Description: The City of Clemson is soliciting proposals from qualified firms/contractors for Construction Manager at Risk (CMAR) services in connection with the design and construction services for the City’s enhancement of Abernathy Park. Firms interested in providing these services must prepare and submit a proposal in accordance with the Proposal Requirements in this Request for Proposals.   It is expected that this project will be completed and an occupancy permit(s) issued by Q2 2029. The Abernathy Park enhancement, located within the existing footprint off of Keowee Trail, will be a complete renovation of the existing park infrastructure from College Ave. through U.S. Hwy 123 (Tiger Blvd.), including work within Lake Hartwell. The major components of the renovation project will include, but are not limited: to a complete demolition of the existing park, including features over lake limits and non-native vegetation; replacing grading, pile setting, and permanent elevation boardwalk and structures; electrical and mechanical improvements; plumbing; playground equipment; installing site furniture and lighting; and site work to include, but not limited to concrete placement, asphalt placement, landscaping, and parking to complete the redevelopment of Abernathy & Jaycee Parks.  Additionally, the project will include heavy coordination with a new, municipal sewer trunk line & pump station project and several adjacent private projects. A non-mandatory pre-bid conference will be held at 10:00 am EST on June 16, 2026. The site visit will start at the Butch Trent Pavilion of the Larry W. Abernathy Waterfront Park (207 Keowee Trail). Parking will be off of Keowee Trail and can be accessed from College Ave. (drive through gates to access). Proposals will be received until 2:00 P.M.
