The FederalTransit Administration (FTA) requires Section 106 consultation for all land acquisition and constructionprojects that may use federal funding.The procurement schedule is as follows:April 9, 2026Issue Request for QuotesApril 16, 2026 by 2:00 PM CSTDeadline for submitting questions to purchasing@smtd.orgApril 23, 2026 by 2:00 PM CST Addendum will be released, if applicableApril 30, 2026 by 2:00 PM CST Quotes are due to bids@smtd.orgMay 4, 2026Issue Notice to ProceedAll official correspondence regarding this Request for Quotes (RFQ) shall be transmitted to and from theDistrict’s Grants and Procurement Manager, Hadley Markiewicz, in writing to purchasing@smtd.org.All necessary information is attached as follows:Section 1: Procurement InformationSection 2: Quote FormSection 3: Terms and ConditionsSection 4: Project LocationSincerely,Hadley MarkiewiczGrants and Procurement ManagerSECTION 1: PROCUREMENT INFORMATIONSubmission• Quotes shall be submitted electronically to bids@smtd.org.• Quotes shall be valid for 60 days from the date of submission.TermThe Consultant shall submit the written report to the District no more than 60 days after a Notice toProceed has been issued.Scope of WorkThe District is proposing the construction of an Employee Parking Lot at 800 S 9th St, Springfield, IL. Theparcel will be subdivided at acquisition. The project will include the demolition of three structures on theproperty as well as removal of concrete slabs and other debris. A map of the proposed project location isincluded in Section 4.The Section 106 review must be completed by a Secretary Of Interior (SOI) qualified consultant and shall:• Define and document the area of potential effect (APE);o The District shall submit the APE for approval from the FTA prior to work being completed.• Identify historic properties within the APE;• Evaluate the historic significance of properties identified in the APE, regardless of age; and• Consult with relevant parties to identify issues related to the project’s potential effects.The findings of the Section 106 review shall be detailed in a written report with supporting documentationand a recommendation for a determination. The District will submit the report to the FTA. If approved, theFTA will submit the findings and supporting documentation to the State Historic Preservation Office andTribal Historic Preservation Office for their review.Evaluation and SelectionThe work under this contract will be awarded for a firm-fixed price. The District will considerqualifications, capability, approach, and price. Consultants are expected to apply professional practices andtechniques that meet each condition set forth in this Request for Quotes.Quotes will be evaluated on the following criteria:• Methodology (50%): The Consultant provided details on their process and will address the scopeof work completely.• Price (20%): A price normalization formula will be used to compare quotes.(Lowest Price/Vendor Price) x 20= Price Score• Team (15%): The Consultant, including subcontractors if necessary, have the appropriatequalifications.• Past Contracts (15%): The Consultant has experience with government contracts. Experience withthe Federal Transit Administration is desirable. Include a list of similar contracts from the past twoyears in submission.Payment MethodPayments are issued within 30 days of receiving an invoice detailing the work completed. The Districtissues all payment through ACH. Proposer also agrees, pursuant to 49 C. F. R. 633.17 to provide the FTAAdministrator or his authorized representatives including any PMO access to Proposer’s records andconstruction sites pertaining to a major capital project, defined at 49 U.S.C. 5302(a)1, which is receivingfederal financial assistance through the programs described at 49 U.S.C. 5307, 5309 or 5311.1.2 The Proposer agrees to permit any of the foregoing parties to reproduce by any means whatsoever or to copyexcerpts and transcriptions as reasonably needed.1.3 The Proposer agrees to maintain all books, records, accounts and reports required under this contract for aperiod of not less than five (5) years after the date of termination or expiration of this contract, except in theevent of litigation or settlement of claims arising from the performance of this contract, in which caseProposer agrees to maintain same until the Proposer, the State of Illinois or its authorized representatives,the Federal Transit Administration Administrator, the Comptroller General, or any of their duly authorizedrepresentatives, have disposed of all such litigation, appeals, claims or exceptions related thereto. Reference49 C.F.R. Part 18.39(i)(11).1.4 The Federal Transit Administration does not require the inclusion of these requirements in subcontracts.2.0 Changes to Federal RequirementsFederal requirements that apply to the Recipient or the Award, the accompanying Underlying Agreement, and anyAmendments thereto may change due to changes in federal law, regulation, other requirements, or guidance, orchanges in the Recipient’s Underlying Agreement including any information incorporated by reference and made partof that Underlying Agreement; and applicable changes to those federal requirements will apply to each Third PartyAgreement and parties thereto at any tier.3.0 Civil Rights Laws and Regulations3.1 The following Federal Civil Rights laws and regulations apply to all contracts. The Contractor and anysubcontractor agree to comply with all the requirements prohibiting discrimination on the basis of race,color, or national origin of the Title VI of the Civil Rights Action of 1964, as amended 52 U.S.C 2000d, and U.S.DOT regulation “Nondiscrimination in Federally Assisted Programs of the Department of Transportation –Effectuation of the Title VI of the Civil rights Act, “49 C.F. R. Part 21 and any implementing requirement FTAmay issue.3.2 Federal Equal Employment Opportunity (EEO) Requirements include, but are not limited to:3.2.1Nondiscrimination in Federal Public Transportation Programs. 