Great News!  This solicitation has been extended to December 6, 2024.  We welcome your proposals.

This Request for Proposal (“RFP”) is issued in accordance with the Community Redevelopment Act of 1969 (s. 163.330 – s. 163.463, Florida Statutes) and specifically related to the disposal of real property provisions set forth in Section 163.380, Florida Statutes.  The City of Cocoa, Florida a municipal corporation existing under the laws of the State of Florida invites Proposers to submit their qualifications, approach, conceptual design, financial and other terms for the Proposer to develop, design, permit, construct, finance, operate and maintain a mixed-use development project at approximately 4.38- acre site (parcel number 24-36-33-80-00023 0-0000.00) located at 915 Florida Avenue (FKA Oaks Mobile Home Park), Cocoa Florida. A companion 0.55-acre parcel (parcel number 24-36-33-00-00755) lies contiguous to the subject site and is also owned by the City of Cocoa. The companion parcel, which is located within the City of Rockledge, will also be available to the selected Proposer for ancillary uses through an agreement with the City only. There are 5 billboards on the parcel, which must remain. Ownership and access to the parcel will be retained by the City.

A pre-proposal conference will be held at 10:00AM on Wednesday, September 11, 2024 at Cocoa City Hall located at 65 Stone Street, Cocoa, FL 32922.  Attendance is optional.

Responses to this solicitation must be either mailed or hand delivered to Cocoa City Hall and received before 3:00PM on Tuesday, October 22, 2024 Friday, December 6, 2024. Responses will then be publicly opened and read aloud shortly thereafter at Cocoa City Hall, in the 3rd floor conference room.

All services performed shall be in accordance with the specifications in the solicitation, which may be examined at the office of the Purchasing Manager, located at 65 Stone St., Cocoa, Florida 32922. The solicitation documents are available on-line at no charge via the City of Cocoa online bidding platform, http://www.myvendorlink.com .   Registration is free.  Once registered and logged in, search for bid number P-24-10-COC to locate and review the solicitation.    For further information, you may contact the City of Cocoa Purchasing Division by phone: (321) 433-8833, or by email: purchasing@cocoafl.gov .

The City reserves the right to reject any or all /proposals, with or without a cause; to waive technical errors and informalities; and to award proposals to the highest rated responsive and responsible proposer. One or more of the City Council members may be present at the proposal opening.
