Westfield Redevelopment CommissionWestfield, IndianaRequest for Qualifications to Design, Build, Operate, and Maintain theGrand Park South InfrastructureIssued: May 29, 2026SOQ Due Date: June 12, 2026Section 1Section 2Section 3TABLE OF CONTENTS:Overview & Project DescriptionPg. 1Process and Submission Requirements Pg. 5Evaluation and CriteriaPg. 711 Overview & Project Description1.1 OverviewThe Westfield Redevelopment Commission (“WRC”), pursuant to Indiana Code 5-23, commonly known asBuild-Operate-Transfer statute, is pleased to present a Request for Qualifications (“RFQ”) to prospectiveentities or group of entities (“Offerors”) interested in submitting a statement of qualifications (“SOQ’s”) todevelop, build, operate, and maintain Grand Park South Infrastructure (the “Project”), including but notlimited to roads, stormwater detention, right of way development, parks, and utilities, and parking garage,located in the City of Westfield, Indiana (the “City” or “Westfield”). The WRC has a contractual relationshipwith the property owner, the Downtown Westfield Community Development Corporation, who owns orcontrols the land at the development site. Any professional services and consultants required to build,operate, and maintain a project of this magnitude, including, but not limited to civil, structural, and MEPTengineering, AV/IT, security, procurement, etc., shall be selected and engaged by the Offeror.Statements of Qualifications and Proposals (“SOQP”) submissions will be received until nine (9 AM) AM localtime, on June 12, 2026. Any SOQP received after the designated time will be returned unopened. Thesubmissions should be addressed to Jenell Fairman, Executive Chief of Economic and CommunityDevelopment jfairman@westfield.in.gov and clearly marked with subject line, “Grand Park SouthInfrastructure – Statement of Qualifications and Proposals” and will not be publicly opened orannounced. Provide an electronic copy (PDF) via email to jfairman@westfield.in.gov. If a proposer does nothave the ability to submit a copy electronically, one may be submitted via hard copy to the attention ofJenell Fairman at Westfield City Services Building, 2728 E 171st Street, Westfield, Indiana 46074.Questions regarding this RFQ must be submitted in writing via email to Jenell Fairmanjfairman@westfield.in.gov and Deb Kunce, dkunce@jsheld.com. Responses will be issued by addenda.Offerors shall not contact, communicate with or discuss any matter related to this RFQ during theprocurement process with any member of the Westfield Redevelopment Commission, City of Westfield staffor elected officials, or their advisors other than the person noted above. No oral interpretation or clarificationwill be made to any Offeror as the meaning of information furnished with this RFQ. Any such communicationshall be grounds for disqualifying the Offeror from consideration for this project.Addenda may be issued at any time prior to the SOQ due date. Issued Addenda will be promptly posted tothe City’s website https://www.westfieldin.gov/rfp, except where such Addendum withdraws the request forProposals or postpones the date for receipt of Proposals. Failure of any Offeror to receive or review any suchAddendum shall not relieve any Offeror from obligation under its Proposal as submitted. All Addenda soissued shall become part of the RFQ. Offerors shall indicate receipt of Addenda in their SOQs. Failure to do somay result in rejection of the SOQ. Offerors shall not rely upon interpretations, clarifications, and/or approvalsmade in any other way.The WRC reserves the right to request additional information or clarification of information provided bythe Offerors when it believes such information is necessary to properly evaluate a submittal. Thisdocument does not represent a commitment or offer by the WRC to enter into an agreement with theOfferor or to pay any costs incurred in the preparation of a response to this RFQ. Submittals that do notcomply with the submittal requirements of the RFQ, or that contain omissions, erasures, alterations or2additions not called for, or that are irregular in any way, may be rejected as nonresponsive andinsufficient.By submitting an SOQ, each Offeror represents that:1. The Offeror has visited the proposed sites and has fully acquainted itself with conditions as they exist,so that it may fully understand the facilities, difficulties and restrictions attending the execution ofthe Work.2. The Offeror has thoroughly examined, read and understands this RFQ and the SubmissionRequirements.3. The Offeror’s team will include properly licensed contractor and licensed design professionals inIndiana who meet the qualifications