The City of Claremont, Department of Public Works is soliciting formal proposals from qualified firms to submit proposals for the DPW-2026 Crack Sealing Project.

Sealed proposals clearly marked “DPW-2026 Crack Sealing” on the outside of theenvelope, must be submitted to the City Manager’s Office, 58 Opera House Square,Claremont, NH 03743, no later than Monday, May 18th, 2026 @ 10:00 AMB. Proposals will be opened on Wednesday, May 20th, 2026 @ 10:00 AM. At that time bidswill be publicly opened and read aloudProposals must include a complete proposal sheet, three references, and a certificate ofinsurance as specified in the proposal documents.B. Contractor shall maintain for the duration of the contract all required insurance coverages asset forth below. Coverage shall be written with an insurance carrier licensed to do business inthe State of New Hampshire, rated no lower than “A” by A. M. Best. Contractor shall provide toOwner Certificates of Coverage for all coverages no fewer than ten (10) days prior tocommencement of the Work, which coverage shall include endorsements that coverage providedby the policies shall not be reduced or canceled without thirty (30) days advance written noticegiven to Owner, unless for cancellation for non-payment of premium or other event for whichcoverage may be terminated on (10) ten days’ notice to the policyholder, in which event no lessthan (10) ten days advance written notice shall be given to Owner.Contractor agrees to maintain during the performance of the Services, at least the kinds andminimum amounts of insurance as described below:1. Comprehensive General Liability, including Completed Operations Coverage -$1,000,000 per occurrence/$2,000,000 Aggregate – City of Claremont must be named asan additional insured.2. Motor Vehicle Liability - $1,000,000 combined single limit – City of Claremont must benamed as an additional insured. Coverage must include all owned, non-owned and hiredvehicles.3. Worker’s Compensation on all workers providing services under this Agreement;Employer’s Liability with limits in an amount no less than $100,000/$500,000/$100,000.4. All Subcontractors, as agents of Contractor under this Agreement, are subject to the sameinsurance requirements as the Contractor.5. Excess Liability in the minimum amount of $1,000,000 each occurrence.6. The Contractor shall execute a Performance Bond in the amount of one hundred percent(100%) of the Bid Price prior to executing contract.7. The Contractor shall provide a Payment Bond in the amount of one hundred percent(100%) of the Bid Price prior to executing contract.8. Work is expected to begin as soon as the contract is awarded and the weather allows.Starting date will be agreed upon with the successful contractor before final award ofcontract. All work must be completed June 30th, 2026. If not completed thecontractor shall be assessed a fee of $50/day for each day past June 30th, 2026(weather permitting).9. The City of Claremont reserves the right to reject any or all bids.10. Contractors shall be responsible for all traffic control, to include placement of signpackages and/or cones, to the extent possible to warning the motoring public of cracksealing in progress.11. The contractor shall be responsible for any and all claims of incidents related to the cracksealing. Calls will be directed to the contractor.Crack Sealing Specifications1. The Contractor will be responsible for all traffic control measures and coordinate all trafficdetail assignments which will be billed to the Contractor directly based on the hourly cost. TheContractor will be reimbursed on a separated line on invoice in one lump sum on eachindividual invoice. The Contractor will not be reimbursed for any police detail expensesincurred due to failure to cancel or cancelling without the required notice.2. The unit of measure will be determined by the awarding authority and set forth in the proposaldocuments. Payment shall be at the unit price bid in the proposal and shall be fullcompensation for furnishing, preparing, placing the material specified and furnishing of alllabor, equipment and incidentals for the satisfactory completion of this item. The unit ofmeasure may be any of the following:a. Gallonb. Poundc. Linear Footd. Square Yarde. Dayf. Lump Sum3. Crack sealant shall be a (PCRM) hot-applied modified asphalt-fiber compound designedspecifically for improving the strength and performance of the parent asphalt sealant.a) The asphalt binder shall consist of a blend of neat asphalt binder, chemically modifiedcrumb rubber (CMCR), and a polymer package, all of which meet the followingspecifications:1) The binder will meet PG 64-28E requirements after modification including:▪ PG grade requirements of AASHTO M320▪ Requirements of AASHTO TP70/MP192) Modification, at a minimum, shall consist of 7% crumb rubber, and the maximumparticle size for the recycled tire rubber shall be 80 mesh (#80 sieve)3) The asphalt supplier shall provide testing for both the neat and modified asphaltbinders4) See below for typical modified test results for 64-28E with crumb rubber:DSR ORIGINAL• kPa >1.00 @ 64 C. This compound having the samechemical base provides compatibility and exhibits excellent bond strengths. The fiberfunctions to re-distribute high stress and strain concentrations that are imposed on thesealant by thermal sources, traffic loading, etc.4. Equipment used in the performance of the work required by this section of the specificationshall be subject to approval by the Owner and maintained in a satisfactory workingcondition at all times.Air Compressor: Air compressors shall be capable of furnishing not less than 100 cubicfeet of air per minute at not less than 90 lbs. per square inch pressure at the nozzle. Thecompressor shall be equipped with traps that will maintain the compressed air free of oiland water.Broom or Sweeper: Manually operated, gas powered air-broom or self-propelledsweeper designed especially for use in cleaning highway and airfield pavements shall beused to remove debris, dirt and dust from the cracks.Melter: The unit used to melt or maintain the crack sealant compound at therecommended application temperature shall be the indirect fired type. It shall be equippedwith a remote heat exchanger and hot oil circulation pump capable of maintaining aconsistent temperature of the heat transfer oil. The heat transfer oil shall be circulated toall sides and the bottom of the vat containing the crack sealant compound making acontinuous loop back to the heat exchanger and having a flash point of not less than600F. The melter shall be equipped with a satisfactory means of agitating the cracksealant at all times. This may be accomplished by continuous stirring with mechanicallyoperated paddles and/or by a circulating gear pump attached to the melter.
