City of El Dorado Water Treatment Plant
1. Project Overview
The City of El Dorado invites qualified contractors to submit bids for the
replacement of all filter control valves and the replacement of associated
electronic actuators at the El Dorado Water Treatment Plant. The plant consists
of five (5) filters. The scope includes valves and actuators for Surface Wash,
Influent, Filter to Waste, Waste/Drain, Backwash, and Effluent systems across all
filters, with specific exceptions noted below.
This project aims to enhance operational durability, reliability and efficiency. All
work must comply with applicable local, state, and federal regulations, including
those for water treatment facilities. The selected contractor will be responsible for
supplying materials, labor, and equipment necessary to complete the work.
Project Start Date: March 6, 2026.
Expected Completion: Bidders must propose a realistic timeline in their
submission, considering minimal disruption to plant operations. Work may need
to be scheduled during off-peak hours or in phases to maintain plant functionality.
2. Scope of Work
The contractor shall:
Replace all specified filter control valves
Replace all associated electronic actuators, except where noted.
Ensure all new or rebuilt components are compatible with existing systems,
including integration with plant controls.
Perform testing, calibration, and commissioning of all installed components.
Provide warranties: Minimum 1-year warranty on parts and labor; extended
warranties on preferred.
Coordinate with plant staff for access and shutdowns.
Exceptions:
No actuators are required for any Effluent valves, as existing actuators are new.
The Waste/Drain valve actuator on Filter 1 is new (Limitorque L120 model) and
does not require replacement.
3. Detailed Specifications
Valve and Actuator Requirements
General Requirements:
Valves: Must be suitable for water treatment applications (e.g., corrosion-
resistant materials such as stainless steel or ductile iron with appropriate
linings). Butterfly valves shall be Valmatic Series 2000 per AWWA C504,
or pre-approved equal. Valves shall be fully warrantied with actuator, and
shall be epoxy interior and exterior. Valve seats shall be field replaceable
with Tri-Loc seat design, or equal.
Actuators: Electronic type, compatible with existing control systems (e.g.,
4-20 mA signal, Modbus, or similar). Must include position feedback,
torque limiting, and fail-safe features.
Sizing: As specified below; all dimensions are nominal pipe sizes.
Quantities: Based on five (5) filters.

Total Actuators: 24 (5 per filter minus Effluent actuator × 5 filters, minus 1 Waste/Drain
on Filter 1).
Technical Standards
All components must meet or exceed AWWA (American Water Works
Association) standards for valves and actuators in potable water systems.
Actuators: Preference for models similar to existing (Limitorque base bid and
equivalents may be considered). See Section 6.
Installation: Include seals, gaskets, and hardware. Ensure leak-proof and
pressure-tested to plant operating pressures (bidder to confirm specifics during
site visit).
Electrical: Actuators must operate on standard plant voltage (e.g., 480V/3ph;
confirm during site visit). Include wiring and integration with SCADA system if
applicable.
4. Bid Submission Requirements
Bid Format: Sealed bids must include:
Itemized pricing for valves, actuators, labor, materials, testing, and any
contingencies.
Total lump-sum bid price.
Proposed schedule, including milestones.
List of subcontractors (if any).
Proof of insurance, bonding, and relevant certifications (e.g., experience in
water treatment projects).
References from at least three similar projects.
Site Visit: Mandatory pre-bid site visit to be scheduled by the City. Contact Derek
Kling at 316-322-4441 to arrange (details to be provided separately).
Questions: Submit in writing before deadline; responses will be issued to all
bidders.
Bid Deadline: March 6st 2026 5:00 PM.
5. Contract Terms
Changes: Any change orders must be approved in writing.
Safety: Contractor responsible for OSHA compliance and site safety.
Disputes: Resolved per City procurement policies.
The City reserves the right to reject any or all bids.
6. SPECIFICATION FOR THREE-PHASE ELECTRIC ACTUATORS
6.1 GENERAL
The electric actuators for the motor operated valves shall be of Non-Intrusive design
with the capability for remote two-wire digital control interface. No substitution, or
exception to the following specification will be accepted.
The actuator shall be able to energize on three-phase / 60-Hertz (208, 230, 360, 440,
460, 575 V). Alternatively, the actuator shall be capable of low voltage 24-48 VDC
incoming power.
The actuators shall be self-contained unit consisting of electric motor, minimum 15-bit,
optical Absolute Position Encoder, electronic torque sensor, integral reversing starter,
electronic control, protection, and monitoring package, manual override hand wheel,
valve interface bushing, 32-character LCD display, and local control switches all
contained in a sealed watertight enclosure suitable for NEMA 4, 4X, 6, IP68 and
explosion proof as required.
The Actuators shall consist of a fully cast aluminum housing. Plastic or engineered
resin shall not be utilized for any covers or housing components.
All calibration and start-up shall be possible without removing any covers and without
the use of any special tools. Answering simple YESor NOquestions displayed on
the 32-character LCD display shall perform all calibration. All local displays shall be
expressed in multilingual text, no symbols on the LCD will be allowed or accepted.
The actuator shall include a device to ensure that the motor runs with the correct
rotation for the required direction of valve travel with either phase sequence of the
three-phase power supply connected to the actuator.
6.2 ACTUATOR SIZING
The actuator shall be sized to guarantee valve closure and opening at the specified
differential pressure and valve opening. The safety margin of motor power available for
seating and unseating the valve shall be sufficient to ensure torque switch trip at
maximum valve torque with the supply voltage 10% below nominal. The operating
speed shall be such as to give valve closing and opening at approximately 10-12 inches
per minute unless otherwise specifically stated in the valve specification and/or valve
data sheets.
6.3 AMBIENT TEMPERATURE
The actuator shall be capable of functioning in an ambient temperature ranging from
minus 22°F (-30°C) to + 158°F (+70°C). Actual operating environment for specific valve
application is as shown in the associated valve specification and/or data sheets.
6.4 MOTOR
MX motors shall be 3-phase, 60-cycle, 460 volt with class F insulation, and a thermistor
embedded within the motor windings to prevent damage due to overload. The motor
shall be easily removed through the use of a plug-in connector and shaft coupling.
Motor shall have the capability of removal without the need of draining oil from the
actuator gearbox.
