Request for Proposals: Knightdale Boulevard (U.S. 64 Business) Corridor Study
The North Carolina Capital Area Metropolitan Planning Organization (MPO) is inviting qualified consulting firms or persons to submit Project Proposals to conduct a Corridor Study along the Knightdale Boulevard (US 64 Business) Corridor from the Neuse River at the Town of Knightdale’s western boundary to the intersection of NC 97 in the Town of Wendell. This study will evaluate the safety and mobility along Knightdale Blvd (U.S. 64 Business) including investigating signal operations, Bus Rapid Transit impacts to the coridor, and bike/pedestrian facilities.
This study should result in an overall multi-modal transportation vision of the Knightdale Blvd (U.S. 64 Business) corridor with a focus on safety, congestion, mobility and transit. Expected outcomes include:- Existing and projected traffic volumes and identification of deficiencies;
- Review of existing traffic signal operations and recommendations for ITS improvements to optimize travel times and improve safety;
- Functional roadway designs and cross section that can accommodate a future BRT extension;
- Recommendation of potential intersection improvements, and associated costs, at safety and/or congestion hotspot areas;
- Land-use review and how revitalization along corridor could occur in support of future transit investments; and
- Development of visualizations of recommendations for stakeholders and public consumption.
The selected consultant is expected to provide recommendations and final deliverables to the clinet and deliver final project presentation to local governing boards no later than the anticipated completion date of June 30, 2028. Completed Proposals are due no later than 5:00 p.m. on Friday June 12, 2026, with a Notice to Proceed anticipated to be issued in late August 2026.

To complete this transportation planning processin an effective manner, the North Carolina Capital Area Metropolitan Planning Organization was created. Thecurrent CAMPO planning area boundary encompasses over 1,600 square miles and a population of more than1,000,000.CAMPO is tasked with providing a regional, comprehensive, and cooperative planning process that serves asthe basis for the expenditure of all federal transportation funds in the area. Under Section 134 of the FederalHighway Act of 1973, MPOs are required to prepare long range transportation plans for the planning area witha minimum of a 20-year planning horizon.The Town of Cary serves as the Lead Planning Agency for CAMPO. The MPO is required to complete thetransportation planning process in a continuing, cooperative, and comprehensive manner.The funding partners for this project are the Capital Area MPO and the Town of Knightdale. This study will evaluatethe section of Knightdale Boulevard between the Neuse River Bridge on the Town of Knightdale’s western limitsand the intersection of NC 97 in Wendell.Over the past two decades, Knightdale Boulevard has experienced significant changes due to population growthand increased commercial development. These changes have intensified traffic volumes, increased multimodaldemands, and introduced new operational and safety challenges along the corridor. With growth anticipated tocontinue and future implementation of Bus-Rapid Transit, it is necessary to look at how this route may beoptimized and improved for both current and future needs.PROJECT PURPOSE & NEEDThe Knightdale Blvd corridor serves significant east-west traffic purpose in Wake County, with as many as 40,000vehicular trips a day. The route serves commuters between the City of Raleigh and the Towns of Knightdale andWendell and provides access to a plethora of more localized mixed-use needs along the corridor. The extentsof this corridor feature 19 NCDOT managed signalized intersections, two interchanges to interstate routes (I-540and I-87 respectively), and a bridge over a major river. Knightdale Blvd is recommended for improvement in theTown of Knightdale Comprehensive Transportation Plan (2022), Town of Knightdale Safety Action Plan (2024),Town of Wendell Comprehensive Transportation Plan (2016), Capital Area MPO 2055 MetropolitanTransportation Plan (2026), and the CAMPO Blueprint for Safety Plan (2025).PROJECT OBJECTIVEThe objective of this project is to conduct a comprehensive corridor study that identifies and addresses criticalsafety, congestion, and multimodal challenges along Knightdale Boulevard while establishing a clear path towardimprovements to the daily transportation needs of the Towns and region as a whole. The study should focusprimarily on the operation of the corridor and deficiencies in serving the surrounding land-uses with interim andlong-term recommendations based on a vision that is agreed to by the Towns, County, NCDOT, and CAMPO.Page 3 of 28Specifically, this study will evaluate the existing safety and operational concerns at intersections along thecorridor which may include a review of bike/pedestrian and transit access and an audit of signal timings foroptimal service. Additionally, this plan looks to consider the long-term need in upgrading Knightdale Blvd byreviewing current relevant planning documents. These include the CAMPO 2055 MTP, KnightdaleComprehensive Plan and CTP, Wendell Comprehensive Plan and CTP, Knightdale Safety Action Plan, and otherguiding documents to understand future roadway cross sections. This study will also look at relevant documentson the future Bus Rapid Transit service from the City of Raleigh that may influence the future land-use of thecorridor.PROJECT LOCATIONThe project study area will run along the Knightdale Blvd, U.S. 64 Business, area between the Neuse RiverBridge on the western edge of the Town of Knightdale to the intersection of NC 97 in the Town of Wendell. This8 mile section of Knightdale Blvd contains various land-uses, including denser mixed-use Transit OrientedDevelopment (TOD), commercial, residential, and lower-density rural areas. The approach to this project shouldbreak the corridor into several (no less than 4, no more than 6) context sensitive sections that help driverecommendations best suited for that area. The general study area is shown in the below map.DESIRED END-PRODUCTSPage 4 of 28This study should result in an overall multi-modal transportation vision of the Knightdale Blvd corridor with afocus on safety, congestion, mobility and transit. The end products of the study, as developed by the consultant,will include the following:• Existing and projected traffic volumes and identification of deficiencies;• Review of existing traffic signal operations and recommendations for ITS improvements to optimize traveltimes and improve safety;• Functional roadway designs and cross section that can accommodate a future BRT extension;• Recommendation of potential intersection improvements, and associated costs, at safety and/orcongestion hotspot areas;• Land-use review and how revitalization along corridor could occur in support of future transit investments;and• Development of visualizations of recommendations for stakeholders and public consumption.DESIRED SCOPE ELEMENTS1. Coordinate with a Core Technical TeamThis study will be managed by the Capital Area MPO. Regular coordination on technical issues will beconducted with a Core Technical Team (CTT). The CTT will consist of staff from CAMPO, NCDOT ITSGroup, NCDOT Transportation Planning Branch, Wake County, Town of Knightdale, Town of Wendell,and GoRaleigh. It is anticipated that monthly meetings with this CTT will occur throughout the duration ofthe study.2. Conduct a Route Inventory for Knightdale BlvdThis consists of an overview of existing conditions along the corridor to thoroughly understand the contextof the various components involved in this study area. Information to be collected and analyzed by theconsultant shall include:• Demographic information;• Existing and projected future land use patterns;• An inventory of intersections and access points along the corridor both existing and proposed;• An inventory of existing road profile and design;• Traffic, network and capacity data for Knightdale Blvd and roads that intersect or that havesignificant impact on the corridor;• An inventory of current transit operations along the corridor, including fixed route and microtransitservices;• Overview of improvement projects (CTP, 2055 MTP, and TIP) within the study area; and• Inventory of other transportation facilities, modes or plans (i.e. bicycle, pedestrian, greenway, etc.)on or adjacent to Knightdale Blvd.3. Review of Existing PlansThe consultant shall review recent plans and studies that have been conducted relative to this corridor,including:• Town of Knightdale Comprehensive Transportation Plan;• Town of Knightdale Comprehensive Plan;• Town of Knightdale Safety Action Plan;• Town of Wendell Comprehensive Transportation Plan;Page 5 of 28
