Project DescriptionThe Ohio Department of Natural Resources (ODNR) is soliciting Statements of Qualifications from qualifiedArchitectural/Engineering (A/E) firms to provide professional design and construction administration services for therenovation and restoration of historic structures located at sites within ODNR properties throughout the State.During the Great Depression, Civilian Conservation Corps (CCC) labor profoundly shaped landscapes across theseparks—damming streams to form lakes, planting tree seedlings to restore native forests, and constructing recreationalfacilities that continue to serve the public. This project seeks to honor and preserve that legacy by restoring a series ofCCC-built structures, ranging in scale from small trailside shelters to large picnic pavilions containing multiple stonefireplaces.A base set of criteria documents has been established and used as a specification standard for a previous phase ofpreservation projects. This will continue to serve as a guidebook for proven materials and methods and is to expanded asadditional structures are added to the restoration portfolio. This information will be given to the short listed firms prior tointerviews.Construction will be prioritized and coordinated to ensure public safety and long-term performance as well as functionaland aesthetic improvements as identified in the strategic facility plan. Construction activity will be phased to ensure thebest use of public funds and cause the least disruption, with consideration to working in an occupied facility/park.As scope and associated costs are solidified, projects of similar types, scope and budget may be added or removed asODNR initiatives and funding allow.While ODNR anticipates services from the selected Consultant throughout the State, for the purposes of scoring proximityto project site, ODNR’s Main Office at 2045 Morse Road Columbus, Ohio 43229 will be considered the project site.The following list includes locations for planned CCC improvements and is subject to change due to funding andprioritization.1. Scope of ServicesThe selected team will develop site-specific plans and reconcile any existing studies for selected locations, beginning withthe confirmation of facility and site assessments. These reconciliations will address the site utilization needs of varioususer groups, and utility infrastructure needs versus constraints. They will also include recommended scopes ofconstruction projects and appropriate phasing.The selected firm shall apply for and obtain all necessary regulatory permits, maintain current estimates of probableconstruction costs through the design phase, and provide construction administration services. Permitting and/orcoordination with United States Army Corps of Engineers (USACE), United States Fish and Wildlife Service (USFWS),ODNR Dam Safety Program, ODNR Division of Wildlife, Ohio Environmental Protection Agency (OEPA), State HistoricPreservation Office (SHPO), and the local floodplain administrators will be required. The selected firm will provide theengineering analysis and calculations needed to advance the design, including structural, geotechnical, and hydraulicsengineering.All design and construction shall comply with the current editions of all applicable national, state, and local codes, as wel las accessibility standards, including ADA, ICC A117.1, and the ABA Outdoor Developed Areas Guidelines. The OhioDepartment of Natural Resources Division of Engineering has developed a set of design guidelines for constructionprojects. It is expected that all architects, engineers, consultants, and contractors will be familiar with these designguidelines which will serve as the preference for all construction projects when developing final project specifications. Acomplete set of current guidelines is available at https://ohiodnr.gov/business-and-industry/services-to-business-industry/design-guidelines-all.The selected A/E, as a portion of its required Scope of Services and prior to submitting its proposals, will discuss andclarify with the Owner and/or the Contracting Authority, the cost breakdown of the A/E Agreement detailed costcomponents to address the Owner’s project requirements. Participate in the Encouraging Diversity , Growth & Equity(EDGE) Program as required by statute and the Agreement.As required by the Agreement, and as properly authorized, provide the following categories of services: ProgramVerification, Schematic Design, Design Development, Construction Document Preparation, Bid and Award Support,Conformed Documents, Construction Administration, Post-Construction, and Additional Services of all types.Refer to the Ohio Facilities Construction Manual for additional information about the type and extent of services requiredfor each.
