SUMMIT COUNTY FACILITIES MAINTENANCE DEPARTMENT
REQUEST FOR PROPOSALS
ALL PARKING LOT CRACK SEALING AND STRIPING
The Summit County Facilities Maintenance Department is seeking proposals from qualified professionals for crack sealing, and striping services. The best proposal will be selected based on qualifications, relevant experience, schedule, and cost. Submit questions regarding the proposals to wayne.byrne@summitcountyco.gov . The pre-bid meeting for this project is posted on the Summit County website.
Said proposals will be accepted by Electronic Submission (preferred) to wayne.byrne@summitcountyco.gov and kim.weiers@summitcountyco.gov or by hardcopy proposals until 2:00 PM MST/MDT, March 25, 2026. Proposals received after 2:00 PM MST/MDT, will not be accepted.
At said time and place, all proposals that have been duly received will be publicly opened and read aloud. The Contract will be awarded to the lowest responsible bidder who best meets the requirements of Summit County and the public interest.
The Summit County Board of County Commissioners reserves the right to reject any or all proposals, to waive irregularities or informalities, and to conduct such investigations or negotiations as it deems necessary to select the most responsible and responsive proposal.

Summit County may chooseto add or remove proposed parking lots, drives, travel lanes and boulevards at its discretion, Additions or itemsremoved from scope will be paid and or removed at the negotiated contract unit pricing.The selected contractor winning this bid is responsible for confirming these measurements,any additional measurements, or suggested overage to complete this project, prior to contractcommencement. Materials• For crack seal up to 1.5” only, Deery Super Stretch.2, Part No. 80433Or an approved equivalent shall be considered. Sealant material shall be supplied pre-blended, pre-reacted, andprepackaged. If supplied in solid form the sealant material shall be cast in a plastic or other dissolvable liner havingthe capability of becoming part of the crack sealing liquid. The sealant shall be delivered in the manufacturer’soriginal sealed container. Each container shall be legibly marked with the manufacturer’s name, the trade name ofthe sealer, the manufacturer’s batch or lot number, the application temperature range, the recommended applicationtemperature, and the safe heating temperature.C. Crack Sealing Installation RequirementsImmediately before applying hot poured joint and crack sealant, the cracks shall be cleaned of loose and foreignmatter to a depth approximately twice the crack width. Cleaning shall be performed using a hot compressed airlance. This lance shall be used to dry and warm the adjacent asphalt immediately prior to sealing. Direct flamedryers shall not be used.These Cracks shall be filled with hot poured joint and crack sealant flush with the pavement surface. Immediatelyfollowing the filling of the crack, excess sealant shall be leveled off at the wearing surface by squeegee, a shoeattached to the applicator wand, or other suitable means approved by the County Representative. The squeegeedmaterial shall be centered on the cracks and shall not exceed 75 mm (3 inches) in width or 1.5 mm (1/16 inch) indepth.The sealant material shall be heated and applied according to the manufacturer’s recommendations. The equipmentfor heating the material shall be an indirect heating type double boiler using oil or other heat transfer medium andshall be capable of constant agitation. The heating equipment shall be capable of controlling the sealant materialtemperature within the manufacturer’s recommended temperature range and shall be equipped with a calibratedthermometer capable of ±3 °C (5 °F) accuracy from 90 to 320 °C (200 to 600 °F). This thermometer shall be locatedso the County Representative can safely check the temperature of the sealant material. Overheating of the sealantmaterial will not be permitted.The face of the crack shall be surface dry and the air and pavement temperatures shall both be at least 5 °C (40 °F)and rising at the time of sealant application.Sealant material picked up or pulled out after being placed shall be replaced at the CONTRACTOR’S expense. TheCONTRACTOR shall have blotter material available on the project in the event it is required to prevent tracking orpulling. If required, blotter material shall be approved by the County Representative and placed at theCONTRACTOR’S expense.D. Infrared PatchingInfrared Heat surface prep will ensure that affected areas to be treated, are swept or blown clean, removing all looseaggregate, sand and or water. Repairs shall have a minimum of a 2” inch surface depth, edges of repairs to besquared off with at least 1” inch of surface depth of new, hot asphalt plant mix added to each repair. Materialrecovered from treated area will be removed from repair area and hauled away. Rejuvenating agents shall be sprayed4|Pageevenly onto existing surface material. A minimum of a 1 ton vibratory roller will be used for final compaction toindustry standards. Final product shall be seamless to adjacent asphalt.E. QuantitiesProposed quantities are provided for bidding purposes in the supplied bid tab. The selected contractor will berequired to field verify these quantities.• Quantities for the Deery Super Stretch.2, Part No. 80433 will proven through providing owner with labelsfrom containers of product used during project.• Selected contractor will deduct materials and labor hours for the crack seal poundage if not used duringcrack sealing projectF. Traffic ControlMobilization, traffic control and all necessary tools, equipment and labor costs incidental to the preparation of thesurface prior to application of the hot poured joint and crack sealant, infrared heating or stripping will not be paid forseparately but shall be included in the work. The CONTRACTOR shall provide all lights, signs, barricades, flagmenor other devices necessary to provide for public safety.G. Parking Lot StripingContractor shall re-stripe all parking areas that have received an asphalt treatment, using an approved highwaypaint and restoring parking areas and travel lanes to their original layout. All lay out will consist of a 4”standard stripe. Surface prep will ensure that affected areas to be treated, are swept or blown clean, removing allloose aggregate, sand and or water prior to painting. All parking lot markings will be applied with an approvedairless sprayer. All markings will follow industry standards regarding line sizes, stall depths and widths, ADAand EV charging station stencil templates. Marking to be restored will include but not be limited to parkingstalls, ADA handicap parking, EV charging stations, lane delineations, directional markings, and no parkingareas.Materials, material storage, or any application that does not follow manufactures specs, or striping plan will becorrected at the Contractor’s expense.H. BondsThis project will require the awarded contractor to produce performance and bid bonds for this project if project costsexceed $50,000.I. Scheduling1. Upon awarded contract, the Contractor and Facilities Department will jointly develop a project schedule andagree upon that schedule prior to commencement of any work.2. Any changes to schedule or deadlines will be approved by the Contractor and Facilities Department in writing.3. Work shall be completed after normal business hours, or weekends.J. Contractor Responsibilities1. Contractor is responsible for confirming these measurements, quantity’s, any additional measurements, orsuggested overage to complete bid.2. Scheduling material deliveries, equipment, and personnel is the contractor’s responsibility.3. Contractor is responsible for all, or any lost material during this project. Including, material losses from weatherconditions, traffic delays, broken or failure of application equipment, and staffing issues.4. Contractor is responsible for the post project cleanup of all areas associated with the project.5. Contractor responsible for vehicle damages resulting from applied materials not being cured and or blottedbefore lots and roadways are reopened after applications.K. Furnished Items1. Facilities will assist with creating and implementing a travel plan for the affected areas during productplacement, as necessary, to maintain traffic flow to affected facilities.5|Page
