NOTICEREQUEST FOR PROPOSALSThe City of Thornton, CO (“Thornton”) respectfully requests separate sealed Proposals forProfessional Consulting Services for Thornton North Metro Training Center FeasibilityStudy, Project No. 26-761 (hereinafter referred to as “Project”). Proposals will be receiveduntil 4:00 P.M. local time, June 17, 2026, in the Contract Administration Office, 9500 CivicCenter Drive, 2nd Floor City Hall, Thornton, CO 80229-4326.Approved Methods for Submission of Proposals:• Electronic proposals shall be submitted/ uploaded to BidnetDirect.com website inresponse to this solicitation;• Physical proposals may be submitted by mail or courier service; and• Physical Proposals will be received in the Contract Administration Office, 9500 CivicCenter Drive, 2nd Floor City Hall, Thornton, CO 80229-4326.Late Proposals will not be accepted under any circumstances.Project Description Thornton Fire Department (TFD) and North Metro Fire Rescue District(NMFR) are exploring opportunities for long-term collaboration regarding training facilityoperations. This Project includes a comprehensive feasibility study examining the viability,structure, and strategic implications of a joint training facility partnership. Consultant shallassess operational, financial, governance, and facility planning considerations to provideboth agencies with data-driven recommendations for establishing a sustainable, mutuallybeneficial training partnership.The Agreement shall terminate after the Scope of Services is completed, unless soonerterminated by Thornton’s issuance of a Termination Notice. Upon request, rates andcharges may be adjusted annually for subsequent one (1) year terms on the anniversarydate of the Agreement provided; however, that increases in rates and charges may notexceed the inflation rate defined by the current Denver-Aurora-Lakewood CPI as publishedby the Bureau of Labor Statistics.A. To be minimally qualified for consideration for award, proposing firms must havesuccessfully completed three (3) projects that have a similar degree of complexityand cost within the past three (3) years. Proposing firms should demonstrate thefollowing qualifications:•Experience conducting feasibility studies for fire service agencies or otherpublic safety organizations.•Expertise in public sector financial modeling, cost-sharing agreements, andcapital project analysis.•Knowledge of fire service training standards, facility requirements, andindustry best practices.•Proven ability to facilitate stakeholder engagement and build consensusamong multiple agencies.Page 5 of 49S:\SS\C-P\2026\26-761 North Metro Training Center Feasibility Study\Bid Docs\26-761 RFP 5-1-26Rev. 2-2024