49 U.S.C. § 5332, covering projects,programs, and activities financed under 49 U.S.C. Chapter 53, prohibits discrimination on the basis ofrace, color, religion, national origin, sex (including sexual orientation and gender identity), disability,or age, and prohibits discrimination in employment or business opportunity.3.2.2Prohibition against Employment Discrimination. Title VII of the Civil Rights Act of 1964, as amended,42 U.S.C. § 2000e, and Executive Order No. 11246, “Equal Employment Opportunity,” September 24,1965, as amended, prohibit discrimination in employment on the basis of race, color, religion, sex, ornational origin.3.2.3Nondiscrimination on the Basis of Sex. Title IX of the Education Amendments of 1972, as amended,20 U.S.C. § 1681 et seq. and implementing Federal regulations, “Nondiscrimination on the Basis ofSex in Education Programs or Activities Receiving Federal Financial Assistance,” 49 C.F.R. part 25prohibit discrimination on the basis of sex.3.2.4Nondiscrimination on the Basis of Age. The “Age Discrimination Act of 1975,” as amended, 42 U.S.C. §6101 et seq., and Department of Health and Human Services implementing regulations,“Nondiscrimination on the Basis of Age in Programs or Activities Receiving Federal FinancialAssistance,” 45 C.F.R. part 90, prohibit discrimination by participants in federally assisted programsagainst individuals on the basis of age. The Age Discrimination in Employment Act (ADEA), 29 U.S.C. §621 et seq., and Equal Employment Opportunity Commission (EEOC) implementing regulations, “AgeDiscrimination in Employment Act,” 29 C.F.R. part 1625, also prohibit employment discriminationagainst individuals age 40 and over on the basis of age.3.2.5Federal Protections for Individuals with Disabilities. The Americans with Disabilities Act of 1990, asamended (ADA), 42 U.S.C. § 12101 et seq., prohibits discrimination against qualified individuals withdisabilities in programs, activities, and services, and imposes specific requirements on public andprivate entities. Third party contractors must comply with their responsibilities under Titles I, II, III,IV, and V of the ADA in employment, public services, public accommodations, telecommunications,and other provisions, many of which are subject to regulations issued by other Federal agencies.3.3 Civil Rights and Equal Opportunity: The Agency is an Equal Opportunity Employer. As such, the Agencyagrees to comply with all applicable Federal civil rights laws and implementing regulations. Apart frominconsistent requirements imposed by Federal laws or regulations, the Agency agrees to comply with therequirements of 49 U.S.C. § 5323(h) (3) by not using any Federal assistance awarded by FTA to supportprocurements using exclusionary or discriminatory specifications. Under this Contract, the Contractor shall atall times comply with the following requirements and shall include these requirements in each subcontractentered into as part thereof.3.3.1Nondiscrimination. In accordance with Federal transit law at 49 U.S.C. § 5332, the Contractor agreesthat it will not discriminate against any employee or applicant for employment because of race, color,religion, national origin, sex, disability, or age. In addition, the Contractor agrees to comply withapplicable Federal implementing regulations and other implementing requirements FTA may issue.3.3.2Race, Color, Religion, National Origin, Sex. In accordance with Title VII of the Civil Rights Act, asamended, 42 U.S.C. § 2000e et seq., and Federal transit laws at 49 U.S.C. § 5332, the Contractor agreesto comply with all applicable equal employment opportunity requirements of U.S. Department ofLabor (U.S. DOL) regulations, "Office of Federal Contract Compliance Programs, Equal EmploymentOpportunity, Department of Labor," 41 C.F.R. chapter 60, and Executive Order No. 11246, "EqualEmployment Opportunity in Federal Employment," September 24, 1965, 42 U.S.C. § 2000e note, asamended by any later Executive Order that amends or supersedes it, referenced in 42 U.S.C. § 2000enote. The Contractor agrees to take affirmative action to ensure that applicants are employed, andthat employees are treated during employment, without regard to their race, color, religion, nationalorigin, or sex (including sexual orientation and gender identity). Such action shall include, but not belimited to, the following: employment, promotion, demotion or transfer, recruitment or recruitmentadvertising, layoff or termination; rates of pay or other forms of compensation; and selection fortraining, including apprenticeship. In addition, the Contractor agrees to comply with anyimplementing requirements FTA may issue.3.3.3Age. In accordance with the Age Discrimination in Employment Act, 29 U.S.C. §§ 621-634, U.S. EqualEmployment Opportunity Commission (U.S. EEOC) regulations, “Age Discrimination in EmploymentAct,” 29 C.F.R. part 1625, the Age Discrimination Act of 1975, as amended, 42 U.S.C. § 6101 et seq.,U.S. Health and Human Services regulations, “Nondiscrimination on the Basis of Age in Programs orActivities Receiving Federal Financial Assistance,” 45 C.F.R. part 90, and Federal transit law at 49U.S.C. § 5332, the Contractor agrees to refrain from discrimination against present and prospectiveemployees for reason of age. In addition, the Contractor agrees to comply with any Implementingrequirements FTA may issue.3.3.4Disabilities. In accordance with section 504 of the Rehabilitation Act of 1973, as amended, 29 U.S.C. §794, the Americans with Disabilities Act of 1990, as amended, 42 U.S.C. § 12101 et seq., theArchitectural Barriers Act of 1968, as amended, 42 U.S.C. § 4151 et seq., and Federal transit law at 49U.S.C. § 5332, the Contractor agrees that it will not discriminate against individuals on the basis ofdisability. In addition, the Contractor agrees to comply with any implementing requirements FTAmay issue.3.3.5Promoting Free Speech and Religious Liberty. The Contractor shall ensure that Federal funding isexpended in full accordance with the U.S. Constitution, Federal Law, and statutory and public policyrequirements: including, but not limited to, those protecting free speech, religious liberty, publicwelfare, the environment, and prohibiting discrimination.4.0 Contract ChangesAny proposed change in this contract shall be submitted to the District in writing for its prior approval.
