The City of Kingman, Arizona ("City) is soliciting proposals from qualified firms that are capable of providing Opioid Abatement Strategies with a contract term of two (2) years . Pr oposals are due by 3:00 pm , Arizona time, on Wednesday, May 21, 2025 . The City may reject any proposal not in compliance with all of the prescribed solicitation procedures and requirements contained herein. The City also reserves the right to reject any proposal when cancellation is in the best interest of the City.
The City of Kingman is making $300,000 available of its Opioid Settlement Funds to offer grants to the school district, incorporated public entities (including any combination of the forgoing), as well as other private and/or non-profit organizations designated as 501 (c)(3) or 501 (c)(4) by the IRS. The City of Kingman intends to award up to two (2) grants of no more than $100,000 each and four (4) grants of $25,000 or less. Funds are to be used for expansion of existing services that directly impact those harmed by opioids in the City of Kingman. All proposed projects must take place within Kingman city limits or have direct impact to Kingman residents to be considered.
The maximum amount request cannot exceed $100,000 to include salaries, benefits, travel, and training. In addition, any in-kind contributions, if any, should be accounted for in the budget, as well as any funding from other Opioids Settlement sources. Funds cannot be used to supplant current funding that an organization has already received.
Funding will be awarded to those proposers that score highest, based on the criteria set forth in this Request for Proposal. This funding will span over a 2-year performance period, and it is the City's intent to make future funding available every two years until such time the Opioid Settlement Funds have been depleted.
Upon full execution of contract materials, 100% of funds will be earmarked and distributed to the successful Proposers as reimbursement requests are received. The successful Proposers will be required to submit copies of paid invoices, timesheets, and appropriate documentation as part of the reimbursement request.

Mailed, faxed, hand-delivered, and e-mailed proposals will not be accepted. Mailed proposals will be disposed of, unopened, and will not be returned to the Proposer.

BackgroundIn August 2021, the State of Arizona and all its 90 cities and town and 15 counties signed on to a framework called the One Arizona Distribution of Opioid Settlement Funds Agreement ("One Arizona Agreement") to distribute funds across Arizona from national opioid settlements. On February 25, 2022, manufacturer Johnson and Johnson and the "big three" distributors McKesson, AmerisourceBergen, and Cardinal Health finalized a $26 billion opioid settlement agreement to resolve their liabilities in over 3,000 opioid crises-related suits nationwide.
The proposed settlements require that Johnson and Johnson and the distributors pay $26 billion over 18 years, with approximately $22.7 billion available to state and local governments (counties, cities, and towns) to address the opioid epidemic.
As part of the $26 billion national settlement agreement, Arizona and its political subdivisions will receive $542 million over 18 years. City of Kingman's Local Government share in the settlement is estimated to be $1.1 million over 18 years. Additional settlement funds will be available as litigations are resolved. City of Kingman Finance Department will serve as the lead agency for City funds. The allotment of opioid settlement funds allows local public health departments, including City of Kingman, an opportunity to invest the financial resources available in evidence-based strategies and promising practices to end the opioid crisis and mitigate future harms, especially among communities disproportionately affected.