indicated in the RFQ and any subsequently developeddocuments.4. In the event the Project is awarded to Offeror, it will enter into the written contract with the Ownerin the form provided by Owner, in accordance with the accepted SOQ, and provide to Ownerstatutorily required payment and performance bonds.1.2 Project DescriptionDesign, develop, construct, and operate the infrastructure for South Area of the Grand Park District. Alldevelopment must comply with a master development plan prepared by Card and Associates, and theDevelopment Vision and Regulating Plan sections of the recently completed Grand Park Master Plan(“GPMP”), which can be found at Grand Park District Master Plan. Any deviations must be approved inwriting.The Project is anticipated to be delivered in phases, with the first phase being the strategic delivery ofinfrastructure necessary to promote the development of the “Ice Arena” (referenced as “Ice Facility” in theGPMP) , currently contemplated to be located at the southwest corner of the “South Development Area” of themasterplan.Phase I will require: (a) utilities, stormwater detention and drainage, and right of way/street networkdevelopment in accordance with the anticipated design and standards of the Grand Park Masterplan andthe City’s updated zoning requirements; (b) temporary surface parking to service the Ice Arena with thenumber of spaces to be coordinated with the selected developer for the Ice Arena; and (c) will alsopromote Phase I expedited site readiness for the portion of the South Development Area that is west ofGrand Park Boulevard.3Subsequent phases, assumed to be Phases II and III, will be coordinated between Offeror and WRC. PhaseII will focus on delivering infrastructure to remaining Grand Park South development blocks. The Owner’sprogram and phasing requirements and the infrastructure will be coordinated with the selected Offerorduring the design period.Existing ConditionsThe Offeror shall be responsible for all subsurface investigations required to perform the design andconstruction functions, including on-site monitoring and testing required for site preparation, excavations,structural fill, or other requirements pertaining to the selected foundation system. The Owner will hold acontingency allowance for unforeseen conditions, but the Offeror shall provide recommendations fordesign alternatives and/or mitigation efforts that would lessen or mitigate the costs associated with suchconditions. The Offeror shall be responsible for any additional survey information required to perform thedesign and construction functions necessary to construct the Project, including on-site monitoring andtesting for site preparation, excavations, structural fill, and other requirements related.41.3 Project Schedule – Phase IOct 2026: Begin infrastructure and utilities construction supporting Ice Arena developmentFeb 2027: Ensure utility and access available for Ice Arena development to beginAug 2028: Phase I infrastructure work complete1.4 Project BudgetThe WRC has budgeted funding of $10 million for all costs associated with the design, construction,and FFE equipping of Phase 1. The WRC will fund future phases and the designated operation andmaintenance period through a separate budget.It is anticipated the Offeror will develop the Project in return for periodic payments, which paymentsare likely to include significant milestone payments made by the WRC during the construction process.Offeror and the WRC shall negotiate a milestone payment schedule for the PPA. The Project will besubject to contract and funding approvals by the WRC and the City.2 Process and Submission Requirements2.1 OverviewPursuant to Indiana Code Section 5-23 et seq. and in accordance with the process described in this RFQ,the WRC intends to select an Offeror to enter into a PPA with the WRC. The selection of the Offeror willbe based on the WRC’s evaluation of the factors and criteria described within this RFQ.Following submission of the SOQs, the WRC reserves the right to conduct discussions with one or more ofthe Offerors to clarify their SOQs and to understand and evaluate them in accordance with the process setforth herein. The WRC intends, but is not bound, to select an Offeror, based on a review and evaluation ofthe SOQs as set forth herein, to be responsible Offerors that are reasonably susceptible of being selectedfor award of the PPA.2.2 RFQ ScheduleIssue Request for Qualifications and Public Notice #1Public Notice #2SOQ Due DateAward and execution of Scoping AgreementMay 29, 2026June 5, 2026June 12, 2026June 15 – July 20, 2026This schedule is subject to modification at the discretion of the WRC.
