The City and County of Denver Department of Parks and Recreation is requesting proposals for on-call Landscape Architecture planning, design and related services. The work will typically consist of (but is not limited to) assessment, planning, design, preparation of planning and construction documents, and construction observation services related to parks and park facilities. In order to qualify for award, proposers must be a certified Small Business Enterprise (SBE) with the City and County of Denver. Proposals that meet MWBE requirements should be submitted under RFP proposal number 202581831 that was published simultaneously with this one. Proposers may NOT apply for both RFP and will be disqualified if they do so.

Award will be strictly limited to SBEfirms certified with the City and County of Denver, as listed in the Small BusinessCertification and Contract Management System, on or before the proposal due date. § 28-207D.R.M.C. The Executive Director of Parks and Recreation reserves the right to terminate,suspend, modify the selection process; reject any or all submittals; modify the terms andconditions of this selection process; and/or waive any informalities, irregularities, or omissions inany submittals, as the City’s best interests may appear.Jolon Clark, Executive Director of Parks and RecreationRFP 2025: On-Call Landscape Architecture Design and Related Services - SBE WorkforcePage 3 of 21SECTION 1 - Invitation to Submit a ProposalBy issuance of this Request for Proposals (“RFP”), the City and County of Denver (the “City”),acting through the Executive Director of Parks and Recreation (the “Executive Director”), invitesall qualified and SBE-certified proposers to submit a proposal for on-call landscape architectureplanning, design and related services.Proposers are expected to familiarize themselves with the details in connection with theproposed operations. Any person, firm, entity, joint venture, or corporation desiring to submit aproposal shall examine this RFP and shall judge for themselves their qualifications and all thecircumstances and conditions affecting their proposal. Failure on the part of any proposer tomake such thorough examination or to thoroughly investigate the conditions of the proposalshall not be grounds for a declaration that the successful proposer did not understand the RFP.Proposals shall be disqualified if the proposer is in default or past due under any previous orexisting agreement with the City, if any unresolved monetary claims by the City exist against theproposer, or if the proposer is unable to show evidence of their financial capabilities to executethe work of this contract.Should a proposer find a discrepancy or omission in this RFP, or should a proposer be in doubtas to the meaning of any provision of this RFP, the proposer should promptly notify theDesignated Contact in writing, and any necessary clarifications or addenda will be provided inwriting. GENERAL DESCRIPTION:The City’s Department of Parks and Recreation (DPR) has identified a need for landscapearchitectural planning, design, and related consultant services on a continuing on-call basis.The work will typically consist of (but is not limited to) assessment, planning, design, andconstruction observation services related to parks and park facilities. In order to qualify foraward, proposers must be a certified SBE with the City and County of Denver. The SBEconsultant self-performance requirement is 30%. Proposers that are not SBE certified will bedisqualified under this RFP.Types of work may include: System-wide planning and park-specific master planning efforts (individual park masterplans, system-wide assessment reports, asset specific planning, public engagementand outreach); Design of new, or renovation of existing, parks and assets (fields, courts, playgrounds,picnic facilities, walkways, etc.); Improvements and upgrades to system-wide assets (regional trail and greenwaysystems, bridges, medians); Mountain Parks and Natural Areas improvements (trails and trailheads,roadways/parking, historic structures, etc.); and Deferred maintenance and other repairs to parks and recreation facilities (recreationcenters, maintenance and operations facilities, renovation and rehabilitation of historicbuildings, fountains, and monuments).On-call consultants will be required to have an appropriate team of subconsultants as requiredto provide approach and pricing of proposals required for performance of task order(s). At theCity’s discretion, for some projects, the on-call consultant may be requested to add or removesubconsultant(s) to obtain the best value and/or fit for the proposed project work.B. CONTRACT VALUE:The City anticipates awarding multiple contracts with a maximum compensation amount of$1,000,000 each over a four (4) year term. Work will be issued via Task Order (see Section 2.E.for details). New Task Orders will be issued in years 1-4. Year 5 will allow for the completion ofexisting Task Orders only (no new Task Orders will be issued in year 5).C. It is expected that allprojects initiated by DPR will recognize and address current efforts at developing resiliency andreducing waste.
