SCOPE OF SERVICESConverting 2 existing tennis courts into 6 dedicated pickleball courts. Relining 2 tennis courts to retain 2 tenniscourts with up to 4 overlay pickleball courts and relining 2 basketball courts. This work would create a totalconfiguration of 6 dedicated pickleball courts, 2 multi-use tennis courts with 4 overlay pickleball courts, and 2basketball courts.Project to include:a) To grind existing court surface smooth, power sand, clean and prime mildew peeled areas.b) Supply and install 6 new sets of green Douglas Premier XS Pickleball Net Post in a concrete PVCsleeve with caps and 6 new Douglas Pickleball Nets.c) Existing tennis court sleeves remain and be capped on the permanent pickleball courts.d) Fill all cracks and minor divots with an acrylic patch binder/patch and sand as needed.e) Apply Armor Crack repair system to various crack surfaces by certified installer. Provide a 3-year warranty on the Armor repaired areas.f) Shim and sand patched crack areas with 2-coats of rubberized acrylic resurface filler coatingwhere needed.g) All courts receive 1-coat of an acrylic resurface filler coat.h) All courts receive 2-coats of textured coating. Color as follows:a. 2-tennis courts- light green inside and dark green outside.b. 2-basketball courts are dark green with dark blue keys and center circlec. 6-pickball courts to be dark blue play area, light blue kitchens, and dark green outside.i) Apply 2 sets of regulation white textured tennis lines as per USTA with 4 sets of light bluepickleball lines overlaid, 2 sets of white basketball lines, and 6 sets of white pickleball lines asper USAPB.j) Include a price for 2 Sports Imports-Portable Pickleball Net System with easy glide wheels andcollapsible Stabilizers.k) As part of your proposal, provide a list of 3 project references of similar scope.l) As part of your proposal, provide a portfolio of similar projects in New England.The Town reserves the right to accept or reject any portion or all the submission. Dates of expectedservice must be included in proposals. Pricing must include shipping and all transportation costs. Acopy of all applicable licenses and a Certificate of Insurance must be included. A list of products to beused must be included as well. Quotes must be sealed and received no later than 12:00 noon on April15, 2026.2. The expense of preparing andsubmitting a proposal is the sole responsibility of the Contractor. The Town reserves the right to reject any or allproposals received, to negotiate with any qualified source, or to cancel in part or in its entirety this RFP as in thebest interest of Town of Hartford. This solicitation in no way obligates the Town to award a contract.By submission of the proposal, vendor certifies that the proposal has been arrived at independently, withoutconsultation, commitment or agreement as to any matter relating to proposal with any other BIDDER or withany competition. The Scope of Work by the Contractor for each item shall include furnishing all supervision,technical personnel, layout, labor, materials, tools, appurtenances, equipment, traffic control, erosion control,staging, disposal sites and services, mobilization/demobilization, sweeping, insurances, and services required toperform the work as described in this Request for Bids.4. INSURANCE REQUIREMENTSWORKERS COMPENSATION:The CONTRACTOR is required to carry full and complete Workers’ Compensation insurance for all employeesengaged in work on this project. The same requirements for Workers’ Compensation insurance shall apply toany subcontractor engaged on this project. The Chosen Contractor shall, prior to a Purchase Order being issued,produce a certificate of insurance demonstrating same to the Town. The Chosen Contractor shall keep saidinsurance, and the Town’s additional insured status, in full force throughout the course of the project. ThisCertificate of Insurance does not have to be provided at the time bids are submitted.The Contractor must show evidence of Workers Compensation and Employers Liability Insurance Coverage.GENERAL LIABILITY:The Chosen Contractor shall supply the Town with a Certificate of Insurance showing liability coverage no lessthan $1,000,000. The Chosen Contractor shall cause the Town to be made an additional insured on the ChosenContractor’s liability insurance, on a primary and non-contributing basis. The Chosen Contractor shall, prior to aPurchase Order being issued, produce a certificate of insurance demonstrating same to the Town. The ChosenContractor shall keep said insurance, and the Town’s additional insured status, in full force throughout thecourse of the project. This Certificate of Insurance does not have to be provided at the time bids are submitted.The Contractor must list the Named Member as Additional Insured on their Commercial General Liability Policy5.
