INTRODUCTIONThe City of Redding Public Works Department is soliciting proposals to provideprofessional engineering and hydrologic and hydraulic (H&H) services to prepare anupdate of specific drainage basins within the Montgomery Watson City-Wide MasterStorm Drain Study (Project). It is the intent of the City to hire a qualified consultant whocan provide hydrologic and hydraulic modeling culminating in updated hydrology modelsand associated hydraulic models for the Canyon Hollow, Oregon Gulch, Olney Creek,Bonnyview Drain, and Churn Creek Basins, Storm Drain Study Report and associatedfloodplain mapping.The City currently maintains drainage basin model developed using HEC-1, which utilizesthe preprocessor named FLOW, and HEC-RAS. These models require updates to reflect: Recent land-use and impervious surface changes New topographic data New or rehabilitated stormwater infrastructure Requirements from regulatory agencies (FEMA, Caltrans, etc.)The updated models will be used to support floodplain map revisions, mitigations projectdevelopment, and emergency management.On October 7, 2025, Council accepted and budgeted $1,000,000 in Federal funding for theProject. The CDHCD – MIT grant provides $900,000 funding for design services thatincludes consultant and staff design support. The successful consultant must be aware ofthe financing limitations and be able to provide a clear plan for delivering documents thatmeet the project goals within the aforementioned budget constraints.The purpose of the storm water master plan update will be to fully analyze the drainagebasins using updated City contour data and area development since the MontgomeryWatson Study and the 2004 model update of the above-mentioned drainage basins.A Consulting and Professional Services Contract (CPSC) is expected to be awarded in May2026 and the scope of work to be completed by October 31, 2027. The period to completethe work will be negotiated with the successful consultant. The City intends to select asingle consultant (team) for all aspects of the work necessary to complete all tasks of thescope of work. Any consultant responding to the RFP must be willing to commit thenecessary resources to complete the work within a mutually agreed upon schedule.II. GENERALIn order for the consultant to be considered qualified, the firm or team must demonstrateexperience in project management, hydrologic and hydraulic modeling, familiarity with1FEMA NFIP regulatory requirements, experience developing or updating city-widedrainage basin models, and the ability to manage large datasets, GIS-based modeling, and1D/2D flood simulations. Interested consultants are invited to submit qualifications inaccordance with the requirements of this Request for Proposals (RFP).All work shall meet City of Redding standards for hydrologic and hydraulic modeling inaccordance with the current City of Redding Construction Standards(https://www.cityofredding.gov/government/departments/public_works/engineering/construction_standards___handouts/index.php), City of Redding Hydrology Manual, and therequirements contained herein.The consultant shall assure the City that it will comply with the Americans with DisabilitiesAct (ADA), as well as all applicable regulations and guidelines issued pursuant to the ADA(42 U.S.C. 12101 et seq.).The consultant must comply with Government Code Section 8355 in matters relating toproviding a drug-free workplace.III. SCOPE OF SERVICESThe following services will be required for the Canyon Hollow, Oregon Gulch, OlneyCreek, and Bonnyview Drain Basins:Task 1: Project Management Review and Scheduling:Provide all Contract Management and Quality Control Services throughout the duration ofthe project including: All meetings, agendas, and summaries, Schedules and schedule updates; Prepare and submit monthly progress report with monthly progress payment. Themonthly progress report shall include: An overview of work accomplished during the previous month; A description of current key activities and an updated schedule for each taskand subtask. A list of tasks for the following month; A bar graph showing total contract budget, monthly invoiced amounts,cumulative amount invoiced and project billings to end of project; An earned-value statement that shall clearly describe the relationship betweenfee to date, percent work complete, and percent time remaining; and A Schedule Summary indicating whether the project is on schedule and anyschedule concerns or critical path items (a Recovery Plan/Schedule for anyactivities that fall more than 2 weeks behind schedule). Develop a Quality Assurance/Quality Control Program including a formal projectspecific Quality Plan, Correspondence and project file maintenance in accordance with City of Redding filemanagement.2The consultant’s Project Manager shall play an active role in the management andcoordination of the project to include monthly meetings with City staff to discuss projectstatus, problems, budgeting, and other areas that have an adverse effect on the work.Task 2: Data Collection and ReviewReview City’s hydrologic and hydraulic information including; Relevant reports, studies, master plans, GIS data, maps, HEC-1 and HEC-RAS modelsand other data gathered from meeting with staff. Related Capital Improvement Program (CIP) completed and planned projects. As-built culvert information LiDAR dataTask 3: SurveyThe Consultant shall provide survey services, as necessary, to support the development andrefinement of the hydrologic and hydraulic models. Survey efforts shall be targeted andlimited to locations where existing data is insufficient for reliable modeling.Survey tasks may include, but are not limited to: Collection of channel and overbank cross sections required for hydraulic and floodplainmodeling. Survey of bridges, culverts, and other drainage structures, including relevant geometric,structural, and hydraulic features. Establishment of horizontal and vertical control consistent with City and applicableregulatory standards. Integration of surveyed data into the hydraulic and floodplain models developed underTask 4.The Consultant shall coordinate proposed survey locations and limits with the City prior todata collection and shall document all survey methods, assumptions, and deliverables.Task 4: Hydrologic ModelingThe Consultant will be responsible for the following items: Update watershed boundaries, hydrologic parameters, and land-use conditions Revise existing hydrologic models using the City’s HEC-1 preprocessor FLOW toreflect actual current conditions Revise HEC-1 Schematics as needed Update 10-, 25-, and 100-year peak flowsDeliverables: updated HEC-1 modelsTask 5: Hydraulic Modeling Update hydraulic models using HEC-RAS3
