BackgroundThe City of Thousand Oaks is located in eastern Ventura County and consists of 56 square miles. The City population is approximately 122,000. The City is a general law city operating under the Council/Manager form of government. The City Council is comprised of five members elected through district-based elections, with one member serving as Mayor on an annual basis.
Olsen Road is a primary arterial roadway located at the northeast limits of the City of Thousand Oaks (Attachment A - Site Vicinity and Location Map). This roadway generally contains two travel lanes in each direction, a center-raised median, Class II bike lanes, with posted speed limit of 50-55 MPH. The majority of Olsen Road is striped with a Class II bike lane on both sides of the roadway except at the State Route 23 (SR-23) undercrossing in the eastbound direction. Furthermore, SR-23 Northbound Off-Ramp operates with free right turn movements. As such, vehicles exiting SR-23 onto eastbound Olsen Road are not required to stop when eastbound through movements have the green traffic signal light, which increases the vulnerability of bicyclists, especially those unfamiliar with the intersection.
The City plans to improve bicyclist safety within approximately 1,500 linear feet of Olsen Road at the SR-23 undercrossing, including the SR-23 Northbound and Southbound Off-Ramp intersections (Attachment B - Concept Plan). The project scope includes installing new eastbound Class II bike lane striping and increasing the visibility of bike conflict areas in both directions. The project also includes modification of the traffic signal at the SR-23 Northbound Off-Ramp to include bike signal phasing for eastbound Olsen Road.
All improvements are within Caltrans right-of-way and shall be designed in accordance with current Caltrans Standard Plans and Specifications.
