Brief Description
The Iowa Department of Transportation’s (Iowa DOT) Traffic Operations & Safety Bureau is interested in entering into a professional services contract with eight (8) consultants to provide a broad range of traffic operations-related services including the design, inspection, and associated activities related to Intelligent Transportation Systems (ITS). 2026 Traffic Operations & ITS Design On-CallRequest For ProposalIowa Department of TransportationIntroductionThe Iowa Department of Transportation’s (Iowa DOT) Traffic Operations & Safety Bureau isinterested in entering into a professional services contract with eight (8) consultants to provide abroad range of traffic operations-related services including the design, inspection, and associatedactivities related to Intelligent Transportation Systems (ITS). If your firm is interested in providingthe described services, please submit a proposal stating your ability and availability to completethis work.Project ScopeThe Iowa DOT will coordinate with the selected consultants on a project-by-project basis todetermine the scope of services required for a specific project. The requested services mayinclude but are not limited to transportation systems management & operation (TSMO), trafficincident management, general traffic operations, traffic management analytics, work zoneoperations, systems engineering, technology procurement assistance, and the design andinspection of Intelligent Transportation Systems (ITS) as needed to meet the needs of the IowaDOT.Work performed under this contract will primarily be in the categories of work related toOperations Support as shown in the Iowa DOT’s Policy and Procedure Manual, PPM 300.04,Appendix A Work Category Descriptions, Minimum Qualifications Standards and AdministeringOffices:210 Post Planning – Preconstruction Engineering218 Traffic Operations Design230 Operations Research, Analysis, and Engineering235 Traffic Control Systems Analysis, Design, and Implementation238 Intelligent Transportation SystemsThe consultant may also need to meet the requirements of other work categories depending onproject requirements.A description of the potential needs and associated tasks is included below. It is anticipatedadditional tasks may be included as needs dictate.Traffic Operations• Traffic Operations General Support- Support the Iowa DOT in the management oftraffic operations projects and programs. Work tasks may include support andassistance with the Transportation Management Center (TMC), research initiatives,participation in meetings, document management, project management, scheduledevelopment and monitoring, investigation, review of new or emerging technologiesand innovations, connected or automated transportation technologies, GeographicInformation Systems (GIS) support, and development of traffic operations short- andlong-term planning and processes including performance measures and management.• Transportation Systems Management & Operations (TSMO)- Assist the Iowa DOTin the development and advancement of TSMO initiatives, including service layerplan revisions and implementation. Work tasks may include investigation of bestpractices, facilitating stakeholder discussions, writing technical memorandums orreports, and development of performance management tools and strategies foroperations.• Contract/Procurement Support- Assist in the development of plans, specifications,requests for proposals (RFP), and other documents for the procurement of goods andservices. Work tasks may include detailed specification development, RFP writing,and coordination with various DOT bureaus and divisions (e.g., Purchasing Section,Maintenance Bureau) and other state agencies (e.g., Department of AdministrativeServices, Department of Management Information Technology). Assist in themanagement of procurement, construction, or other projects, as well as other neededsupport.• ITS Architecture and Systems Engineering- Provide technical support in therevision, development, and implementation of ITS Architecture and related SystemsEngineering documents and processes. Ensuring compliance with federalrequirements and provide expertise to help align ITS initiatives with statewidetransportation goals to ensure our ITS projects are well-coordinated, interoperable,and integrated into our transportation systems, as well as other support required.• Traffic Critical Projects (TCP) and Work Zone Program Support – Assist the IowaDOT with improving work zone safety and mobility through various activities, suchas the Work Zone Service Layer, Traffic Critical Projects program, Intelligent WorkZones (IWZ) and work zone standards and processes. Work tasks may includetasks, such as participating in meetings or committees virtually or in-person,proposing or facilitating changes in DOT processes, monitoring and managing IWZdeployments and contractors.• Traffic Incident Management (TIM) Support – Provide assistance and expertise withtraffic incident management initiatives. This could include supporting other bureaus,divisions, or districts in TIM initiatives, TIM Plans, support for TIM Committees,training/tabletop exercises, planning and execution of conferences/workshops,developing presentations and materials for Iowa DOT use, and new programimplementation/support. Development of performance measures and tracking fornew TIM related programs and other tasks related to new initiatives in TIM.