Description:

The Town of Hartford is requesting bids for the provision of commonly used aggregate products during Fiscal Year 2027. Pricing is to be honored for the period starting July 1, 2026, and ending June 30, 2027. The bids are for the supply of aggregate products the Town commonly uses for maintenance and construction purposes. Vendors providing a bid for Winter Sand Aggregate shall have the ability to provide up to 120% of the estimated yearly tonnage used. Pricing for winter sand shall include pricing options for either pick up by the Town or for delivery to the Town storage facilities at 173 Airport Road in White River Junction and at 142 Izzo Place in Quechee. Pricing for all other aggregates assumes the Town will pick up the material from the vendor’s facility.

The Town of Hartford is requesting bids for the provision of commonly used aggregate products
during Fiscal Year 2027. Pricing is to be honored for the period starting July 1, 2026, and ending
June 30, 2027.
The bids are for the supply of aggregate products the Town commonly uses for maintenance and
construction purposes. Vendors providing a bid for Winter Sand Aggregate shall have the ability to
provide up to 120% of the estimated yearly tonnage used.
Pricing for winter sand shall include pricing options for either pick up by the Town or for delivery to
the Town storage facilities at 173 Airport Road in White River Junction and at 142 Izzo Place in
Quechee. Pricing for all other aggregates assumes the Town will pick up the material from the
vendor’s facility.
Winter Sand Aggregate (5,800 Tons Estimated Yearly Average)
Winter Sand – Supply or to supply/deliver approximately 5,800 tons of winter sand to two
stockpile areas, one being at the Town of Hartford Public Works Facility at 173 Airport Road in
White River Junction and the other at the Quechee Wastewater Facility at 142 Izzo Place in
Quechee during the fall/winter of 2026-2027. The winter sand will comply with the gradation
requirements of the table below in accordance with VAOT / AASHTO specifications.

Manufactured Sand – Supply approximately 2,000 tons of manufactured sand for winter
surface treatment. The manufactured sand shall be created by crushing rocks, quarry stones,
or larger aggregates into fine particles with all particles typically passing the 3/8-inch (9.50
mm) sieve and be free of injurious organic impurities.

Gravels for Subbase Aggregate
• Crushed Gravel for Subbase, Fine Graded (Vtrans Spec. 704.05A): Fine graded crushed
gravel for subbase shall meet all the requirements of VTrans Specification 704.05 including
gradation requirements of Table 704.05A below as determined in accordance with AASHTO T
27 and AASHTO T 11.

• Surface Courses and Shoulder Aggregate (Vtrans Spec. 704.12A): Aggregate for surface
courses and shoulders shall consist solely of crushed gravel or crushed stone. It shall be
obtained from approved sources, be reasonably free from deleterious materials, and shall
meet all the requirements of VTrans Specification 704.12 including the gradation requirements
of Table 704.12A below as determined in accordance with AASHTO T 27 and AASHTO T 11.

• Path & Trail Aggregate (Vtrans Spec. 704.12B): Aggregate surface course for paths and trails
shall consist of clean, hard, crushed stone. It shall be reasonably free from dirt, deleterious
material, and pieces that are structurally weak. The material shall be uniformly graded and

• RAP Shoulder Aggregate (Vtrans Spec. 704.12D): Recycled Asphalt Pavement aggregate for
shoulders shall consist of crushed or milled bituminous concrete pavement and shall meet the
requirements of Vtrans Specification Subsection 704.22(a) with 100% of the material shall pass
the 1-1/2-inch (37.5 mm) sieve prior to placement.
Miscellaneous Aggregates
• Drainage Aggregate (Vtrans Spec. 704.16): Drainage aggregate shall be produced from gravels
or crushed quarried rock, shall be obtained from approved sources, and shall consist of clean,
hard, sound, and durable material. and shall meet the requirements of Vtrans Specification
704.12 including the gradation requirements of Table 704.16A below as determined in
accordance with AASHTO T 27.

• Erosion Control Aggregate (Vtrans Spec. 706.04(a): Aggregate for erosion prevention and
sediment control (EPSC) shall consist of clean, hard, crushed stone or crushed gravel and shall
be reasonably free from dirt and deleterious material. It shall be uniformly graded and meet the
gradation requirements of Table 704.17A below as determined in accordance with AASHTO T
27.

• Stone Fill Aggregate (Vtrans Spec. 704.17): Stone for stone fill shall be approved, hard,
blasted, angular rock other than serpentine rock containing the fibrous variety chrysotile
(asbestos). The least dimension of the stone shall be greater than 33% of the longest
dimension. The stone fill shall be reasonably well graded from the smallest to the maximum
size stone specified to form a compact mass when in-place. Commonly desired stone fill
types are listed in Table 704.17 below.

Bid Alternates: If the vendor submitting a bid does not offer an aggregate product listed or in the
event the vendor has an aggregate product they feel is comparable but does not meet the Vtrans
specifications in full, the vendor may submit alternate material for consideration in the space
provided below the spec material on the bid form.
A sieve analysis for each bid alternate material shall be submitted with a statement outlining the
appropriateness of the alternate and any known benefits of the alternate.
Basis of Award(s): Individual purchase orders or contracts will be awarded to responsive bidders
as determined to be appropriate by the Town factoring the following considerations:
Cost of aggregate.
Cost of transporting aggregate.
Availability of required aggregate.
Past record of performance.
Any other criteria considered relevant by the Town
Insurance: Selected contractors must maintain and provide proof of Worker’s Compensation,
Comprehensive General Liability Insurance, Automobile Liability Insurance and Property Damage
Insurance (minimum of $2,000,000 aggregate, $1,000,000 per occurrence). The Town of Hartford
is to be named as certificate holder. The contractor agrees to hold harmless, indemnify and
defend the Town of Hartford for all liability arising out of the project, except that arising out of the
sole negligence of the Town of Hartford.
Instructions: Bids must be submitted in a sealed envelope clearly labeled “2026–2027 Aggregate
Bid” and will be received at the Town of Hartford, Town Manager’s Office, 171 Bridge Street, 2nd
Floor, White River Junction, Vermont 05001, no later than 11:00am on Wednesday, July 1, 2026.
Bids received after the noted time and date will not be accepted. Faxed or emailed bids will not
be accepted.
