Failure to do so may disqualifyyour proposal.The following questions were submitted by the deadline and are answered in thisaddendum.1. Question: Can you please share the output of the ArcGIS Online Reporter for Members,Items, Activity, and Service Usage? (Reference: https://community.esri.com/t5/arcgis-online-blog/arcgis-online-reporter)Answer: No, proposers should base their responses on the requirements and scopedefined in the RFP and assume that content inventories and migrationdeterminations will be refined during implementation and discovery.2. Question: 25 GB of GIS data is expected to be stored in the Enterprise Geodatabase.Please confirm.Answer: The RFP does not prescribe a specific data storage requirement. Proposersshould propose a scalable architecture capable of accommodating growth in datavolume, users, and use cases, including appropriate use of enterprise geodatabaseswhere warranted.3. Question: Approximately 15 Experience Builder applications, 6 Dashboards, 1 Hub Site,250 Feature layers, 4 Tile Layers, 280 Layer files, and 2 notebooks are to be migratedfrom ArcGIS Online to cloud-hosted ArcGIS Enterprise. Please confirm.Answer: The determination of which existing items are migrated, consolidated,retained in place, or retired will be made during implementation and discovery, basedon the final enterprise architecture, governance model, and business requirements.Proposers should describe solutions that are flexible and scalable to support evolvingneeds.4. Question: Is there any raster data (e.g., imagery, elevation data, scanned documents)that needs to be stored or served from the cloud environment?Answer: Yes. Proposers should describe solutions that can accommodate storageand/or serving of raster datasets as appropriate while supporting scalability, flexibility,and future growth.25-26/13 – Addendum No. 1Page 1 of 55. Question: Where is the GIS data currently stored - ArcGIS Online, local workstations,network file shares? And what is the approximate size?Answer: Please refer to Section II: Scope of Services, Item A.6. Question: Are there any ArcGIS Pro projects (.aprx) that will need to be migrated tocloud?Answer: Proposers should describe a solution that supports ArcGIS Pro workflows,allows flexibility in how ArcGIS Pro projects are managed, can accommodatecentralized project storage and governance, and is scalable to support future growth.7. Question: Please elaborate on automation set for two Survey123 forms. Is this executedin AGOL? If yes, will this continue to run in AGOL or needs to be migrated to ArcGISEnterprise?Answer: Proposers should describe solutions that support existing workflows and canaccommodate execution in ArcGIS Online or Enterprise as business and operationalrequirements are finalized.8. Question: 8. Does the Port have a preferred cloud provider for the ArcGISenvironment?Answer: No, the Port does not have a preferred cloud provider for the ArcGISenvironment.9. Question: Does the Port of Oakland require deployment in a Government Cloudenvironment (AWS GovCloud, Azure Government)?Answer: No, the Port does not require deployment in a Government Cloudenvironment.10. Question: Has the Port of Oakland leveraged a cloud service provider for other cloudinitiatives within the organization? If yes, which one?Answer: The Port utilizes a mix of cloud-based and on-premises solutions. The Portdoes not have a preferred cloud provider for the ArcGIS environment associated withthis proposal.11. Question: What are the expected Recovery Time Objective (RTO) and Recovery PointObjective (RPO) requirements for the GIS system?Answer: RTOs and RPOs are not stated in the RFP. Proposers may choose to includesuch items for consideration during evaluation. Please refer to Appendix A-2 “ServiceLevel Agreement” for minimum requirements and penalties.12. Question: Will the Port require connectivity between the cloud environment and theon-premises network? If yes, please mention for what purpose?Answer: Proposers should describe solutions that can accommodate integrationswith other Port systems, whether cloud-hosted or on-premises, while allowingflexibility and scalability.25-26/13 – Addendum No. 1Page 2 of 513. Question: Utility Network is listed as an optional/future functionality. Please mentionwhich Utility Network will be required in the future e.g. Electric, Gas, Water etc.Answer: Utility Network has been identified as a potential future capability. However,specific business requirements, scope, and implementation timing have not yet beendetermined. Currently, no specific Utility Network is being mandated. Anydetermination regarding the need for Utility Network, utilities included, andimplementation timeline will be informed by future business requirements,development, and stakeholder input. Proposers should describe how their proposedarchitecture and approach could accommodate a future Utility Networkimplementation, should it be required, without assuming it is in scope for initialdeployment.14. Question: When does the Port expect to go live with the Utility Network?Answer: The Utility Network has been identified as a potential future capability.Currently, there is no timeline for implementation of the Utility Network.15. Question: Where are all the users (Internal and external users) geographically located?Answer: The system should be available to all global locations at the Port’s discretion.Currently, users are typically located in California, US, Colorado, US, and New Zealand.16. Question: How many total power users are for ArcGIS Pro that we require directconnection to the data for editing and analysis? And what is the expected number ofconcurrent users during peak periods?Answer: All identified ArcGIS Pro users are expected to have the ability to connectdirectly to the data for edting and analysis. However, the exact number of usersrequiring direct access may change. Proposers should assume a solution that canaccommodate current users while supporting scalability for future growth in usercount and concurrent usage.17. Question: What identity provider does the Port currently use (on-premises ActiveDirectory, Azure AD/Entra ID, or other)?Answer: Please