RFP: Advertising Purchasing Agent (Media Buyer)

The City of Rochester is seeking proposals from qualified Consultants to act as the City’s advertising purchasing agent.

The City is seeking an experienced and creative Consultant to enhance the marketing and promotion of its wide range of programs, events, and services, and to ensure the highest possible return on the City’s paid advertising investments. The Consultant selected through this RFP will serve as the City’s advertising purchasing agent for all forms of paid advertising, including, but not limited to: television, radio, social media, digital, display, print, non-traditional, out-of-home, and emerging advertising and media platforms.

These may include, but are not limited to: streaming and connected TV (CTV), digital audio and podcast platforms, programmatic advertising networks, influencer and creator-based media, mobile and SMS-based advertising, smart-device and voice-assistant platforms, digital audio out-of-home (DAOOH) networks, transit and mobility-based advertising, gaming and esports platforms, and community-based digital networks such as neighborhood applications.
