SummaryThe City of Lakeland (Owner) is seeking the services of a qualified and experienced State of Florida-registered Contractor to furnish all necessary labor, equipment, and materials to retrofit an existing dry retention with an underdrain system installed in association with a prior City project (relief of downtown flooding). The retrofit will consist of removing the underdrains and installing BAM under the pond bottom in a downflow configuration. Other activities will include drainage structure modifications, removal of concrete ditch pavement, sodding, underdrain and impermeable liner installation, specialty valve installation, and associated ancillary activities. All work shall conform to the applicable technical specifications of Florida Department of Transportation (FDOT) Standard Specification for Road and Bridge Construction, January 2025, and in accordance with the Contract Plans, Technical Specifications, Special Provisions, and addenda hereto, except as modified and supplemented herein.
BackgroundThe East Bay Pond discharges partly into a complex Municipal Separate Storm Sewer System (MS4) system. The soil in the area allows for infiltration to some extent due to their granular nature but water table mounding can occur due to the presence of a seasonal water table under the pond bottom. The project will improve both Lake Mirror and Lake Parker which are impaired surface water bodies with approved 4e Nutrient Reduction Plans. Stormwater will flow through a manufactured blend of biosorption activated media (BAM) that is estimated to reduce nutrient concentrations by 45%, which is significantly more efficient than an underdrain system. The existing system allows for dissolved nutrient loads to both be discharged through the extensive underdrain system and be discharged to the MS4 (and eventually to Lake Parker) or the groundwater reaches Lake Mirror, a downtown lake with extremely limited opportunities for stormwater retrofit activities. The BAM system will significantly reduce such nutrient discharges to those receiving waters.
