The ProjectManager shall be the single point of contact who will provide information, attend meetings to discussthe project, and report project issues to the City’s representative(s).COMPLETION DATEDesign services are expected to be completed within 120 days after signing an agreement.PROJECT BACKGROUNDThe City of Wheaton is a wholesale customer of the DuPage Water Commission (DWC). The City owns andmaintains a distribution system which consists of 215 miles of watermain ranging in size from 4-inch to 16-inchdiameter supplied through three (3) Pressure Adjusting Stations. The system distributes approximately 4.5million gallons per day of treated Lake Michigan water to just over 16,500 service accounts.Each Pressure Adjusting Station utilizes a control valve to maintain a constant upstream pressure, closing as acheck valve on pressure reversal. The existing control valves are 14”, Model 428CP, by Bailey Valve Inc.The Pressure Adjusting Stations which contain the control valves were constructed in 1990 and are located at:• 615 Countryside Dr.• 210 Reber St.• 1586 S. President St.SCOPE OF SERVICESThe City of Wheaton requires professional services for replacement of control valves at three (3) Pressure-Adjusting Stations throughout the City, and to provide bidding assistance and construction administrationservices.Page 1 of 6Scope of ServicesEXHIBIT AREQUEST FOR PROPOSAL #25-209PROFESSIONAL ENGINEERING SERVICES FOR CONTROL VALVE REPLACEMENTIt is anticipated the project will include the following:• Phase 1: Design Services• Phase 2: Construction Bid Assistance• Phase 3: Construction Administration Services• Phase 4: Project Close-Out ServicesIf the Engineer believes that the project can be enhanced in any way by the addition of other tasks or thedeletion of any specified tasks, such information shall be included in the proposal.PHASE 1: Design ServicesConduct all design activities related to the replacement of the control valves and assist in the development ofselect solicitation documents.A. Provide the necessary personnel, materials, equipment, and transportation required to perform acomprehensive audit of the existing control valves and associated piping and electrical connections inaccordance with accepted professional engineering practices.B. Make recommendations based on findings during the comprehensive audit.C. Develop specifications and final design drawings including, but not limited to:a. Plan and profile viewsb. Cross sectionsc. Typical detailsd. Special provisionsD. Prepare a Project Cost Estimate based on the proposed design.PHASE 2: Construction Bid AssistanceThe City will administer the bid and award processes. Presence by the Engineer is not required at the publicreading of the names of the respondents. The Engineer shall:A. Attend a pre-bid meeting/site visit and respond to technical questions from Contractors.B. Assist the Procurement Officer in answering requests for information during the bidding phase. TheCity will issue all Addenda.C. Review submittals to determine technical responsiveness and provide a recommendation for award.Contact with any proposers or City personnel during this phase must be cleared through the ProcurementOfficer.PHASE 3: Construction Administration ServicesProvide necessary construction administration activities:Page 2 of 6Scope of ServicesEXHIBIT AREQUEST FOR PROPOSAL #25-209PROFESSIONAL ENGINEERING SERVICES FOR CONTROL VALVE REPLACEMENTA. Attend and conduct a pre-construction meeting. Prepare agenda and issue meeting minutes.B. Review and approve submittals from Contractor, including but not limited to work schedule andtechnical submittals.C. Review and respond to all requests for information, review proposed field changes and preparerecommendations for change orders.D. Attend periodic construction progress meetings as needed during construction to discuss ongoingproject status. Prepare agendas and minutes for each meeting.E. Review and approve the Contractor’s requests for payments and advise the City Representative(s) ofamounts due and payable to the Contractor in accordance with the terms of the agreement.F. Provide construction inspection services when notified by the Contractor that the project is substantiallycomplete. Prepare punch list during substantial completion.G. Prepare final acceptance.PHASE 4: Project Close-Out ServicesA. Coordinate a one-year anniversary inspection site visit with the City’s Project Manager and reportfindings to the City.B. Certify project completion in accordance with design plans and specifications at final project closeout.COMPENSATIONFees for engineering services shall be based on a not to exceed basis using an hourly rate of direct staff time.Direct costs shall be charged at the actual rate incurred with no markup. A summary of anticipated hours andfees shall be included in the proposal.SUBMITTAL REQUIREMENTSThe City of Wheaton asks that your response include the following information, in tabbed sections, forevaluation. Statement of Qualifications and AvailabilityProvide a statement of experience including a narrative describing the firm’s specific expertise and uniquequalifications as they pertain to this project. Describe your firm’s current workload and capacity to devotesufficient resources and staff to this project. Provide client references for at least three (3) projectscompleted in the last five (5) years for which your firm has provided similar services, particularly any workperformed for government agencies. Project Team and ExperienceSubmit a staffing plan, which clearly illustrates the key elements of the organizational structure of the entiredesign team. Provide resumes of key staff who will be directly involved in the project. Identify a projectmanager who will act as liaison between City staff and the consultant staff to ensure performance guidelinesare met. List any sub-consultant services which you may anticipate using.3. Technical ApproachDescribe in detail the approach proposed to complete the project in the required timeframe. This shouldinclude specific details on technical approach and management, methodology, schedule, deliverables,quality assurance and control, and how your firm will attain successful completion of the project. Identifypotential issues that may be encountered and proposed resolutions. Provide a timeline for completion, acommunication plan, and procedures for scope changes, schedule, cost, and quality control.4. CompensationComplete the enclosed Fee Proposal by providing a lump sum not-to-exceed cost for completing the project.Include a summary of anticipated hours and proposed fee for each phase.5.
