Bid Title: Newnan LINC - Phase 13
Category: Invitation to Bid Status: Open Description: The City of Newnan seeks to expand the LINC trail system to Newnan High School and the Newnan Utilities Carl Miller Park. The LINC Phase 13 project is being built within public right-of-way and on city easement within the Board of Education and Newnan Utilities properties. The Phase 13 project is a approximately 6,054 linear feet (1.15 miles) and includes a 10’ to 12’ wide concrete trail, landscape, stormwater improvements, road width and parking reconfigurations, along with bridge structures and retaining walls. Additional work associated with the project includes minor demolition and clearing, erosion control, grading, trail amenities, and signage.

All bid bonds shall be written by a surety company with an A.M. Best rating of A-Page 3(Excellent) or better, and is listed on the U.S. Treasury Circular 570, and also which is licensed to dobusiness in the State of Georgia. Said bond (policy) shall contractually require the surety and guarantorto submit to jurisdiction and venue in Coweta County, Georgia for resolution of any disputes. Thesuccessful Proposer will be required to furnish a satisfactory performance bond, labor and materialspayment bond, and maintenance bond as provided herein. The performance bond (PB) and labor andmaterials bond (LMB) shall each be in the amount of one hundred (100%) percent of the Contract Priceupon approval of the Newnan City Council. Prior to approval of Contract Price by the Newnan CityCouncil, the PB and LMB shall be in the amount set by the Owner’s Representative with concurrencefrom the City Manager, which shall be no less than one-hundred (100%) percent of the City of NewnanGA’s exposure under the contract; and thereafter, in an amount increased to cover Contract as providedabove.The City of Newnan, GA will be the Owner and primary occupant of the Project. The Architect andGeneral Contractor will each contract separately with the Owner, and these parties will be thenucleus of the Project Team. Teamwork will be the fundamental ingredient in the relationshipsbetween the parties.No Proposer may withdraw its bid and must honor its bid within 90 days after the actual date of theopening thereof.C. BACKGROUNDThe City of Newnan seeks to expand the LINC trail system to Newnan High School and the NewnanUtilities Carl Miller Park. The LINC Phase 13 project is being built within public right-of-way andon city easement within the Board of Education and Newnan Utilities properties. The Phase 13project is a approximately 6,054 linear feet (1.15 miles) and includes a 10’ to 12’ wide concretetrail, landscape, stormwater improvements, road width and parking reconfigurations, along withbridge structures and retaining walls. Additional work associated with the project includes minordemolition and clearing, erosion control, grading, trail amenities, and signage.Portions of this project are located adjacent to Newnan High School and within areas of heightenedpublic sensitivity. The City anticipates issuing a Notice to Proceed around May 11, 2026, toallow for early mobilization activities, including staging, material deliveries, and preparatorywork in areas not directly impacting school operations. Construction activities adjacent toNewnan High School are anticipated to commence immediately following the conclusion ofthe school year, with a target construction start date of May 25, 2026. Work along Cougar Wayand other areas adjacent to Newnan High School is considered time-critical and must besubstantially complete prior to the start of the 2026–2027 school year. The City is prepared to workcollaboratively with the selected contractor to facilitate this schedule, including coordination ofwork hours, traffic control measures, and temporary access restrictions as necessary. Contractorsare advised that subsequent paving and related work by others is anticipated to follow closely behindportions of this project. As such, proactive coordination, early mobilization, and aggressivescheduling for this area will be required to meet overall project objectives.D. SCOPE OF SERVICESIt is anticipated that the Agreement between the City of Newnan, GA and the selected firm willPage 4contain the following scope of work. The full scope of services will be defined within the contractexecuted with the City of Newnan, GA.A. Construction Phase1. Develop a major task-based bar schedule.2. Develop requirements for safety, quality assurance, and schedule adherence.3. Develop requirements to assure time, cost and quality control during construction.4. Maintain on-site staff for construction management.5. Establish and maintain coordinating procedures.6. Develop and maintain a detailed schedule (CPM) including delivery, approvals,inspection, testing, construction and occupancy.7. Conduct and record job meetings.8. Prepare and submit change order documentation for approval of the Architect andthe City of Newnan, GA.9. Maintain a system for review and approval of shop drawings.10. Maintain records and submit bi-weekly reports and formal monthly reports toArchitect and the City of Newnan, GA.11. Maintain quality control and ensure conformity to plans.12. Provide cost control through progress payment review and verifications according tothe approved schedule and contract amounts.13. Develop as-built drawings and deliver to Architect for inclusion into a CADD diskto be submitted to The City of Newnan, GA for maintenance and operations use.14. Coordinate post-completion activities, including the assembly of guarantees,manuals, close-out documents, training, and the Owner’s final acceptance.15. Local sub-contractors are a preference of the City of Newnan if possible.16. Coordinate closely with the City of Newnan, Newnan High School, and other projectstakeholders, including a future paving contractor, to ensure timely completion ofwork in school-adjacent areas prior to the start of the academic year.B. Warranty Phase1. Coordinate and monitor the resolution of remaining “punch-list” items.2. Coordinate, monitor and resolve all warranty issues to the satisfaction of the City ofNewnan, GA during the one-year general warranty period and as extended.All Local, County, State, and Federal codes and regulations must be followed, with particularemphasis on Building Codes, Life Safety Codes, and the Americans with Disabilities Act.Once an AIA contract (provide by contractor) as modified by the City and is executed between theCity of Newnan, GA and the successful Proposer, the successful Proposer will be required to deliverthe services required by this bid request by the members of the proposed project team.
