GeneralThe City of Johnson City, Tennessee is requesting proposalsfrom interested environmental laboratories for providingenvironmental laboratory services for the city’s three (3)wastewater treatment plants, two (2) water plants,(1)package treatment plant, the pretreatment program, & thestormwater program. Services shall include analysis ofindustrial pretreatment samples, wastewater plant influentand effluent samples, sludge samples, surface waters andwater plant raw and finished samples.2. General RequirementsThe majority of analysis (51%) will be performed by theparent company and not to be subcontracted to outsidevendors.Samples will be picked up at each of the three WastewaterTreatment Plants and the Watauga Water Treatment Plant. Thelaboratory will be responsible for this pickup or will payfor the shipping expenses incurred for the pickup anddelivery of the samples represented in this proposal. Thelaboratory shall provide clearly marked sample containerswith the preservative inside where applicable.Rush or emergency orders for analysis and results are to beavailable.Occasional use of sampler and flow meter equipment and/orassistance with sample at no extra charge.Laboratory selection shall be within a reasonable geographicdistance and location within 300 miles of Johnson City,Tennessee.3. Selection ProcessProposals will be evaluated by a committee based oncapability, team experience, in house sample analysispercentage, sample collection capabilities, QA/QC history,certifications, and references and not limited to unitpricing only. The review team may or may not require aninterview with one or more of the proposers beforerecommending its selection to the City Commission forconsideration.Unit pricing for all lab services shall be included for ifand when other samples not identified today may be requiredby the City during the contract term.The number of subcontracted labs used and whether finalanalytical reports are consolidated before being sent to theCity for review will be taken into consideration.The City reserves the right to reject any or all proposalsand to waive informalities, irregularities, andtechnicalities in the proposal process.The City may negotiate separately with any source in anymanner necessary to arrive at a contract agreement that isin the best interest of the City.4. Selection CriteriaIn addition to the above criteria, selection process willinclude:a. Laboratory Evaluation Questionnaireb. General Analytical Laboratory Auditc. Estimated schedule and pricing of analyticalrequirements.5. Procedure for submittalTo be considered, Proposers must submit a complete responseto this RFP using the format provided. Proposals mustinclude a statement as to the period during which theproposal remains valid but for purposes of this RFP, theperiod must be at least ninety (90) days.Proposer can submit electronically per link below or placesubmittal response in a sealed envelope plainly identifiedon the outside with vendor name and proposal name andnumber. If submitting paper copies submit 3 copies of entireresponse. Telephone or facsimile offers will not beaccepted. Paper submittals must be signed by the agent orperson authorized to bind the Proposer to its provisions.The contents of any proposal received shall becomecontractual obligations upon the execution of a purchaseorder by authorized representatives of both the City and theProposer. Failure of the selected proposer to accept theseobligations may result in cancellation of the award.Proposals must be signed by the agent or person authorizedto bind the Proposer to its provisions. Contract PeriodThis is a five (5) year contract subject to annual renewalsprovided all prices, terms and conditions remain unchangedand the vendor is in agreement. Prices contained hereinshall remain firm for the term of this contract. The Cityreserves the right to re-bid at the end of any one (1) yearperiod.8. AddendaIn the event it becomes necessary to revise any part of thisRFP, addenda will be provided to all known Proposers. Nooral instructions will be binding.9. Economy of PreparationProposals should be prepared simply and economically,providing a straightforward and complete description ofservices, qualifications, costs and associated options tomeet city’s requirements as outlined in this document.Emphasis should be on completeness and clarity of content.Proposal responses must include all requested information.10. WithdrawalProposals may be withdrawn on written request received fromProposers prior to the time fixed for opening.11. Proprietary/Confidential InformationProposers are hereby notified that all informationsubmitted as part of, or in support of, proposals will beavailable for public inspection after opening of proposals,in compliance with City Policy & Tennessee Statute.12. Proposal AcceptanceThe contents of this proposal and the Proposer’s responseshall be valid for a minimum period of sixty (60) days fromthe date of receipt by the City.13. Requirements for Bids, Request for Proposals and ContractsThis proposal includes the City’s “Requirements for Bids,Requests for Proposals, and Contracts, etc.” and the“Sealed Solicitation General Terms and Conditions” attachedhereto and set forth herein as if verbatim.14. RIGHTS AND OPTIONS OF THE CITY OF JOHNSON CITY:The City reserves the following rights and options:o Determine those proposers who are most qualified.o Reject any or all proposals for any reason, at its solediscretion.o Supplement, amend, or otherwise modify this RFP.o Cancel this RFP with or without the submission ofanother RFP.o Issue additional solicitations for information andproposals, and conduct investigations with respect tothe qualifications of each respondent.
