Strategic Plan for the Utilization of Opioid Settlement Funds
The City of Salem is seeking sealed proposals from qualified Offerors to facilitate a strategic planning process for the City that will result in an actionable plan to develop and implement a scope of services to prevent, treat and maintain long-term recovery of substance abuse and addiction, in accordance with Request for Proposal (RFP) # 2025-016.
Proposals must be received by hand delivery, mail or electronic submission through eVA at www.eva.virginia.gov no later than 3:00 PM ET on June 12, 2025.
Offerors who choose to submit paper proposals, shall submit one (1) original and one (1) electronic copy on a flash drive (Microsoft Word or PDF) in a sealed envelope clearly marked on the outside with the company’s name and “Attn: Purchasing Dept. – RFP #2025-016 – Strategic Plan for the Utilization of Opioid Settlement Funds”.

Offerors who choose to submit their proposals electronically must ensure that they are a registered vendor in eVA. Please ensure you have allotted ample time to submit your proposal document(s). The Offeror has the sole responsibility to have the proposal submitted on or before the date and time set for closing.
Any proposals received after the mentioned time and date shall be marked “late” and retained unopened in the procurement file.

Faxed or emailed proposals will not be accepted.
The City of Salem reserves the right to reject any or all proposals and to waive any or all informalities or irregularities in any proposal. The City reserves the right to award as it deems in the best interest of the City of Salem.
No proposal may be withdrawn after opening except for clerical errors, as set forth in Section 2.2-4330 of the Virginia Code. Offeror must give the City a notice in writing of the request to withdraw a proposal within two (2) business days after conclusion of opening.
