Invitation to Bid Merli-Sarnoski Pavilion
Merli-Sarnoski Pavilion project
The project consists of a new 2,275-square-foot lakefront pavilion and an attached one-story, 1,520-square-foot support building. The support building will house restrooms, a community room and storage spaces. The scope also includes all associated site work.
A mandatory site visit will be held Thursday, April 16, at 10 a.m. at the project site located at Merli-Sarnoski Park, 286 Sandy Banks Road, Greenfield Twp.
Lackawanna County will receive sealed bids until 11 a.m. on Thursday, April 30, 2026 at the Lackawanna County Controller’s Office, 507 Linden Street No. 1, Scranton. The bids will be opened and read aloud on Thursday, April 30, 2026 at 2:30 p.m. - Attachment Preview

The bids will be opened and read aloud on Thursday,April 30th, 2026 at 2:30pm.Bids shall be submitted on the form provided and shall be accompanied by a bid bond, certifiedcheck, or cashier's check equal to ten percent of the total price submitted. Bids must remain validfor the period of time stated on the bid form. Lackawanna County reserves the right to reject anyor all bids.Bidding/Contract Documents may be obtained at no charge from BDA Architects, LLC (BDA),200 Abington Executive Park, Suite 101, Clarks Summit, PA 18411, via email fromkw@bdaarchitects.com. The Bidder is responsible to obtain a complete set of Bidding/ContractDocuments and verify that they have received all addenda issued. Suchnotice shall be in writing over the signature of the Bidder. Written confirmation over the signatureof the Bidder shall be received, and date- and time-stamped by the receiving party on or before thedate and time set for receipt of Bids. A change shall be so worded as not to reveal the amount ofthe original Bid.Withdrawn Bids may be resubmitted up to the date and time designated for the receipt of Bidsprovided that they are then fully in conformance with these Instructions to Bidders.Bid security shall be in an amount sufficient for the Bid as resubmitted.The bidders/offerors must submit documentary evidence of minority and women businessenterprises who have been contacted and to whom commitments have been made. Documentationof such solicitations and commitments shall be submitted concurrently with the bid.Interested parties are subject to debarment screening.Contracts shall be subject to:● Public Works Employment Verification Act.Bidders must meet the following minimum bonding requirements:• A bid guarantee from each bidder equivalent to 10% of the bid price. The “bid guarantee”must consist of a firm commitment such as a bid bond, certified check, or other negotiableinstrument accompanying a bid as assurance that the bidder will, upon acceptance of thebid, execute such contractual documents as may be required within the time specified.• A performance bond on the part of the contractor for 100% of the contract price. A“performance bond” is one executed in connection with a contract to secure fulfillment ofall the contractor's obligations under such contract.• A payment bond on the part of the contractor for 100% of the contract price. A “paymentbond” is one executed in connection with a contract to assure payment as required by lawof all persons supplying labor and material in the execution of the work provided for in thecontract.Bids may be withdrawn or corrected prior to the bid opening date and time. Changes may not bemade to bids after the bid opening. Bids may be withdrawn after the bid opening date in accordancewith the Bid Withdrawal Act.Any or all bids may be rejected if there is a sound documented reason as described in theResponsibilities of Bidders and Offerors of this document.
