Purpose of Notice



The United States Section of the International Boundary and Water Commission is conducting market research in accordance with FAR Part 10 to identify responsible firms that may be capable of satisfying this requirement. The information received will assist the Government in determining the appropriate acquisition strategy, including the extent of competition and potential small business participation.



This notice is not a solicitation. It is not a request for quotations, invitation for bids, or request for proposals. The Government is not requesting offers and will not accept a response as an offer. This notice does not commit the Government to issue a solicitation or award a contract. The Government will not reimburse respondents for costs incurred in preparing or submitting information.



Requirement Summary



USIBWC is conducting market research for the complete rehabilitation of the existing Trojan UV3000 Plus ultraviolet disinfection system at the Nogales International Wastewater Treatment Plant in Rio Rico, Arizona. The purpose is to restore the installed system to original operating condition. Any future solicitation will contain the complete contractual requirements.



The anticipated requirement includes these principal elements:




  • Furnish and install 126 new Trojan UV3000 Plus Integra modules, six sensor modules, associated controls, circuit boards, level assemblies, hoses, cleaning components, lubricants, and other required genuine Trojan components.

  • Provide installation, controls programming, startup, commissioning, functional testing, operator training, manuals, warranty support, and technical support.

  • Remove and lawfully dispose of designated mercury containing UV lamps, ballasts, communication boards, processors, and other specified waste materials.

  • Provide all labor, supervision, tools, equipment, transportation, and incidental services required to complete the rehabilitation within 120 calendar days after award.



Minimum Capability Factors



Respondents should address each factor below. The Government will use the information only to assess market capability and determine an appropriate acquisition strategy.




  1. Ability to furnish new, genuine Trojan UV3000 Plus modules, controls, parts, and consumables. Include current manufacturer authorization, authorized distributor or reseller documentation, a supply agreement, or another written commitment showing access to the required Trojan products.

  2. Ability to provide Trojan certified technicians for installation, controls programming, startup, commissioning, functional testing, training, warranty work, and technical support. A respondent may identify a documented subcontracting arrangement and the work each party would perform.

  3. Confirmation that the proposed arrangement will preserve applicable Trojan warranties, performance guarantees, system certifications, software access, technical updates, and manufacturer support.

  4. Ability to accept responsibility for the complete turnkey requirement and finish the work within 120 calendar days after award. Identify anticipated equipment lead times and material schedule risks.

  5. Relevant experience performing rehabilitation, replacement, startup, commissioning, or certified service for Trojan municipal ultraviolet disinfection systems. Provide up to three comparable projects completed within the past five years.

  6. Company name, physical address, website, Unique Entity Identifier, CAGE code, point of contact, active SAM.gov registration status, business size, and socioeconomic status under NAICS 333310.

  7. Identification of any portion of the requirement the respondent cannot furnish or perform.

Government Use of Responses



The Government may use the information received to refine the requirement, assess commercial and small business capability, determine the appropriate acquisition strategy, and decide whether a future solicitation should be competed, restricted, or set aside. The Government may contact respondents for clarification. A response to this notice does not guarantee participation in a future acquisition, and failure to respond does not prevent a firm from responding to any future solicitation.
