The purpose of this IFB is to solicit bids from responsive and responsible bidders to furnish all labor, materials, equipment, and incidentals necessary for the excavation, earthwork, and cast-in-place concrete foundations for a new approximately 12,000 sf aircraft hangar building.

Introduction:The Metropolitan Airport Authority of Rock Island County, Illinois (MAA), owner andoperator of the Quad Cities International Airport (QC Airport) invites and will acceptsealed bids for the service outlined in Part 3, Scope of Work. The MAA intends to usethe results of this process to award a contract(s) or issuance of purchase order. Thecontractor selected will provide cast-in-place foundations for the proposed aircrafthangar building.2. Errors and Discrepancies:Should bidder find an error, discrepancy, ambiguity or omission in the project documentsprior to submitting a bid, the bidder is obligated to contact the MAA with written notice ofthe error, discrepancy, ambiguity, or omission. The written notice shall identify thenature and location of the error, discrepancy, ambiguity, or omission.3. Clarification/Questions:Any questions concerning this Bid must be submitted in writing by mail, or email at leastTHREE WORKING DAYS prior to the bid deadline. Submittals received after that timeWILL NOT be considered. All inquiries must be directed to the person indicated on thecover page.4. Procedures and Rights of the Authority:The MAA shall not be liable and Respondent shall not be reimbursed, for any costs orexpenses incurred in the preparation and submission of the bids. The IFB constitutes aninvitation to submit a bid to the MAA. The MAA may, in its sole discretion, exercise thefollowing rights and options with respect to the IFB process:i. To waive any irregularities in submittals received after notification to biddersaffected.ii. To request additional information.iii. To modify dates at its discretion.iv. To select and enter into an agreement with the Respondent whose bid bestsatisfies the interest of the MAA and not necessarily on the basis of anysingle factor.v. To accept, reject, or negotiate modifications to any submittal as the MAA, inits sole discretion, deems it to be in its best interest.vi. To conduct investigations with respect to the bids of each submitting party.vii. To exercise its discretion and apply its judgement with respect to anyaspect of this IFB, the evaluation of submittals, and the negotiation andaward of any contract.The submission of a bid in response to this process constitutes an invitation to negotiatewith the MAA and is not a bid. The submission of a bid in response to this process doesnot impose any legal obligation upon either the MAA or Respondent, nor does it createany contractual or quasi-contraction relationship between them.All bids shall become the property of the MAA. Only those Respondent’s responding tothis solicitation and having tendered their response which meet the requirements hereinspecified will be considered for the service contemplated regardless of prior contract withthe MAA, or other agencies, departments or personnel.5. Addendums:In the event that it becomes necessary to provide additional clarifying data orinformation, or to revise any part of this IFB, revisions/amendments and/or supplementswill be posted on the MAA website at www.qcairport.com. Bidders are reminded toregularly monitor the website for any such postings. Bidders must acknowledge thereceipt/review of any addendum(s) on the bottom of the Signature Affidavit.The MAA has the sole authority for modifications of the specifications and/or bid.6. Bid Protest Procedure:Any potential bidder wishing to file a protest concerning alleged improprieties in thissolicitation must submit the protest in written format forty-eight (48) hours prior to thespecified time of the bid opening. The formal written protest must identify the name ofvendor contesting the solicitation, the project name, and the specific grounds for theprotest. All determinations made by the MAA are final.All correspondence should be sent to the contact listed on the cover sheet of this IFB.Failure to timely submit a protest shall constitute a waiver of all protest rights. Thedetermination of the MAA shall be final.7. Acceptance:Bid shall remain fixed and valid for acceptance during the appropriate annual periodthrough March 31, 2026 starting on the due date of the bid. The MAA also retains theright to accept or reject any or all bids and negotiate contract terms.8. Withdrawal of Bids:Bidders may withdraw a bid in writing, at any time up to the bid due date and time. Thewritten request must be signed by an authorized representative of the bidder andsubmitted to the MAA. If a previously submitted bid is withdrawn before the bid due dateand time, the bidder may submit another bid, at any time up to the bid due date andtime, the bidder may submit another bid, at any time up to the bid due date andtime.9. Preliminary EvaluationBids must be submitted on the attached bid forms. The bid will be reviewed initially todetermine responsiveness.10. Proven Experience/Qualifications:Bidders shall provide information with their bid that will certify that they are experiencedwith or meet the requirement of this specification to be eligible for a contract award.