Boulder County is seeking information from vendors about their capacity to remove and store carbon by utilizing liability woody biomass generated from forest restoration projects across jurisdictions within the Boulder County boundary. Liability biomass is defined as excess woody biomass that is currently removed through forest restoration and wildfire mitigation projects. This RFI is focused on existing liability biomass and is not seeking to increase biomass removal rates.
In 2025 Boulder County completed a Biomass Utilization Strategy that provides accurate estimates of biomass removal rates from forest restoration projects across jurisdictions within Boulder County. This analysis includes a recommendation to pursue scaled supply agreements and demonstrates there is adequate supply to support biomass utilization markets. The biomass available for utilization summarized within this report is sourced primarily from forest restoration projects, beetle kill and downed wood, and urban canopy management.
Boulder County is seeking utilization pathways with measurable carbon removal that can be verified by a third-party entity. Any utilization methods that meet this criteria are of interest for this RFI and vendors are encouraged to reference the Biomass Utilization Strategy developed by Boulder County when proposing utilization pathways.
This solicitation will be used to identify the capacity of vendors to remove carbon through utilization of liability biomass and gather information about the logistics, constraints of the proposed approaches. This information may be shared with other key stakeholders who participated in the Biomass Utilization Strategy, with the anticipated goal of a future supply agreement that may include multiple jurisdictions and sources of biomass. The information received through this RFI will help inform the approach for this potential supply agreement.
The purpose of this RFI is to gather industry input for a potential future RFP; no vendor selection or award will be made based on this RFI.
