The deadline for requesting the plansand specifications is 5:00p.m. on May 7, 2026. Firms may request this by emailing the form toNatalie Lopez at nlopez@gosbcta.com. Please allow up to three (3) business days for a response.Firms intending to submit a bid should note the “Key IFB Dates” on the cover of this IFB. SBCTAintends, subject to contract approval, to have the selected firm under contract by July 2026. The IFBand IFB schedule updates and addenda, together with other important information are available onSBCTA’s website at www.gosbcta.com (“Bids & RFPs” under “DOING BUSINESS”). Firms arerequested to check the Vendor Portal periodically, and no less frequently than weekly, for IFBupdates, addenda and other information. Each of such joint venturers, partners, or members waives individual notice of the breachor non-performance of any undertaking or obligation of the contractor contained in resulting from orassumed under the contract, and the failure to give any such individual notice shall not affect or impairsuch venturer’s, partner’s, or member’s joint and several liability under the contract.General description of work:The Interstate 10 Corridor Freight and Express Lane Project – Contract 2B (Project), located in SanBernardino County, proposes to construct a single express lane with price-managed/tolled facilitiesin both directions of Interstate 10 (I-10) from approximately 0.3 miles east of Sierra Avenue to PepperAvenue, with construction work through the cities of Ontario, Fontana, Rialto, and Colton (includingunincorporated area), and the unincorporated community of Bloomington.The Project improvements consist of inside and outside roadway widening within the project limitsand will require improvements to local access ramps. These improvements generally include:• Addition of one Express Lane in each direction between Sierra Avenue and Pepper Avenue,• Provide one Ingress/Egress (I/E) at-grade access location at Cedar Avenue, one Ingress at-grade crossing at Pepper Avenue in the WB direction only, and one Egress at-grade crossing atPepper Avenue in the EB direction only,• Coordination with SBCTA's Toll Service Provider (TSP) for tolling equipment, maintainingoperations, and access to existing toll lanes throughout construction,IFB25-1003328IFB Federal form approved 8/29/143 of 130• Separation of general purpose (GP) lanes from the proposed express lane with a 2-footwidebuffer and surface mounted channelizers,• Improve existing auxiliary lanes,• Extend the existing acceleration and deceleration lanes in the EB direction between SierraAvenue and Cedar Avenue,• Construct a new auxiliary lane in each direction between Riverside Avenue and PepperAvenue.The project proposes adding approximately 4.89 lane miles of new roadway and restriping 5.0 lanemiles of existing roadway in each direction.Other project improvements include: Construction of an AT&T demarcation point connection on the southwest corner of PepperAvenue and W. Valley Boulevard to a Type M cabinet on the northwest quadrant of PepperAvenue interchange, Construction of California Highway Patrol (CHP) observation areas, Replacement of existing concrete barriers, temporary railings, metal beam guardrails, and metalthrie-beam barriers with standard safety systems, Construction of maintenance vehicle pullouts (MVP) at various locations, Modification of existing stormwater drainage channels, construction of new drainage facilities,and water quality Best Management Practices (BMPs), Construction of median lighting at express lane I/E and other select locations, Replacement of overhead sign structures and roadside signs, Construction of retaining walls and sound walls.As of January 1, 2015, all contractors and subcontractors bidding and performing work on PublicWorks Projects must register on an annual basis with the California Department of IndustrialRelations (DIR), and effective April 1, 2015, furnish electronic payroll records for new projects tothe Labor Commissioner.This is a Federal-Aid project: The contract, if awarded, will be financed in part by the U.S.Department of Transportation (DOT). Bidders are required to certify that they meet all federalrequirements identified in this IFB, including but not limited to all applicable equal opportunity lawsand regulations and all conditions of the Davis-Bacon Act (40 U.S.C. 3141 et seq.) and the LaborCode of the State of California commencing in section 1770 et seq. The Federal minimum wage ratesfor this project are predetermined by the United States Secretary of Labor. If there is a differencebetween the minimum wage rates predetermined by the Secretary of Labor and the General PrevailingWage rates determined by the Director of the California Department of Indistrial Relations for similarclassifications of labor, the awarded firm shall pay not less than the higher wage rate. Wage schedulesare available at SBCTA’s office or on the internet at www.access.gpo.go/davisbacon/ andwww.dir.ca.gov/DSLR/statistics_research.html.This project is a Federal Highway Administration (FHWA) funded project subject to Public Law 117-58, div. G, §§ 70901-27, 49 U.S.C. § 5323(j), and, 23 Code of Federal Regulations (CFR) 635.410(“Buy America”), which provide Federal funds may not be obligated unless all steel and iron materialsthat are permanently incorporated have been manufactured in the United States, unless a waiver hasbeen granted by FHWA pursuant to 23 CFR 635.410.IFB25-1003328IFB Federal form approved 8/29/144 of 130The bidder shall include the Buy America requirements in all agreements with subcontractors forWork on this Project. The bidder shall indemnify SBCTA from any loss, liability and expenses arisingout of bidder’s failure to comply with Buy America requirements. In the event that the bidder seeksa statutory waiver pursuant to 23 CFR 635.410, the bidder may not rely on the anticipated issuanceby FHWA of such waiver to show compliance with Buy America requirements.This project is subject to to Title 49, CFR Part 26, entitled “Participation of Disadvantaged BusinessEnterprises” in the Department of Transportation Financial Assistance Programs (herein referred toas the “Regulations”). SBCTA plans to receive federal financial assistance from the FHWA throughthe California Department of Transportation (Caltrans). The Regulations in their entirety and theCaltrans DBE Program Plan are incorporated into this IFB by this reference. Bidders are to be fullyinformed respecting the DBE requirements and the Regulations.A contractor or subcontractor shall not be qualified to bid on, be listed in a bid proposal, subject tothe requirements of Section 4104 of the Public Contract Code, or engage in the performance of anycontract for public work, as defined in this chapter, unless currently registered and qualified toperform public work pursuant to Section 1725.5 . It is not a violation of this section for an unregisteredcontractor to submit a bid that is authorized by Section 7029.1 of the Business and Professions Codeor by Section 10164 or 20103.5 of the Public Contract Code, provided the contractor is registered toperform public work pursuant to Section 1725.5 at the time the contract is awarded.If the contract is awarded, the contractor will be required to comply with all applicable laws andregulations, whether or not specifically listed in this IFB or the contract.Award of this contract is subject to the availability, appropriation and receipt of federal, State and/orlocal funds sufficient to carry out the work identified in this IFB.IFB25-1003328IFB Federal form approved 8/29/145 of 130
