INTRODUCTIONThe City of Shasta Lake, located in northern California, is a small but growing community ofapproximately 10,262 residents. Spanning about 11 square miles, the City sits in the picturesquefoothills just north of Redding, offering residents scenic beauty, abundant outdoor recreation, anda strong sense of community. Incorporated in July 1993 as the third city in Shasta County, ShastaLake brought together the historic communities of Pine Grove, Summit City, Project City, Toyon, and Central Valley. The City is characterized by its rural charm, natural surroundings, and the close-knit nature of itsresidents—many of whom commute to work in nearby cities while choosing to live in Shasta Lakefor its peaceful environment and proximity to nature. With State Route 151 (Scenic Highway)running through the heart of the city as the “Gateway to Lake Shasta,” the area is rich in historicalsignificance. It draws visitors year-round for its recreational opportunities. Community membershave expressed a growing interest in expanding and enhancing local parks, trails, recreationprograms, and open spaces to meet the evolving needs of residents.Approximately 74% of Shasta Lake’s population qualifies as low-to-moderate income (LMI),underscoring the importance of equitable access to high-quality parks and recreation facilities. The City has received funding from the State of California’s 2024 Community Development BlockGrant (CDBG) Planning and Technical Assistance Program to develop a comprehensive Parksand Recreation Master Plan. The last Parks and Recreation Master Plan was completed in 2005. Since then, the City hasadded new amenities (e.g., Shasta Lake Dog Park and Drop-In Skatepark) and identified the CivicCenter Campus as a future community recreation hub.
