SOQ Attributes

1. REQUEST FOR SUBMISSION OF QUALIFICATIONS FOR CONSTRUCTION MANAGER AT

RISK SERVICES

The City of Lake Jackson (CITY) will solicit and receive statement of qualifications (SOQs) from

qualified interested firms for a Construction Manager at Risk (CMAR) team member to provide

preconstruction and construction services for the Public Safety Facilities (Police Expansion and Fire

Station No. 1 Renovation) Projects. The City will be using a two-step CMAR selection process in

accordance with Texas Government Code Chapter 2269, Subchapter F, and this solicitation is the first

step in the process. The second step will be receipt of proposals and interviews from no more than the

three (3) most qualified candidates, as determined by the City. This solicitation will follow policies and

procedures related to the procurement of goods and services with funding from State and/or local

sources.

Firms intending on serving as sub-consultants, subcontractors, sub-subcontractors, vendors, or material

suppliers should not submit qualifications in response to this request, as it is to shortlist up to three (3)

prime CMARs only. When the Request for Proposals (“RFP”) for preconstruction and construction services

for the project is issued, only those CMAR candidates shortlisted by Step One of this process may receive

a copy and be requested to respond. The scope of services provided by the selected CMAR candidate

will include, without limitation, assistance to the City and the design team during the process of

preconstruction, construction, and the warranty period. Specific tasks to be performed by the selected

CMAR will be more clearly identified in the RFP when it is issued.

The City reserves the right to reject any and all qualifications and re-solicit for new qualifications, or to

reject any and all proposals and temporarily or permanently abandon the project. The City makes no

representations, written or oral, that it will enter into any form of agreement with any Applicant to this

RFQ for any project and no such representation is intended or should be construed by the issuance of this

RFQ. By submitting qualifications in response to this RFQ, the Applicant accepts the evaluation process

and acknowledges and accepts that determination of the “most qualified” firm(s) will require subjective

judgments by the City. Applicants acknowledge and accept that any costs incurred from the

Applicant’s participation in this RFQ process shall be at the sole risk and responsibility of the Applicant.

Applicants submit qualifications and proposals at their own risk and expense.

Interested Firms shall familiarize themselves with conditions relating to the scope, specifications, and

restrictions regarding the execution of work to be performed under the contract. It is the firm’s

responsibility to obtain any additional information it deems necessary to submit in its RFQ proposal, as

well as in the performance of the contract. Applicants are cautioned to refer to other sections of this

Request for Qualifications (RFQ) packet for further details.

2. INTRODUCTION AND BACKGROUND

The City of Lake Jackson is requesting this RFQ for Construction Manager at Risk (CMAR) Services for

the Construction of the Public Safety Facilities (Police Expansion and Fire Station No. 1 Renovation)

Projects), located at 5 Oak Drive and 10 Oak Drive, Lake Jackson, Texas.

In May of 2025 the City of Lake Jackson voters passed a bond for Public Safety Facilities, and the

scope for the Police Expansion Project and Fire Station No. 1 Renovation Project.
