Description:

The intent of this Request for Proposal (RFP) is for the County of Loudoun, Virginia (County), on behalf of the Loudoun County Sheriff’s Office (LCSO), to solicit sealed proposals from qualified and experienced firms specializing in correctional facility operational and staffing analysis to conduct a comprehensive staffing analysis for the Loudoun County Adult Detention Center (ADC).

The primary objective of this engagement is to obtain an independent, objective, and data-driven assessment of the ADC’s current and future staffing requirements. This analysis will serve as a foundational tool for the LCSO and County Administration to ensure the safe, secure, efficient, and constitutionally sound operation of the facility. The analysis must provide actionable recommendations that align with national best practices, account for the facility's ongoing expansion, and support the County’s strategic goals for inmate care, rehabilitation, and fiscal responsibility.

The County intends to award one (1) contract as a result of this RFP.

ADULT DETENTION CENTER STAFFING ANALYSIS
1.0 PURPOSE
The intent of this Request for Proposal (RFP) is for the County of Loudoun, Virginia
(County), on behalf of the Loudoun County Sheriff’s Office (LCSO), to solicit sealed
proposals from qualified and experienced firms specializing in correctional facility
operational and staffing analysis to conduct a comprehensive staffing analysis for the
Loudoun County Adult Detention Center (ADC).
The primary objective of this engagement is to obtain an independent, objective, and
data-driven assessment of the ADC’s current and future staffing requirements. This
analysis will serve as a foundational tool for the LCSO and County Administration to
ensure the safe, secure, efficient, and constitutionally sound operation of the facility.
The analysis must provide actionable recommendations that align with national best
practices, account for the facility's ongoing expansion, and support the County’s
strategic goals for inmate care, rehabilitation, and fiscal responsibility.
The County intends to award one (1) contract as a result of this RFP.
2.0 COMPETITION INTENDED
It is the County's intent that this RFP permits competition. It shall be the Offeror's
responsibility to advise the Purchasing Agent in writing if any language, requirement,
specification, etc., or any combination thereof, inadvertently restricts or limits the
requirements stated in this RFP to a single source. Such notification must be received
by the Purchasing Agent not later than fifteen (15) days prior to the acceptance date
for proposals.
3.0 BACKGROUND INFORMATION
The LCSO is a constitutional office, established under the Constitution of Virginia
and led by the publicly elected Sheriff. The LCSO is the primary law enforcement
agency for the County and is also responsible for court security and the care,
custody, and control of inmates housed at the County's ADC. The ADC is operated
by the LCSO's Corrections Division, which is commanded by a Major and falls
within the agency's broader organizational structure. This analysis is being
commissioned to ensure that the staffing levels and deployment strategies of the
Corrections Division are optimized to meet its complex and evolving mission.
The ADC is a modern correctional facility located at 42035 Loudoun Center Place,
Leesburg, Virginia 20177. The facility is responsible for housing a diverse inmate
population with varying security classifications, including maximum, medium, and
minimum-security levels. The physical design of the ADC utilizes both direct,
indirect, and podular-remote supervision techniques to manage the inmate
population effectively. In addition, the facility includes a Community Custody
Program with a capacity to house up to 48 inmates who are participating in work
programs and transitioning back into the community.

A thorough understanding of the facility's capacity and population dynamics is
fundamental to this staffing analysis. The ADC has a total rated capacity of 460
inmates.
For the fiscal year ending June 30, 2025, the facility's Average Daily Population
(ADP) was 272 inmates. This represents an increase from the previous fiscal
year's ADP of 237. While these figures indicate that the facility is currently
operating below its rated capacity, this data point alone does not provide a
complete picture of staffing needs. Many essential security posts within a
correctional facility—such as central control, perimeter security, and
intake/booking—are fixed and must be staffed 24/7 regardless of the inmate count.
Therefore, a superficial analysis linking staffing directly to the current ADP would
be fundamentally flawed and could compromise facility safety. A forthcoming
expansion further underscores the need for a forward-looking analysis that
considers both current operational realities and future capacity demands.
A critical factor that must be central to this staffing analysis is the ADC expansion
project. Initiated by the LCSO in 2021 and granted legislative approval in April
2023, this project is currently in the design phase and will add four (4) new housing
units to the facility. Crucially, these new units are specifically designed for
“programming and at-risk populations".
This design focus signals a significant strategic shift in the facility's operational
mission, moving beyond simple custodial care toward a more therapeutic model
focused on rehabilitation and treatment. This evolution has profound implications
for staffing. Effective programming and mental health services in a correctional
setting are inherently more staff-intensive than traditional supervision models.
They require not only specialized personnel, such as counselors and case
managers, but also higher custody staff staff-to-inmate ratios to safely manage
inmate movement to and from programs, ensure security during group treatment
sessions, and provide rapid response to incidents. The successful Offeror must
demonstrate a deep understanding of the staffing models required to support this
modern, rehabilitative correctional philosophy, as a simple extrapolation of existing
staffing patterns will be insufficient to meet the future mission of the facility.
The Contractor selected for this project will work primarily with the command staff
of the LCSO's Corrections Division. This division is led by a Major, who reports
through the chain of command to one of the agency’s Chief Deputies (Lieutenant
Colonel) and ultimately to the Sheriff. Understanding this command structure will
be essential for effective communication, data gathering, and the ultimate
presentation of findings to key agency and County decision-makers.
4.0 SCOPE OF SERVICES
All proposals must be made on the basis of, and either meet or exceed, the
requirements contained herein.
4.1 Overall Objective
The overall objective of this project is for the Contractor to conduct a
comprehensive, independent, and objective analysis of the ADC's security
