Proposals received after thedesignated time will not be considered. The OWNER of the project is the Paulding CountyBoard of Commissioners. The Engineer/Architect for the project is Croy Engineering.The approximate extent and character of the Work is generally described as follows:The construction of proposed roadway infrastructure, parking lots,sidewalks/elevated boardwalk, fishing pier, floating dock and canoe rentalstructure for public access to the Richland Creek Reservoir. Constructionactivities will include; Clearing activities, demolition operations, gradingoperations, concrete and asphalt paving operations, erosion measures andconstruction of structures/piers/docks.There will be a Non-Mandatory Pre-Bid Conference at 10:00 am EST November 12th at the2ndFloor Conference Room, 240 Constitution Boulevard, Dallas, Georgia 30132BID INQUIRIESAll questions or request for additional information must reference Bid No. and must besubmitted by email no later than 10:00 am EST November 26th to purchase@paulding.gov.All questions and answers will be sent to all listed plan holders.Bidders shall inform themselves concerning Georgia Laws and comply with same.To obtain Bid Documents, submit a written request via email to purchase@paulding.gov statingyour name, company and contact information. PauldingCounty is not bound by any oral representations, clarifications, or changes made to the writtenspecification by County employees, unless such clarification or change is provided to therespondent in written addendum from Paulding County. Although the Purchasing Division willtake effort to send any addendum to known Plan Holders, it is ultimately the responsibility of theBidder to ensure that they have all the applicable addenda prior to submitting the Bid.Each Bid must be accompanied by a Bid Bond with good and sufficient surety or suretiesapproved by the owner for faithful acceptance of the contract, payable to, in favor of, and for theprotection of the OWNER in an amount equivalent to five percent (5%) of the total amountpayable by the terms of the contract or, in lieu thereof, in the form of a certified check, cashier’scheck, or cash in equal amount.The Successful Bidder will be required to furnish performance and payment bonds, for 100% ofthe contract amount, with the executed Agreement meeting the requirements of the ContractDocuments and executed on the forms attached to the Agreement. The terms and time forpayment are set forth in the Agreement.Surety and insurance companies must have an AM Best rating of A-6 or greater, be listed in theFederal Registry of Companies holding Certificates of Authority and Acceptable Sureties onFederal Bonds, be licensed by the Georgia Insurance Department and the Georgia Secretary ofState to do business in the State of Georgia.Requests for payments are due by the FIFTH (5th) of the month for payment by theTWENTIETH (20th) of the month less 10% retainage. Retainage (10%) is to be held until finalacceptance of the project by Paulding County.All Bids will remain subject to acceptance for 60 days after the day of the Bid opening, butOWNER may, in its sole discretion, release any Bid and return the Bid security prior to that date.All work performed for this project will be IAW Georgia Department of Transportation StandardSpecification for Construction of Roads and Bridges, Current Edition, and attachedmodifications and special provisions.Each bid must be submitted in a SEALED ENVELOPE, addressed to the OWNER. Eachsealed envelope containing a Bid must be plainly marked on the outside as, “Bid No. 26011-2001, Richland Creek Park”. If bid is forwarded by mail, the sealed envelope containing theBid must be enclosed in a separate mailing envelope to the attention of the OWNER at theaddress previously given.The Owner reserves the right to reject any or all Bids, to waive formalities and re-advertise.Tara Goldin, Purchasing Division ManagerPaulding County Board of Commissioners