refer to Scope of Services, Section A.18. Question: Is Port leveraging any third-party ETL tool (e.g., FME Flow, FME Form) thatneeds to be hosted in the same cloud environment or integrated with ArcGISEnterprise?Answer: No, the Port does not currently have an ETL solution, but plans to implementone in the near future. Please refer to Section II, Item C, Subsection 4.19. Question: What level of system uptime/availability is required (e.g., 99%, 99.5%, 99.9%)?Answer: Please refer to Appendix A-2, Service Level Agreement.20. Question: Section II.A states the Port is 'moving toward Security TechnicalImplementation Guide (STIG) compliance'. Is full STIG compliance a requirement at thetime of Go-Live, or is this a roadmap item to be achieved during the contract term?Answer: STIG compliance is not a requirement for Go Live, but respondents couldinclude it in their approach as part of future growth/functionality.25-26/13 – Addendum No. 1Page 3 of 521. Question: The RFP mentions 12 geodatabases with an approximate total size of 25 GB.Are these currently stored as File Geodatabases in a server environment, or are theyhosted feature layers in ArcGIS Online that need to be exported and reconstructed inthe new Enterprise Geodatabase? If so, is the vendor expected to perform thisreconstruction or will the Port be responsible?Answer: Proposers should describe their recommended approach, includingassumptions regarding roles and responsibilities, and how the solution can supportscalability, future growth, and optional functionality.22. Question: The RFP lists “one internal ArcGIS Pro user and six external ArcGIS Pro users”.Of these ArcPro users, how many will need to edit directly against the EnterpriseGeodatabase?Answer: All ArcGIS Pro users are expected to have the ability to edit against theEnterprise Geodatabases. However, the exact number of users requiring direct edtingaccess may change. Proposers should assume a solution that can accommodate thecurrent users while supporting scalability for future growth in users and editing needs.23. Question: Does the Port require a specific ETL product? If so, can you please provide alist of those products and if they are already cloud based or need to have their ownvirtual machine accounted for in this new environment.Answer: No, the Port does not currently have an ETL solution, but plans to implementone in the near future. Please refer to Section II, Item C, Subsection 4.24. Question: The RFP Services Level Agreement in Appendix A2 states the “The targetedSystem quality is: a. At least 99.9% full System availability by all users during non-maintenance periods”. Does the Port expect this to be a highly available deployment?Answer: The Proposer shall design the solution to meet the uptime requirementsarticulated in Appendix A-2.25. Question: Does the proposed Staging environment need to mirror the Productionenvironment in both uptime and server size/class, storage, etc?Answer: Proposers should describe a staging environment, that supports testing,validation, and development workflows. While it is not strictly required to mirror theproduction environment, the staging environment should provide sufficient capacityand availability to ensure realistic testing, performance validation, and developmentactivities before deployment to production. Proposed solutions should allow forflexibility, scalability, and future growth.26. Question: Does the Port seek any particular certifications for the ArcGIS Enterprisedeployment? This would be beyond the Gold or Platinum certified Esri Partner, Cloudhosting service certified, ArcGIS Cloud Services Specialty, and Esri State and LocalGovernment Specialty certs already mentioned.Answer: No, the Port does not require any particular certifications for the ArcGISEnterprise deployment beyond the Gold or Platinum certified Esri Partner, Cloudhosting service certified, ArcGIS Cloud Services Specialty, and Esri State and LocalGovernment Specialty certifications as stated in the RFP, Section I. Project Overview.Respondent’s are welcome to include any additional certifications they may have inthe Proposer’s Knowledge and Experience section.25-26/13 – Addendum No. 1Page 4 of 527. Question: Under 2 Enterprise Geodatabase Design, Configuration, and Managementsection, the instructions read, "The vendor shall design, configure, implement, andmanage RDBMS-based Enterprise Geodatabases (SDEs) to support the Port’s ArcGISEnterprise environment." Does the Port require a specific RDBMS technology (e.g., SQLServer) or are you open to any solution that meets your functional, security, andperformance criteria?Answer: The Port does not require a specific RDBMS technology. Proposers mayrecommend any solution that meets functional, security, and performancerequirements while supporting scalability and future growth.28. Question: What is the Port's assessment of the relative maturity andcomprehensiveness of their GIS governance model and practices in the current state?Do you anticipate that the chosen vendor will assist in further developing their GISgovernance beyond the technical work of ensuring appropriate access controls,designing, implementing, and supporting an enterprise geodatabase, and establishinga scalable ArcGIS Enterprise deployment?Answer: Development of formal GIS governance is not a primary scope of this RFP.Proposers may describe how their solution could support or enhance GIS governancepractices in line with industry best practices.29. Question: Are the enterprise business systems (e.g., Maximo, Oracle Property Manager,etc.) with which the Port anticipates integrating their ArcGIS Enterprise deployed on-premises? If not, where are they deployed?Answer: Proposers should describe solutions that accommodate integrations withother Port business systems, whether cloud-hosted or on-premsises, while allowingflexibility and scalability to support future growth.30. Question: Does the Port have an incumbent ETL software solution that they wouldprefer to see as part of the ArcGIS Enterprise cloud solution? If so, what is it?Answer: No, the Port does not currently have an ETL solution, but plans to implementone in the near future.
