It shall be the Offeror'sresponsibility to advise the Purchasing Agent in writing if any language, requirement, specification, etc., or any combination thereof, inadvertently restricts or limits therequirements stated in this RFP to a single source. Such notification must be receivedby the Purchasing Agent not later than fifteen (15) days prior to the acceptance datefor proposals.3.0 BACKGROUND INFORMATIONThe LCSO is a constitutional office, established under the Constitution of Virginiaand led by the publicly elected Sheriff. The LCSO is the primary law enforcementagency for the County and is also responsible for court security and the care, custody, and control of inmates housed at the County's ADC. The ADC is operatedby the LCSO's Corrections Division, which is commanded by a Major and fallswithin the agency's broader organizational structure. This analysis is beingcommissioned to ensure that the staffing levels and deployment strategies of theCorrections Division are optimized to meet its complex and evolving mission. The ADC is a modern correctional facility located at 42035 Loudoun Center Place,Leesburg, Virginia 20177. The facility is responsible for housing a diverse inmatepopulation with varying security classifications, including maximum, medium, andminimum-security levels. The physical design of the ADC utilizes both direct, indirect, and podular-remote supervision techniques to manage the inmatepopulation effectively. In addition, the facility includes a Community CustodyProgram with a capacity to house up to 48 inmates who are participating in workprograms and transitioning back into the community.Adult Detention Center Staffing AnalysisRFP #RFQ 695010Page 4 of 43A thorough understanding of the facility's capacity and population dynamics isfundamental to this staffing analysis. The ADC has a total rated capacity of 460inmates.For the fiscal year ending June 30, 2025, the facility's Average Daily Population(ADP) was 272 inmates. This represents an increase from the previous fiscalyear's ADP of 237. While these figures indicate that the facility is currentlyoperating below its rated capacity, this data point alone does not provide acomplete picture of staffing needs. Many essential security posts within acorrectional facility—such as central control, perimeter security, andintake/booking—are fixed and must be staffed 24/7 regardless of the inmate count. Therefore, a superficial analysis linking staffing directly to the current ADP wouldbe fundamentally flawed and could compromise facility safety. A forthcomingexpansion further underscores the need for a forward-looking analysis thatconsiders both current operational realities and future capacity demands.A critical factor that must be central to this staffing analysis is the ADC expansionproject. Initiated by the LCSO in 2021 and granted legislative approval in April2023, this project is currently in the design phase and will add four (4) new housingunits to the facility. Crucially, these new units are specifically designed for“programming and at-risk populations".This design focus signals a significant strategic shift in the facility's operationalmission, moving beyond simple custodial care toward a more therapeutic modelfocused on rehabilitation and treatment. This evolution has profound implicationsfor staffing. Effective programming and mental health services in a correctionalsetting are inherently more staff-intensive than traditional supervision models. They require not only specialized personnel, such as counselors and casemanagers, but also higher custody staff staff-to-inmate ratios to safely manageinmate movement to and from programs, ensure security during group treatmentsessions, and provide rapid response to incidents. The successful Offeror mustdemonstrate a deep understanding of the staffing models required to support thismodern, rehabilitative correctional philosophy, as a simple extrapolation of existingstaffing patterns will be insufficient to meet the future mission of the facility. The Contractor selected for this project will work primarily with the command staffof the LCSO's Corrections Division. This division is led by a Major, who reportsthrough the chain of command to one of the agency’s Chief Deputies (LieutenantColonel) and ultimately to the Sheriff. Understanding this command structure willbe essential for effective communication, data gathering, and the ultimatepresentation of findings to key agency and County decision-makers.4.0 SCOPE OF SERVICESAll proposals must be made on the basis of, and either meet or exceed, therequirements contained herein.4.1 Overall ObjectiveThe overall objective of this project is for the Contractor to conduct acomprehensive, independent, and objective analysis of the ADC's securityAdult Detention Center Staffing AnalysisRFP #RFQ 695010Page 5 of 43
