The City of Pocatello invites bids for a lead hazard control project at 245 N. 9th Ave., Pocatello, ID 83201. Additionally, bid packages can be obtained at the City of Pocatello, 911 N. 7th Avenue, Pocatello Idaho or online at https://pocatello.gov/Bids.aspx .

Separate sealed BIDS for the LSHH –245 N. 9th Ave. project will be received by the City of Pocatello at 911 North 7th Avenue until 4:00 p.m. MT on September 12, 2025 and then at said office publicly opened and read aloud.

The City of Pocatello has secured funding for lead hazard control and healthy homes projects for the property owner located at: 245 N. 9th Ave., Pocatello, ID 83204. The project includes exterior lead-based paint encapsulation as well as exterior and interior remediation including scraping, painting, and priming as well as gutter repair/replacement. Contractors are required to follow all US Department of Housing and Urban Development (HUD) Lead Safe Housing Rules and US Environmental Protection Agency (EPA) regulations including proper Lead-Based Paint Abatement Supervisor, Lead-Based Paint Abatement Worker, and Lead Renovation, Repair, and Painting (RRP), and Asbestos Abatement certifications.

The project requires a 1-year workmanship warranty and at least a 1-year product warranty. It is the intent of these documents to describe the work required to complete this project in sufficient detail to secure comparable bids. All parts or work not specifically mentioned which are necessary in order to complete the scope of work shall be included in the bid and shall conform to all Local, State, and Federal requirements.

In determining the lowest responsive bidder, the City will consider all acceptable bids on a basis consistent with the bid package. The City will also consider whether the bidder is a responsible bidder. All bids must be signed and accompanied by evidence of authority to sign.

Before a contract will be awarded for work contemplated herein, the City will conduct such investigation as is necessary to determine the performance record and ability of the apparent low bidder to perform the size and type of work specified under this Contract. Upon request, the bidder shall submit such information as deemed necessary by the Owner to evaluate the bidder’s qualifications.

City of Pocatello reserves the right to reject any or all proposals, waive any nonmaterial irregularities in the bids received, and to accept the proposal deemed most advantageous to the best interest of the City of Pocatello. This project is being funded through the City’s Lead Safe and Healthy Homes program and all program requirements, including federal regulations and local policies and procedures, must be adhered to throughout the duration of the project. Section 3, minority and women owned businesses are especially encouraged to apply, as are businesses located within the City’s municipal boundaries. The City of Pocatello offers a preference for documented Section 3 businesses or individuals on this project.
