Bidders must be pre-registered for the bidopening no later than 3:00 p.m. on May 13, 2026, via email to Frankie.pope@quinault.org. Biddersmay attend the bid opening by a virtual meeting, and the link will be shared with all bidders shortly after thebid submission deadline.Submission Method:Bidders must submit their sealed, fixed-price bids along with their qualifications to the address above. Firmsare solely responsible for all costs incurred in the preparation and submittal of the RFP. Submittal becomesthe property of the QIN and will not be returned. Please note that QIN does not share bid responses ortallies. Respondents shall submit (1) hard copy of their sealed bid response to the address below via certifiedmail or hand-delivery, either before, or by 3:00 PM local time, May 14, 2026.I.DESCRIPTION AND INTRODUCTIONThe Quinault Indian Nation (QIN) is located on the Olympic peninsula in Washington State. The reservationconsists of over 200,000 acres. The Quinault Indian Nation is in the process of relocating its lower villagewithin Taholah to the Taholah Upper Neighborhood as part of the Community Driven Relocation Project, inresponse to increased climate change conditions such as tsunamis that jeopardize the health and safety of thelower village residents. The Nation has purchased four (4) manufactured homes that will be located in thenew Taholah Upper Village. Prior to placing the new homes on the home sites, the lots will require siteclearing, utilities installation, concrete pads and sidewalks, and concrete footings/driveways for the four (4)new home sites, which consist of the following:1. Lot 16 – Champion Home - 3 bedrooms, 2 baths, 56’ x 26’-8”, 1493 total square feet2. Lot 21 – Champion Home - 4 bedrooms, 2 baths, 52’ x 30’4”, 1,577 total square feet3. Lot 44 – Palm Harbor Home – 3 bedrooms, 2 baths, 44’ x 27’, 1,188 total square feet4. Lot 49 – Champion Home - 3 bedrooms, 2baths, 40’ x 26’8”, 1,067 total square feetThe successful contractor will provide the following services as part of the bid for the four home sites.• Contractor shall visit the site to become familiar with the project.• Contractor shall meet with QIN representative on each site for a walk through• Contractor shall field verify all measurements• Clear each lot of debris and excavate for concrete footings 4 total• Install culvert and concrete entry to each lot (4 total)• Install concrete footings• Back fill footings and slope the gravel fill away from concrete foundation• Install trailer tie downsPage 2 of 11• Install trailer cinderblock skirting• Install utilities water & sewer• Install electrical, including pole, PUD trenching, meter and electrical service• Build 2 wood decks with stairs and handrail for one of the houses and 3 wood decks with stairs andhandrail for two of the houses. The fourth house will have ADA ramp required for each entry way,and two exterior decks with stairs• Install concrete driveway slabs for each home, estimated 24’ x 30’• Install 12” PVC-C900 Culvert pipe estimated 26’• Install 3.5” of pavement over culvert pipe• Install gutters and downspouts to each home• Haul away work-related debris• Install outdoor transfer-switch for use of generators during power outage• Submit a self-certification letter to QIN for driveway plans, and estimates of all work• Provide accurate timeline for work completion1.1 Reference Documents2. BIDDER RESPONSIBILITY AND GENERAL INFORMATION2.1 Mandatory Bidder Responsibility Criteria: it is the intent of the Owner to award a contract to thelow, responsible bidder. Previous working experience with the Nation and the bidder’s licensing historymay be considered. Before award the bidder must meet the following bidder responsibility criteria to beconsidered a responsible bidder. The bidder shall be required by the Owner to submit documentationdemonstrating compliance with the criteria. The Bidder must:Page 3 of 111. Have a current certificate of registration as a contractor in compliance with chapter 18.27 RCWwhich must have been in effect at the time of bid submittal. Contractors must be in “active” status.2. Have or obtain a valid business license issued by Quinault Indian Nation prior to issuance of Noticeto Proceed.3. Maintain insurance policy/policies meeting minimum requirements listed in this document.4. Not be disqualified, disbarred, or suspended from bidding on any public works contract. The Biddershall not be listed as a current debarred or suspended bidder on the U.S. General ServicesAdministration’s “System for Award Management” website: http://www.sam.gov.2.2 Supplemental Bidder Responsibility Criteria: In addition to mandatory bidder responsibilitycriteria referenced above, the Bidder must also meet the following relevant supplemental bidderresponsibility criteria applicable to the project and, as evidence that the bidder meets the supplementalbidder responsibility criteria, the apparent and second low bidders must submit the requireddocumentation to the