CITY OF HANAHAN REQUEST FOR QUOTATION

LABOR ATTORNEY SERVICES

THE CITY OF HANAHAN hereinafter referred to as the (COH), is soliciting qualifications from experienced

labor and employment attorneys or firms (“Consultant”) to provide ongoing legal services related to labor

relations, employment law, and personnel matters. The Consultant will support the City’s Human Resources

Department, City Administrator, and City Council in ensuring compliance with federal, state, and municipal

employment laws and in managing labor-related issues effectively.

All bids shall be hand delivered or mailed via U.S. Mail or UPS/FedEx. Bids must be submitted with two

(2) originals and one copy addressed to:

OWNERS RIGHTS: The COH reserves the right to accept or reject any, all or any part of proposals received as

a result of this request, to waive any informalities or to cancel in part or in its entirety this request, if it is in its

best interest to do so. The COH will be sole judge as to whether proposals submitted meet all requirements. All

proposals submitted shall become the property of the COH. This solicitation does not commit the COH to award

a Contract, to pay any cost incurred in the preparation of proposals or to procure or Contract for goods or services.

The COH reserves the right to interview all or any of the responding firms to this RFQ. All proposals must

provide satisfactory evidence of ability to furnish services in accordance with the terms and conditions outlined

in the solicitation.

Upon award of Contract, the COH will supervise and authorize payments and acceptance of the Contract.

Proposal Requests:

Please include the following in your response.

• Cover letter: An introductory letter indicating the name of the firm and team composition,

contact person and information, and a short statement summarizing the strengths of the team as

it relates tothis project.

• Relevant Experience: A description of the firm’s relevant experience and capabilities.

• Description of Scope: A clear description of how the proposer will complete the scope of

services, including project milestones, meetings, and deliverables.

• References: Please provide names and contact information (phone and email) for three

individualswho can speak to the firm’s past performance on similar projects, preferably

governmental entities.

• Fees: Fee details should be broken down by phase and include hourly rates, estimated hours

by person and travel expenses.

SECTION I

The purpose of this REQUEST FOR QUOTATION is to seek a qualified Firm to provide on-call Labor

Attorney Services. The Consultant shall provide as-needed legal representation, counsel, and support

related to labor and employment matters, including but not limited to:

Legal Advice & Consultation

• Advise City leadership, HR personnel, and department heads on all matters related to labor and

employment law.

• Interpret and apply federal and South Carolina labor laws, including:

o FLSA, FMLA, ADA, Title VII, ADEA

o South Carolina Human Affairs Law

o SC public-sector employment statutes

• Provide guidance on personnel policies, workplace investigations, discipline, termination, and grievance

processes.

• Advise on compliance with municipal ordinances and administrative regulations.

Representation in Employment Disputes

• Represent the City in administrative proceedings before:

o South Carolina Human Affairs Commission (SCHAC)

o Equal Employment Opportunity Commission (EEOC)

o South Carolina Department of Employment and Workforce (SCDEW)

• Represent the City in state or federal court involving labor and employment litigation, as authorized.

• Provide recommendations regarding settlement strategies, risk management, and litigation avoidance.

Labor Relations & Collective Negotiations (if applicable)

• Assist with collective bargaining or meet-and-confer processes with certified labor groups or

associations.

• Provide guidance on employee association agreements, MOUs, or labor contracts.

• Participate in negotiation sessions or strategy meetings as needed.

Workplace Investigations

• Conduct or assist with independent investigations involving:

o Harassment

o Discrimination

o Employee misconduct

o Whistleblower claims

• Prepare written investigative findings and recommendations.

Policy Development & Review

• Review and evaluate current employment policies and recommend updates to ensure compliance with

law and best practices.

• Assist in drafting new ordinances or administrative policies related to labor and personnel matters.
