Pricing should beprovided in Excel format unless otherwise specified.Quote Validity:The Consultant agrees to hold the prices in its offer firm for 30 days from the date specified forthe receipt of offers unless another time is specified in the addendum of the RFP.BackgroundThe STRengthening Infectious Disease DEtection Systems (STRIDES) Activity, led globally byFHI 360, supports the U.S. Government’s Global Health Security (GHS) agenda by strengtheningdisease detection, surveillance, and data systems. STRIDES Guatemala is exploring the expansionof its portfolio to include Maternal and Child Health (MCH) and Nutrition (N) activities. Thisexpansion is currently in a conceptual phase and will be further defined upon formal approval ofscope and parameters.Given the importance of technical rigor, contextual relevance, and alignment with national healthpriorities, STRIDES Guatemala seeks to engage a senior local consultant with extensive expertisein MCH/N to design a technically sound and operationally feasible workplan. The consultant willprovide strategic and operational guidance to project leadership in the development of aRequest for Proposal1October 2023comprehensive MCH/N workplan for Guatemala, ensuring contextual relevance, technicalcredibility, and feasibility for implementation and donor review.Scope of WorkThe Consultant will provide senior-level technical leadership and advisory support to STRIDESGuatemala in developing an MCH/N workplan for a one-year implementation period, underthe guidance of the Country Director and in coordination with the STRIDES Technical Committee(including Headquarters–HQ– and Guatemala Technical Lead).The Consultant will:- Be responsible for drafting, integrating, and finalizing the complete one-year MCH/NWorkplan document, ensuring its review and approval by STRIDES Guatemala. TheWorkplan will follow a standard template and can include a technical narrative, sequencedactivities, and a detailed implementation timeline.- Provide strategic and operational advice directly related to the development of the one-yearMCH/N Workplan.- Contribute contextual analysis and technical inputs to inform the definition of priorityinterventions.- Provides inputs to the MEL team to support the drafting of key indicators, targets andactivity assumptions.- Support technical review and response to comments from STRIDES Technical Committeeand the U.S. Embassy in Guatemala.- Provide inputs to support the development of a budget aligned with proposed activities.- Lead the presentation of the draft Workplan during internal and external meetings.The Consultant will work under existing conceptual and strategic frameworks defined bySTRIDES and will contribute technical expertise to refine and operationalize these frameworks.Detailed Description of TasksA. Phase 1a: Context Review and Strategic FramingOutput: Summary of desk review and key findings.- Review MCH/N Scope of Work submitted by the U.S. Embassy in Guatemala and theSTRIDES technical activity matrix.- Review existing documentation related to MCH/N in Guatemala to inform interventiondesign.- Analyze national MCH/N policies, current service delivery gaps, and implementationconstraints. The analysis is expected to be concise and focused on informing interventiondesign.- Identify key public and private sector actors (MSPAS, SESAN, partners).- Provide technical inputs to refine the conceptual approach defined by STRIDES.- Validate key assumptions and operational considerations.- Identify technical and operational risks and enabling factors for implementation.- Provide recommendations to guide intervention prioritization.Request for Proposal2October 2023- Present findings and preliminary considerations to STRIDES Technical Committee.B. Phase 1b: Intervention Structuring and Workplan OutlineOutput: Outline of one-year MCH/N Workplan, including proposed structure and keycomponents.- Define priority MCH/N interventions aligned with STRIDES framework.- Ensure interventions are technically sound, contextually feasible, and scalable.- Incorporate relevant considerations related to surveillance, monitoring, and health systemstrengthening where appropriate.- Provide inputs to inform refinement of preliminary targets and indicators (in coordinationwith MEL team).C. Phase 2: Workplan DevelopmentOutput: Draft one-year MCH/N Workplan (technical narrative + timeline) incorporatinginternal feedback and inputs from STRIDES Guatemala and Technical Committee.- Develop a detailed workplan including:a. Technical approachb. Sequenced activitiesc. Implementation timeline (Gantt chart)d. Roles and coordination considerations- Support identification of costed activities and provide inputs to finance team.- Ensure the workplan is structured to facilitate donor review and approval.D. The consultancy period may not exceed 60 calendar days.Working days (Level of Effort – LOE) refer to the actual days during which the Consultantprovides professional services. One working day is defined as eight (8) hours of professional work.Working days do not need to be consecutive and may be distributed throughout the 60-calendar-day consultancy period.The estimated LOE provided in this RFP reflects STRIDES’ preliminary assessment of the effortrequired to complete each deliverable. Consultants must include in their financial proposal adetailed LOE breakdown per deliverable and may propose adjustments to the estimated LOEpresented in this RFP. Any deviation from the reference LOE must be clearly justified. STRIDESreserves the right to review and negotiate the proposed LOE prior to contract finalization.Location of Work:Guatemala (hybrid modality).In-person meetings in Guatemala City required.Consultant must have legal authorization to work in Guatemala and be able to issue local invoices.Travel: No domestic travel anticipated.Request for Proposal4October 2023Timetable and Address for SubmissionProposals are due no later than 10:00 AM (Guatemala Time) on Wednesday, February 25, 2026.Required documentation listed below must be e-mailed to amorales@fhi360.orgQualifications• Minimum 10 years of professional experience in Maternal and Child Health and/orNutrition program design or implementation.• Bachelor’s degree in public health, epidemiology, nutrition, medicine, nursing, healthsciences, social sciences with a public health focus, or a related field is required.• Master’s degree in public health, nutrition, epidemiology, health policy, or a relateddiscipline is highly desirable.• Demonstrated experience working within the Guatemalan health sector (MSPAS and/ornational-level coordination mechanisms).• Experience designing or supporting donor-funded public health programs in Guatemala.• Strong understanding of the national MCH/N policy and service delivery landscape.• Experience in community-based intervention design preferred.• Knowledge of surveillance and monitoring systems related to MCH/N desirable.• Demonstrated experience engaging with government stakeholders and technical workinggroups.• Excellent written and verbal communication skills in Spanish required.• English proficiency desirable but not required.Evaluation CriteriaProposals will be evaluated in accordance with the following weighted criteria:1. Relevant Technical Experience in Maternal and Child Health and/or Nutrition (35%)a. Minimum 10 years of progressively responsible professional experience in MCH and/orNutrition.b. Demonstrated experience in the design and/or implementation of MCH/N programs.c. Experience contributing to or advising national-level program design, strategic planning,or policy-related processes.d. Experience engaging with national health institutions or high-level technical coordinationmechanisms.e. Demonstrated track record of delivering technically sound public health work products.2. Knowledge of the Guatemalan Health Sector and Stakeholder Landscape (20%)a. Demonstrated understanding of MSPAS, SESAN, and other relevant institutionalframeworks.b.