Owner within 48 hours of the bid submittal deadline. The Owner reserves the rightto request such documentation from such bidders:1. Business status: Bidder shall not be “inactive,” “suspended,” or “not in good standing” withWashington State Secretary of State’s Office, the Department of Revenue or Department of Labor &Industries.2. Bidder shall provide documented information from Washington State Secretary of State’s Office,Department of Revenue or the Department of Labor and Industries providing the date ofincorporation or formation, the state of incorporation, that the Bidder is active and in good standingin the State of Washington, State of Washington tax reporting number, and the name and address ofthe registered agent, general partner or managing member.3. Bidder shall take steps to ensure that their subcontractors are also in good standing with the above-described entities.2.3 Insurance RequirementsContractor is required to provide proof of current Worker’s Compensation insurance with WashingtonState statutory limits end Employer’s liability insurance. Minimum coverage $1,000,000 per occurrence.Contractor will provide proof of Commercial General Liability Insurance stating adequate coverage forproject. Carrier shall be rated A.M. Best’s Insurance rating of at least A or better. Minimum coverage:General Liability $1,000,000 per occurrence / $2,000,000 aggregate; Excess Liability $5,000,000 peroccurrence / $5,000,000 aggregate. Policies need to list site location, project name, city and state, andshall name the following parties as Additionally Insured and named Certificate Holders: Quinault IndianNation, its elected officials, officers, employees. Materials Testing and Consulting shall also be namedas an additionally Insured. Contractor shall carry Automotive Liability Insurance. Minimum coverage$1,000,000 combined single limit for hired and non-owned vehicles with Personal Protection Insuranceand Property Protection Insurance.2.4 Safety and Security• The Bidder shall comply with all safety standards associated with the trade and in regards to OSHA.• The Bidder shall enforce the applicable safety and health rules and measures on all his/hersubcontractors and all other persons directly or indirectly employed by him/her on the Site.• The Bidder shall provide the necessary first aid facilities at the construction site in accordance withOSHA instructions and guidelines.Page 4 of 11• At a minimum. all workers performing on-site construction work shall wear high visibility safetyvests, hard hats and appropriate footwear, and shall wear safety goggles and gloves as appropriatefor the work task they are undertaking.• The Contractor shall furnish a copy of its safety plan prior to mobilization to site.2.5 Culturally Sensitive SitesIf any objects of cultural or historical significance are discovered during construction the Contractorshall notify the Owner’s CM immediately.2.6 Governing LawThe laws of QIN shall govern this RFB and associated processes and procedures. This RFB does notconstitute or include a waiver of QIN’s sovereign immunity.2.7 Prevailing WageContractor agrees to comply with all applicable laws, regulations, and policies of the United States andthe State of Washington or other jurisdiction which affect wages and job safety. The Sponsor agreeswhen state prevailing wage laws (RCW 39.12) are applicable, to comply with such laws, to pay theprevailing rate of wage to all workers, laborers, or mechanics employed in the performance of any partof this contract, and to file a statement of intent to pay prevailing wage with the Washington StateDepartment of Labor and Industries as required by RCW 39.12.40. The Sponsor also agrees to complywith the provisions of the rules and regulations of the Washington State Department of Labor andIndustries.2.8 Nation’s Tribal Employment (TERO)The Quinault Nation’s Tribal Employment Right Ordinance (TERO) provides the Nation’s IndianPreference policy that applies to this contract. Other TERO requirements include submission of aCompliance Plan and payment of a fee prior to commencing work on the Quinault Indian Reservation.Every Contractor with a Contract Sum of $10,000 or more, or more than one contract in a 12-monthperiod and the aggregate sum of those contracts is $10,000 or more, shall pay a one-time fee of 1.75% ofthe total Contract Sum. Such fees shall be paid by the Contractor. Contact Evelyne Kalama, (360) 276-8211, ext. 4805, or email EKalama@quinault.org.2.10 RetainageThe Owner shall hold back a retainage in the amount of five percent (5%) of any and all payments madeto the Contractor for a period of sixty (60) days after the date of final acceptance, or until receipt of allnecessary releases from the State Department of Revenue and the State Department of Labor andIndustries, and until settlement of any liens filed under chapter 60.28 RCW, whichever is later.2.11 Bid DepositBidders shall submit a bid deposit equal to 5 percent (5%) of the bid amount.
