2026 VAN BUREN TOWNSHIP FIREWORKS PROPOSAL

The Charter Township of Van Buren is seeking Requests for Proposals (RFP) for a fireworks display.

1. PROJECT PURPOSE AND DESCRIPTION

The purpose of this Request for Proposal (RFP) is to solicit proposals from various

candidate organizations, conduct a fair and extensive evaluation based on the criteria

listed herein, and select the candidate who best represents the direction Van Buren

Recreation Department wishes to pursue.

2. EVENT DETAILS

The Fireworks display will take place on: June 27, 2026, at dusk.

Rainout Date: June 28, 2026, at dusk.

4. REQUEST FOR PROPOSAL TIMELINE

All proposals in response to this RFP are due no later than 1:00 p.m. EST, February 19,

2026.

Sealed Bids will be opened on February 19, 2026, at 1:00 p.m. EST. Bid interviews may be

conducted. The selection for the winning bidder will be made at a Van Buren Township

Board of Trustees meeting in March of 2026.

The winning bidder will be required to sign a contract with Van Buren Township which is

subject to review by the legal team. Notifications to bidders who were not selected will

be completed after the winning bid is approved.

5. PROPOSAL REQUIREMENTS

Bidders should provide the following items as part of their proposal for consideration:

• Completed Proposal Submission Form

• Description of experience in planning, coordinating, and hosting public fireworks

displays

• List of years of experience

• List of three or more clients who have used your services for fireworks displays in the

past

• Testimonials from past clients

• Acknowledgement of $5,000,000 General Liability Insurance policy and other

required insurance coverage if awarded.

6. PROJECT SCOPE

The scope of this project includes all firework designs, development, licensing,

permitting, day of event unloading/ loading, set up, clean up and organization of

fireworks.

The following criteria must be met:

• 22 - 25 minutes of an outdoor aerial fireworks display.

• Show must be electronically fired.

• Design must be aesthetically pleasing with a variety of firework types and shell

sizes

• The proposal must include a site plan for the launch location.

• The fireworks company must provide all necessary fireworks, display materials

and personnel to perform the fireworks show.

• All fireworks must be loaded and unloaded by the company on the day of the

event.

• All trash must be removed from firing site by the company.

6. PROJECT SCOPE, CONTINUED

The scope of this project includes all firework designs, development, licensing,

permitting, day of event unloading/ loading, set up, clean up and organization of

fireworks.

The following criteria must be met, continued:

• If awarded the bid, the fireworks company must supply:

o $5,000,000 General Liability Insurance and other required insurance

coverage.

o Van Buren Township must be named as an additionally insured and our

language must appear on the insurance endorsement page as follow s:

“The Charter Township of Van Buren, all of its officers, elected officials,

employees, agents, representatives, servants and members of boards,

committees and commissions.”

o Full coverage worker’s compensation as required by State and Federal

Law

• Fireworks Company must Comply with:

o BATFE- Bureau of Alcohol, Tobacco, Firearms, and Explosives

o FAA- Federal Aviation Administration

o NFPA 1123, 1124

o All State and Federal guidelines for firework display

• Fireworks company will apply for all required permits at least one month prior to

event.

• Cost of firework show is not to exceed $25,000.

• Customer will provide:

o Sufficient area for the firework display.

o Minimum spectator set back- to be determined by the Fireworks

Company.

o Protection of the display area.

o A water truck manned by fire personnel will be on site for emergencies.

7. PROPOSAL EVALUATION CRITERIA

Van Buren Township Recreation will evaluate all proposals based on the following

criteria.

• Overall proposal suitability: Proposal must meet the scope and needs included

herein and be presented in a clear and organized manner.

• Organizational Experience: Bidders will be evaluated on their experience as it

pertains to the scope of this project.

• Value and cost: Bidders will be evaluated on the cost of their fireworks display

and number of shells used.

• Technical expertise and experience: Bidders must provide descriptions and

documentation of staff technical expertise and experience.

Van Buren Township reserves the right to reject any and or all bids.

The undersigned having carefully read and considered the terms and conditions of the

proposal specifications for the Fireworks display at Beck Ball Fields and being familiar with the

cost of doing the work, does hereby offer to furnish, at the rates hereinafter set forth, all labor,

supplies, necessary tools, to provide insurance, supervision and all other items for the fireworks

display.
