The sodium hypochlorite is to be used for chlorination of the wastewater effluent at theCity of Dayton’s (City), Water Reclamation Facility. The sodium hypochlorite shall be free of constituents in suchconcentrations, which would cause any deleterious effects on City equipment or cause the City to violate its Ohio EPA dischargepermit.GeneralThe City’s Division of Water Reclamation, desires to purchase approximately 2,093,000 pounds (~ 207,000 gallons @ 10.1lbs./gal.) per year of sodium hypochlorite. The sodium hypochlorite shall be chemically and physically suitable for chlorina tionof wastewater and/or odor control.All bids shall be expressed in dollars per pound ($ / lb.) ofSodium Hypochlorite Solution (12.5% by weight, 15% by volume).The bid price shall include all costs related to the requirements of this specification, as detailed under the various headings herein.Freight charges, fuel surcharges, and driver time associated with shipment sampling in determination of acceptance of thedelivery, shall be included in the bid price. Although each sodium hypochlorite shipment ordered will normally be a minimum 4,000gallons, the City reserves the right to order volumes greater or lesser this amount. Typical shipments received are45,000 – 46,000 pounds.The city has the right to cancel or reschedule all orders 24 hours before the scheduled delivery day.Example: The scheduled delivery is set for a Thursday as early as 8:00 A.M. The city calls to cancel the delivery at7:59 A.M. on Wednesday. This would not incur any fees or additional charges.DeliveriesSodium hypochlorite shall be shipped in tank trailers, designed solely for that purpose, to the City’s WaterReclamation Facility, 2800 Guthrie Road, Dayton, OH 45417. Deliveries will be accepted at the Sludge PumpingStation Building between the hours of 8:00 A.M. and 1:00 P.M. on the day specified by the City when placing theorder. Any delivery times outside this schedule will require City pre-approval. Deliveries are normally scheduledMonday through Friday, excluding holidays; however, the City may request emergency deliveries on Saturday,Sunday, and holidays, with no additional cost to the City.Sampling, Testing, Accepting / Rejecting DeliveryA Certificate of Analysis verifying the sodium hypochlorite concentration of 12.5% by weight, density, and/or specificgravity, shall accompany each shipment and shall be given to a City representative, e.g., a supervisor or operator. Atthe point of delivery, while in the presence of a City employee, the delivery driver shall take a sample of the tanker’scontents and submit the sample to the City employee. For this purpose, the delivery driver will be provided a containerto collect the sample. The sample will be immediately tested to determine the sodium hypochlorite concentration. If,in the opinion of the City, the sodium hypochlorite concentration percentage is incorrect and/or the sodiumhypochlorite contains impurities, residuals, etc., the City reserves the right to reject the delivery and/or terminate thecontract completely. If the shipment is rejected, the delivery driver will be notified immediately. If the shipment isaccepted, City personnel will instruct the delivery driver to unload the shipment into the assigned storage tanks.EquipmentAll sodium hypochlorite loads must be delivered in tanker trucks capable of being conveniently unloaded at the SludgePumping Station Building at the Water Reclamation Facility. The tanker trucks shall be equipped with apparatus topump the sodium hypochlorite into one or more of three (3) above ground 6,000-gallon fiberglass reinforced polyester(FRP) storage tanks located inside the Sludge Pumping Station Building. Air padding may be used, but air pressureshall not exceed 20 psi. The tanker truck shall be equipped with apparatus to connect to a 2-inch quick connect fittingon the fill line of the storage tanks. This connection is located outside, on the south side of the Sludge PumpingStation Building at the garage door.
