GENERAL1.1 COMPETITIVE COST SEALED BIDSSealed bids for Pump Station Improvements – Permanent and Mobile Bypass Pumps willbe received until Tuesday, June 2, 2026, at 1:00 p.m. at Lowndes County AdministrationBuilding, Utilities Department Conference Room, 327 N. Ashley Street, Valdosta, GA31601, at which time and place they will be publicly opened and read aloud. Any bidreceived after said time and date will not be considered by the Owner. No bid may bewithdrawn after the closing time for the receipt of bids for a period of sixty (60) days exceptas specifically may be provided in the Instructions to Bidders and/or by State law.1.2 SCOPE OF WORKThe Lowndes County Board of Commissioners owns and operates a Sewer CollectionSystem that receives raw wastewater from residential, commercial, and industrialcustomers. Bypass pumping will provide reliability sewer service in the event that thepump station is unable to perform properly. The work to be completed shall consist offurnishing all materials, equipment, and any other appurtenances necessary to supply newbypass pumps at each station. A Purchase Order will be issued by the OWNER for thedesign, fabrication, and delivery of the bypass pumps and associated equipment.Time allotted for completion of work is 150 consecutive calendar days. All Work shallbe completed in accordance with the plans and specifications. The Work will be awardedin one (1) Contract.1.3 SPECIFICATIONS AND CONTRACT DOCUMENTSComplete digital specifications and contract documents are available by emailing ArinHowell (C&S) at ahowell@cartersloope.com and Shawn Gell (Lowndes County) atshawn.gell@lowndescounty.com. Requests for Information (RFI’s) shall be submitted inwriting via email to ahowell@cartersloope.com. RFI’s will be accepted until 1:00 p.m.local time on May 28, 2026.1.4 PERMITSNo permits are required for this solicitation.1.5 GEORGIA SECURITY AND IMMIGRATION COMPLIANCE ACT AFFIDAVITAll qualifying Suppliers providing materials for the Lowndes County Board ofCommissioners must register and participate in the federal work authorization programcommonly known as E-Verify, or any subsequent replacement program, to verify the workSECTION 00100-2ADVERTISEMENT FOR BIDSeligibility information of new employees. In order for a Bid to be considered, it ismandatory that the Bidder’s Affidavit of Compliance with O.C.G.A. §13-10-91 becompleted and submitted with the Bid.1.6 FUNDING SOURCESThis project is funded in part or whole by the Georgia Environmental Finance Authority(GEFA) Georgia Fund. All Bidders must comply with 41 CFR 60-4, in regard toaffirmative action, to ensure equal opportunity to females and minorities and will apply thetimetables and goals set forth in 41 CFR 60-4, as applicable to the area of requirements,including those outlined in Appendix II of 2 CFR 200, as well as existing State publicworks construction requirements. Applicable Federal requirements are included in thecontract documents.1.7 RESERVATION OF RIGHTSOwner reserves the right to reject any or all Bids, including without limitation, the rightsto reject any or all nonconforming, nonresponsive, unbalanced or conditional Bids and toreject the Bid of any Bidder if Owner believes that it would not be in the best interest ofthe Project to make an award to that Bidder, whether because the Bid is not responsive orthe Bidder is unqualified or of doubtful financial ability or fails to meet any other pertinentstandard or criteria established by the Owner.LOWNDES COUNTY BOARD OF COMMISSIONERSOWNEREND OF SECTION
