Funding is available through the following HUD programs: Community DevelopmentBlock Grant (CDBG) and HOME Investment Partnerships Program (HOME).The following organization types are eligible to apply:1. Non-profit organizations with federal tax-exempt status2. Government agencies and authorities3. Housing or human service agencies4. For-profit developers5. Community-Based Development Organizations (CBDOs)6. Community Housing Development Organizations (CHDOs)Projects will have a period of performance from July 1, 2026 to June 30, 2027. Projects selected forfunding will help inform the development of the FY2026-2027 Annual Action Plan that covers thesame time period.The City may withdraw applications from consideration if they fail to meet the following baselinethresholds.Proposed project and activities must:- Have representation from project team at one of the application workshops;- Be located within the limits of the City of Durham;- Have site control, if applicable;- Be complete and submitted by the application deadline;- Adhere to the relevant funding source’s organizing statute, federal regulations, andcross-cutting requirements, as well as City requirements for subrecipients;further at least one of the goals outlined in the City’s 2025-2029 Consolidated Plan:1. Increasing housing preservation, production and stability2. Projects and activities funded via CDBG must meet one of three nationalobjectives of the federal CDBG program:• Benefit to low- and moderate- income (LMI) persons;• Aid in the prevention or elimination of slums or blight; and• Meet a need having a particular urgency (referred to as urgent need).Eligible activities can broadly fall under the following categories: Acquisition and Disposition,Public Facilities and Improvements, Public Services, Housing, and Economic Development.Federal regulations limit the City to allocating 15% of its CDBG funding to Public Services activities.Proposed projects and activities must comply with the Housing and Community Development Actof 1974, 24 CFR Part 570, applicable federal cross-cutting requirements, and other guidance, FinalRules, and directives from HUD.For reference, potentially eligible projects and activities for CDBG funding can be found at the linkbelow. Proposed activities must still meet at least one of the CDBG National Objectives. Activitiesclassified as Public Services can be found under the section titled “Public Services.”https://files.hudexchange.info/resources/documents/Matrix-Code-Definitions.pdf.The total amount of CDBG funding available under this request for applications is up to anestimated $1,050,000.00. This figure is estimated based on unallocated funding from previousprogram years and anticipated funding for FY2026-2027. Final award amounts will be availablefollowing confirmation of FY2026-2027 entitlement funding from HUD.Of the total estimated CDBG funding being made available, up to $300,000 can be allocated forPublic Services activities.HOME Investment Partnerships Program (HOME)The HOME Investment Partnerships Program (HOME) is the largest Federal formula block grant tostate and local governments that is exclusively designed to support activities that create affordablehousing for low-income households. Eligible HOME activities include, but are not limited to:• Building or rehabilitating housing for rent or ownership• Site acquisition or improvement• Demolition of dilapidated housing to make way for HOME-assisted development• Payment of relocation expenses• Tenant-Based Rental Assistance (TBRA)• Rehabilitation financing assistance to eligible homeownersHUD Funding ApplicationPage 5 of 33
