requesting written qualifications to provide Construction Manager at Risk (CMAR) Services for the City of Lake Jackson Public Safety Facilities Projects.
A pre-submittal meeting is scheduled for Wednesday, December 17, 2025, at 2:00 pm CST at the City of Lake Jackson Council Chambers, 25 Oak Drive, Lake Jackson, TX 77566.
Sealed proposals must be addressed to the City Secretary’s Office for the above-described project at 25 Oak Drive, Lake Jackson, Texas 77566 by Monday, January 5, 2026 until 2:00 pm CST. REQUEST FOR SUBMISSION OF QUALIFICATIONS FOR CONSTRUCTION MANAGER ATRISK SERVICESThe City of Lake Jackson (CITY) will solicit and receive statement of qualifications (SOQs) fromqualified interested firms for a Construction Manager at Risk (CMAR) team member to providepreconstruction and construction services for the Public Safety Facilities (Police Expansion and FireStation No. 1 Renovation) Projects. The City will be using a two-step CMAR selection process inaccordance with Texas Government Code Chapter 2269, Subchapter F, and this solicitation is the firststep in the process. The second step will be receipt of proposals and interviews from no more than thethree (3) most qualified candidates, as determined by the City. This solicitation will follow policies andprocedures related to the procurement of goods and services with funding from State and/or localsources.Firms intending on serving as sub-consultants, subcontractors, sub-subcontractors, vendors, or materialsuppliers should not submit qualifications in response to this request, as it is to shortlist up to three (3)prime CMARs only. When the Request for Proposals (“RFP”) for preconstruction and construction servicesfor the project is issued, only those CMAR candidates shortlisted by Step One of this process may receivea copy and be requested to respond. The scope of services provided by the selected CMAR candidatewill include, without limitation, assistance to the City and the design team during the process ofpreconstruction, construction, and the warranty period. Specific tasks to be performed by the selectedCMAR will be more clearly identified in the RFP when it is issued.The City reserves the right to reject any and all qualifications and re-solicit for new qualifications, or toreject any and all proposals and temporarily or permanently abandon the project. The City makes norepresentations, written or oral, that it will enter into any form of agreement with any Applicant to thisRFQ for any project and no such representation is intended or should be construed by the issuance of thisRFQ. By submitting qualifications in response to this RFQ, the Applicant accepts the evaluation processand acknowledges and accepts that determination of the “most qualified” firm(s) will require subjectivejudgments by the City. Applicants acknowledge and accept that any costs incurred from theApplicant’s participation in this RFQ process shall be at the sole risk and responsibility of the Applicant.Applicants submit qualifications and proposals at their own risk and expense.Interested Firms shall familiarize themselves with conditions relating to the scope, specifications, andrestrictions regarding the execution of work to be performed under the contract.
