NOTICE OF SOLICIATION OF BIDSThe CITY OF OAKLAND, acting by and through its BOARD OF PORT COMMISSIONERS, willreceive Bids per the provisions of Document 00200, Instructions to Bidders, Bid Submission, until12:00 noon on Tuesday, March 31, 2026, for the following Project:TAXIWAY W PAVEMENT REHABILITATION (PHASE 3)SOUTH FIELDOAKLAND SAN FRANCISCO BAY AIRPORTAIP 3-06-0170-(FUTURE)Refer to Document 00200 for required documents and items to be included in the Bid.The work of this 325 calendar day project consists, in general, of furnishing all labor, materials,appliances, tools, equipment, transportation, services and supervision required to complete thepavement improvements, including, but not limited to: installing temporary barricades, installingtemporary jet blast deflectors, temporary removal of taxiway light fixtures, removing existing asphaltconcrete, installing new asphalt pavement, installing new striping markings, installing new lights,installing electrical duct banks, installing electrical light can extensions and reinstalling taxiway lightfixtures, and performing all associated work, all in accordance with the Contract Documents.The total Engineer’s estimate for this project is $48,500,000.License, DIR Requirements, and CARB Certification:A California Class A contractor's license is required prior to award of this Contract. Joint venturesmust secure a joint venture license prior to award of this Contract.No contractor or subcontractor may be listed on a bid proposal or awarded any contract for theproject unless registered with the Department of Industrial Relations (DIR) pursuant to LaborCode section 1725.5, with limited exceptions from this requirement for bid purposes only underLabor Code section 1771.1(a). This project is subject to compliance monitoring and enforcementby the Department of Industrial Relations.Effective January 1, 2024, amendments to California Air Resources Board (CARB) In-Use Off-Road Diesel-Fueled Fleets Regulation require the Port to obtain valid Certificates of ReportedCompliance (CRC) from all contractors and listed subcontractors before awarding the Project.Bidders must submit the required CRCs as provided in Document 00200, Instructions to Bidders.Bonding Requirements:A Performance Bond and a Payment Bond are required for this contract.Wage Rates:The Contractor and all subcontractors shall pay their employees in the performance of labor underthis Contract salaries or wages at least equal to the general prevailing wage rates, as determinedby the Secretary of Labor, United States Department of Labor, or by the Director of theDepartment of Industrial Relations of the State of California, whichever is higher, for the particularcrafts, classifications or types of workers employed on the project, which are in effect at the timeof advertising for bids, subject to compliance with the Port of Oakland Maritime and AviationProject Labor Agreement (MAPLA).Federal Requirements:This project is partially funded by the Federal Aviation Administration (FAA) through theDepartment of Transportation (DOT) and must comply with applicable federal fundingrequirements, including Disadvantaged Business Enterprise (DBE) Program regulations (see 49Code of Federal Regulations, Part 26). DBEs as defined in 49 CFR Part 26, Section 26.5 -Definitions, shall have the maximum opportunity to participate in the performance of contractsfinanced in whole or in part with Federal funds. Consequently, the DBE requirements of 49 CFRPart 26 apply to this agreement.Questions regarding the DBE program may be directed to engsolicitation@portoakland.com.The Port of Oakland’s Non-Discrimination and Small/Local Business Utilization Policy, includingpreference points allocation for local business, does not apply to this project.The proposed contract is under and subject to the “Build America, Buy America” (BABA)requirements contained in the contract documents in Document 00803, Contract Provisions forFederally Funded Construction Projects.Port Policies and Requirements:This project will be covered by the Port’s Owner Controlled Insurance Program (OCIP). The OCIPwill provide the General Liability, Worker’s Compensation, Employer’s Liability, and Contractor’sPollution Legal Liability insurance. The OCIP Administrator for the project will be Alliant InsuranceServices (“Alliant”). The Contractor will be required to provide Builder’s Risk Insurance,Automotive Liability Insurance for Contractor’s vehicles and equipment, and other coverages asmore specifically described in Article 4, Bonds and Insurance, of Document 00700, GeneralConditions.The successful Bidder, whether union or non-union, must comply with the provisions of Document00823, Port of Oakland Maritime and Aviation Project Labor Agreement (MAPLA) andAmendments, and must execute Document 00630R1, Letter of Assent [2016] V.1., Non-unionBidders and Bidder’s subcontractors are not required to sign union agreements nor are theiremployees required to become union members to perform work on this project.The Port will permit the successful Bidder to substitute securities for retention monies withheld toensure performance of the contract, as set forth in Document 00680, Escrow Agreement for SecurityDeposits in Lieu of Retention, in accordance with Section 22300 of the California Public ContractCode.The work of this project is subject to the City of Oakland’s Construction and Demolition Debris WasteReduction and Recycling Program requirements.The Port will conduct a pre-bid meeting at the following time and place:Time: 10:00 AMDate: Thursday, March 5, 2026Place: Shephard-Glenn Building, Conference Rooms A & B(intersection of Alan Shepard Way and John Glenn Drive,adjacent to Terminal 1)Oakland San Francisco Bay Airport (OAK)The Port strongly recommends that potential Bidders attend the pre-bid meeting. The meeting willaddress insurance requirements, bonds, Maritime and Aviation Project Labor Agreement, and anyother special working conditions for this contract.The Port will conduct a site tour for this project on Thursday, March 5, 2026, following the pre-bidmeeting. Bidders who wish to participate in the site tour must register with Mei Lee atmlee@portoakland.com no later than 12:00 noon on March 2, 2026, to confirm.The project site is in a restricted area. The Port will conduct a Site inspection tour at 11:00 AM onThursday, March 5, 2026, immediately following the pre-bid conference. Bidders should meet forthe Site inspection tour in front of the entrance to Shepard-Glenn Engineering Office at OaklandAirport. Bidders should contact Mei Lee at (510) 563-3217 or mlee@portoakland.com, no later than12:00 PM on March 2, 2026 to confirm arrangements and register for the inspection tour byproviding the tour participant’s full name, date of birth, color copy / photo of driver license, telephonenumber and company name. If “Federal Limits Apply” is shown on the driver’s license, a secondaryform of ID from the following list must also be provided to Aviation Security:•Passport•Social Security Card (black out all but last 4 digits)•Permanent Resident•DHS Work Authorization•Birth Certificate•TWICA Government issued photo ID will be required for entry into the project site. Bidders will be takenin Port buses to the Site. Bidders who fail to contact Mei Lee as required above may not be eligibleto participate in the tour.The Port will not take questions during the site tour; any questions should be emailed toengsolicitation@portoakland.com following the tour. The Port will provide its responses to any suchquestions via the Log of Responses to Bidder Questions.Bidders may obtain the Bidding Documents (Plans and Project Manual) for this project online at thePort of Oakland website at http://www.portofoakland.com/Bids on or after Tuesday, February 17,2026. Any Addenda modifying the Plans and Project Manual will be posted at the same location.Pursuant to Chapter 5.12 of the Port’s Administrative Code, the Port of Oakland StandardContract Provisions (February 2015 edition) are incorporated by reference into Project Manualsissued by the Port for public works construction projects. The Contract Documents consist of theapproved Project Manual, any addenda and the approved terms of the Standard ContractProvisions, as specified in more detail in Documents 00520, Agreement, and 00800,Supplementary Conditions – Modifications to Standard Contract Provisions.