• Variable Advisory Speeds /Variable Speed Limits (VAS/VSL) – Facilitate some orall aspects of systems engineering for a pilot deployment of variable advisory speedsin Iowa. Tasks may include planning, input gathering, concept of operations, design,implementation, systems integration, and performance evaluation of a VASsystem. Consultant familiarity with VAS/VSL implementation experiences fromother states and the ability to assist with best practice and performance metricsdevelopment for both corridor-level and systemwide applications is of primaryinterest.Fiber Optic and ITS Design and Inspection• The Iowa DOT has a statewide Intelligent Transportation System (ITS) networkconsisting of field devices, network equipment, and various technologies utilized tofacilitate transportation system operations. ITS and Fiber Optic Design andinspection services may require:o Consultant should be familiar with the purpose and function of a wide range ofITS programs, technologies, and services, including fiber optic communications.o Consultant may provide design services for ITS infrastructure installations andfiber optic design and splicing diagrams for all aspects of the project, fromconcept thru deployment, including the development of Plans, Specifications andEstimate (PS&E) documents, construction administration support and inspection,and as-built plan and field surveying documentation.o Develop and/or review detailed logical and physical network architectures ofexisting and planned ITS deployments.o Develop and/or review ITS standard specifications, standard plans, and otherrelated guidelines.o Consultant must be familiar with, or quickly become familiar with the IowaDOT’s fiber optic network processes including design, splicing diagrams,contracting, construction, inspection, and documentation practices.Contract InformationThe Department anticipates that the selection process will be completed by August, 2026.Negotiations with the selected consultants will commence as project needs are identified. Theselection is intended to cover on-call design services for a three (3) year period.There is a no specific allocated dollar amount dedicated or assigned to this work andexpenditures will vary dependent on the number and magnitude of work assignments over thecontract period. The Department will not guarantee a set amount of work or contract value forthese services.General RequirementsThe consultant and their subconsultants are required to meet the requirements of specified workcategories as defined in the Iowa DOT’s Policy and Procedure Manual, Policy No. 300.04, at thetime of contract execution, and for the duration of the contract. Qualifications will be assessedduring review of proposals; no prequalification submissions are necessary. Work under thiscontract will require the consultant team to meet the minimum qualifications standards of workcategories mentioned above. Failure to meet the requirements during the contract will result incancellation of any remaining portion of the contract.It is the policy of the Iowa DOT that Disadvantaged Business Enterprises (DBEs) and TargetedSmall Businesses (TSBs) shall have the maximum practicable opportunity to participate in theperformance of Iowa DOT contracts. Funding of the work under this contract is not expected toinvolve federal-aid highway funds. No DBE goal (0%) is established at this time. Although aDBE / TSB goal is not established, the Department still encourages the spirit of the program tobe incorporated in the proposed contract whenever possible. In the event DBE participation isrequired on a particular contract, the goal will be established as part of the negotiation.Selection InformationEmphasis should be placed upon providing information concerning your proposed projectapproach, similar projects your firm has recently performed and the availability and qualificationsof your key staff. The proposal may include additional information, as deemed appropriate,subject to the overall length restriction established in Proposal Requirements.The selection committee will review and evaluate the proposals submitted based on the followingcriteria and the weighted value assigned to each. All responders must provide adequate information on the response’s cover page to clearlyidentify the submittal is for the 2026 Traffic Operations & ITS Design On-Call RFPalong with the replying firm and an email for the point of contact for the firm.2. Include your firm’s approach to addressing the identified tasks, your eligibility to meet therequirements of the “Required Work Categories” for the work you intend to perform, yourunderstanding of the project’s scope, key issues and relevancy to Iowa’s transportationsystem. Briefly discuss similar projects the members on your team have completed in thepast five years. This listing should be limited to the three most applicable projects.3. Include the name, qualifications, experience, office address and availability of the contractmanager as well as the manager in charge of each major work task. This informationshould include the identification of similar projects managed or participated in by theseindividuals. The selection of a contract manager and work task managers by a firm willconstitute a commitment by that firm and NO substitute managers will be allowed without
