The Teams meeting link to the bid opening will be posted tothe City’s Bid webpage: https://www.lynchburgva.gov/Bids.aspx.Mailed or Hand Delivered Bids: FedEx, UPS, and the USPS have access to the building to deliver mail/packages tothe Procurement Office. If vendors choose to hand deliver bids, they can do so at the Citizens First InformationCenter in the lobby on the First Floor of City Hall at 900 Church St. Monday – Friday from 8:30 a.m. to 5:00 p.m.A Procurement Office staff member will be contacted by Citizens First to retrieve the bid and timestamp it atthat time. It is the sole responsibility for the Bidder to ensure their bid is timestamped prior to the deadline forsubmission. Please allow additional time to ensure this is done.Online Bid Submission: To submit a bid online, go to www.lynchburgva.gov/Bids.aspx and click on the link toopen this specific solicitation. Click on the Submit Online button, complete the form, and upload your bid. Pleaseupload your bid as ONE file. As always, late bids will not be considered.Project Description: The City of Lynchburg is seeking contractors to furnish and install two areas of steelpedestrian fencing along the railroad tracks across from the downtown Skatepark and up to area incorporatingthe front of Depot Grille in downtown Lynchburg. Fencing will be constructed and installed according to thespecifications and drawings attached to the bid documents. Contractor will be responsible for directing trafficflow during the install including a partial closure of the parking area if deemed necessary. Railings will befinished according to specifications. Work is taking place within close proximity to active railroad tracks whichwill require coordination with Norfolk Southern Rail along with compliance with Railroad insurancerequirements defined more specifically below. The timeframe for fabrication and installation will be 90 daysfrom award of contract by The City of Lynchburg, $100.00/day penalty if not completed in the timeframeallowed.Norfolk Southern Rail Requirements:Mandatory Barricade/Fence. Tenant will, at its own expense, erect and maintain a barricade/fence along theSoutherly boundary/boundaries of the Premises as shown on the attached Exhibit A - Drawing No. D-2430(“Exhibit A”). The barricade/fence along the Northerly or track side boundary shall be located not less than 10.58feet from the centerline of the track of Landlord shown on the Drawing. The fence is for safety purposes to keepvehicles and pedestrians off of the operating railroad tracks of Landlord. The fence is to be constructed inaccordance with specifications approved by Landlord prior to the erection of the fence. Prior to any constructionor preconstruction activities on the barricade/fence (fence), Tenant (if Tenant self-performs the fenceinstallation), or its contractor shall enter into a separate right of entry agreement with a requirement thatTenant, or its contractor shall pay Landlord a risk financing fee of $1,900, or purchase a commercial RailroadProtective Liability Insurance (RPLI) policy on behalf of the Landlord with a policy limit of $2 million peroccurrence and $6 million in the project aggregate. Tenant shall provide notice of such to Landlord’s RiskManagement Department. No other insurance shall be required of the Tenant if Tenant self-performs the work.Should Tenant hire a contractor for the fence installation, insurance terms for the Contractor will be set forth inthe required right of entry, including the RPLI requirement or risk financing fee.Bid Documents may be viewed and printed directly from the City's website:https://www.lynchburgva.gov/Bids.aspx.PM - 3An optional pre-bid conference will be held at 10:00 AM on April 2, 2026. Any changes, erasures, modifications, deletions in the bid form, or alternateproposals not specified in the Advertisement for Bids may make the bid irregular and subject to rejection.Contractors will indicate a unit price for each item listed below. If the Construction Agreement is for a lump sumprice, unless clearly and specifically indicated otherwise in the Contract Documents, all unit prices only apply tochanges in the Work. The listed bid items are to contain all necessary costs required for completion of the Workin accordance with the Contract Documents.If the Construction Agreement is for unit prices and not for a lump sum price, it is understood that all quantitieslisted on the following pages are estimated quantities, and the Owner reserves the right to raise, lower, oreliminate any quantity or item, and in any case, the unit prices shall be used in determining partial and finalpayment. It is further understood that costs to cover all components of the Work as described in the ContractDocuments are included in this bid, even in cases where specific line items are not identified.We are properly equipped to execute all work of the character and extent required by the Contract Documents,and we will enter into the Construction Agreement for the execution and completion of the Work in accordancewith the Contract Documents; and we further agree that, if awarded the Construction Agreement, we willcommence the Work on the date stated in the "Notice to Proceed" and will maintain a work force large enoughto execute the Work and all obligations no later than the completion date stated in the Contract Documents.PM - 5