(Complete Statement of Qualifications Form)11. Award:Written Notice of Award to a vendor will be mailed or delivered to the address shown onthe bid and will be considered sufficient notice of acceptance of bid.The MAA will award the bid to the lowest responsive and responsible bidder. Indetermining if a bidder is responsive and responsible the MAA will consider criteria inPart 2 – Technical Requirements such as, but not limited to bidder’s past performanceand/or service reputation, and service capability, quality of the bidder’s staff or services,customer satisfaction, references, the extent to which the bidder’s staff or services meetthe MAA’s needs, bidder’s past relationship with the MAA, total unit price based onprovided estimated quantities, and any other relevant criteria listed elsewhere in thissolicitation. The MAA may opt to establish alternate selection criteria to protect its bestinterest or meet performance or operational standards.The MAA reserves the right to accept any bid proposal or to reject any or all bidproposals, or to award a contract on such basis as deemed to be in the agency’s bestinterest. The MAA reserves the right to reduce the scope of services during the term ofthe contract.12. Project/Contract Administration:The MAA will be responsible for coordinating, monitoring and administering the resultingservice contract/purchase order. The MAA shall be responsible for notifying vendorrelative to contract renewals /extensions. Any modifications to contracts/purchase ordersshall be communicated by the MAA to the vendor to be added to the agreement.13. TermThe contract shall be effective on the date indicated on the purchase order or thecontract execution date and shall be in force for a period with an end date no later thanJune 30, 2026.Contract extensions are not automatic. Vendor performance may be taken intoconsideration in the decision by the MAA to either continue this contract beyond the datenoted above.Anticipated contract start date: On or after February 17, 2026.14. Additions to Contract:The MAA reserves the right to add new items and locations at a price conforming to otherlike items on the contract. The MAA will provide a quantity and location for additional workto the contractor.15. Contracting Assignment:This contract and any part thereof shall not be subcontracted or assigned to anothercontractor without prior written permission of the MAA. The contractor shall be directlyresponsible for any subcontractor's performance and work quality when used by thecontractor to carry out the scope of the job. Subcontractors must abide by all terms andconditions under this contract.16. Termination of Contract:If for any reason the successful contractor fails to fulfill the requirements of the contractfor providing the specified services, the MAA shall have the right to cancel the contractat any time and negotiate for the services with another contractor.17. Satisfactory Work:Any work found to be in any way defective or unsatisfactory shall be corrected by thecontractor at its own expense at the order of the MAA. The MAA also reserves the rightto contract out services not satisfactorily completed and to purchase substitute serviceselsewhere. The MAA reserves the right to charge the contractor with any or all costsincurred or retain/deduct the amount of such costs incurred from any monies due orwhich may become due under this contract.18. Pricing:❑ The price quoted shall include all labor, materials, equipment, and other costsnecessary to fully complete the services in accordance with specifications of thisrequest for bid.❑ Bids must include:o Lump sum costo Detailed breakdown of labor and materialo Work scheduleo List of subcontractorso Insurance and bonding documents❑ All prices, costs, and conditions outlined in the bid shall remain fixed through eachannual period. Each annual period will begin January 1 and cease December 31.State Sale Tax/Federal Excise Tax: Bids should not include Federal Excise and IllinoisSales Taxes, as the MAA is exempt from payment of such taxes.19. Payment Terms and Invoicing:Payment: The MAA’s normal payment terms are net 30 days.Unless otherwise agreed, the MAA will pay properly submitted vendor invoices withinthirty (30) days of receipt of goods or services, or combination of both. Payment will notbe made until goods or services are delivered, installed (if required), and accepted asspecified.Contractor shall submit monthly invoices for services rendered. All invoices shall containcomplete and accurate information.Invoices presented for payment must be submitted in accordance with instructionscontained on the purchase order or contract. In no instance shall the contractor invoicethe MAA for more than is authorized by the MAA on the issued purchase order orcontractNon Allowed Charges: Other incidental or standard industry charges not identified hereinare not allowed under this contract. Miscellaneous service charges used to help thecontractor pay various fluctuating current and future costs are not allowed. Theseinclude, but are not limited to, costs directly or indirectly related to the environment,energy issues, fuel charges, service and delivery of goods and services.20. Applicable Law:
