I.
PURPOSE
The purpose of this Invitation for Bid is to obtain competitive bids from qualified Vendors for the
supply, delivery, installation, and support of live fire training props that comply with applicable
NFPA standards and local codes. The County seeks equipment that provides safe, repeatable, and
realistic training scenarios, including but not limited to vehicle fire and LPG tank fire simulations.
The successful Contractor will be expected to furnish all required materials, deliver and install the
props at the designated site, provide initial training on proper use and safety, and offer options for
ongoing maintenance and inspection services.
II. SCOPE OF WORK
1. GENERAL REQUIREMENTS
1.1 The intent of these specifications is to establish the minimum acceptable performance,
durability, safety, and quality requirements for the procurement of one (1) Vehicle Fire
Training Prop and one (1) LP Tank Fire Training Prop for Spotsylvania County Fire,
Rescue & Emergency Management (FREM).
1.2 All equipment furnished shall be new, unused, of current manufacture, and constructed
to withstand heavy-duty fire training use defined as a minimum of 200 live burns per
year with an expected service life of not less than ten (10) years.
1.3 All components routinely exposed to flame or high heat shall be constructed of
minimum ¼-inch ASTM A36 steel plate, unless otherwise specified. Exterior skins
shall be not less than 3/16-inch steel, and interior structural components shall be not
less than ¼-inch high-quality steel.
1.4 Use of thin-gauge sheet metal, automotive body panels, or other non-structural
materials is not acceptable.
1.5 Welds shall conform to AWS D1.1 Structural Welding Standards. The prop shall
maintain structural integrity with no significant warping, deformation, or failure over
repeated heating and cooling cycles.
2. APPLICABLE CODES AND STANDARDS
2.1 All systems, controls, and components shall comply with the latest editions of:
NFPA 54 – National Fuel Gas Code
NFPA 58 – Liquefied Petroleum Gas Code
NFPA 70 – National Electrical Code
NFPA 1402 – Guide to Building Fire Service Training Centers
UL-508A – Industrial Control Panels
ANSI Z21 and ANSI 83 – Gas-fired appliance standards

2.2 Vendor shall provide written certification that all supplied props meet the above
standards.
3. SUBMITTAL REQUIREMENTS
The following submittals shall be included with the bid. Failure to provide any item listed
below shall be grounds for declaring a bid non-responsive.
3.1 Descriptive Literature & System Information
(a) System overview and descriptive technical literature
(b) Wireless control brochure
(c) Detailed description of central/fixed control console
(d) Detailed description of wireless pendant control
3.2 Ignition & Fuel System Documentation
(a) Pilot verification method and ionization proving description
(b) Documentation of two-stage fire methodology (vapor → liquid propane)
(c) Cut sheets for all ignition components
3.3 Smoke Generation Documentation
(a) Smoke generation system literature and specifications
3.4 Service & Support Documentation
(a) Nearest authorized service location.
(b) Description of vendor’s service capability and response times.
3.5 Drawings & Visual Documentation
(a) Detailed drawings of the exact model proposed for each prop.
(b) Photos of the exact model proposed.
(c) Installation drawings including all electrical, gas, and mounting requirements.
3.6 Standards Compliance
(a) Written certification that the props meet the construction and performance
requirements identified herein.
3.7 Past Performance
(a) Evidence demonstrating durability and acceptable performance for a minimum of
three (3) years under comparable burn conditions.
4. IGNITION SYSTEM REQUIREMENTS
4.1 Ignition systems shall use intermittent pilot design as specified in NFPA 1402, with
ionization flame-proving, continuous flame monitoring, and stainless-steel pilot
assemblies.

4.2 All ignition and burner components shall be constructed of stainless steel, including
ignition pilot modules and burner assemblies.
4.3 Ignition pilot modules shall be equipped with a water-cooled stainless-steel heat shield
that encloses the entire module.
4.4 Each main fuel burner shall be furnished with two (2) safety fuel gas shutoff valves,
wired in parallel and piped in series.
4.5 Systems shall fully support liquid and vapor propane fires, including seamless
progression from vapor to liquid fire scenarios.
5. CONTROL SYSTEM REQUIREMENTS
5.1 Fixed Control Console
(a) The primary control method shall be a fixed flame control console capable of
controlling all pilots, main fires, and effects, including sound and smoke.
(b) Console shall include:
i. NEMA 4X enclosure
ii. Commercial flame safeguard system for each fire effect
iii. Hard-wired emergency shutdown switch
iv. Key switch lockout
v. Operator-present “Deadman” switch
vi. Ability to independently control six (6) vapor and/or liquid fire zones
5.2 Wireless Remote Pendants
(a) Each prop shall include a wireless remote pendant capable of:
i. Controlling pilots, main fires, and effects
ii. Emergency shutdown of all fires
iii. Transition between vapor and liquid fire modes
iv. Operating ignition sequences
5.3 Shock Detection Disable
(a) Wireless transmitters shall include a shock-detection disable feature that
automatically halts all fire generation commands if the transmitter is dropped,
thrown, or impacted.
