PUBLIC NOTICE TO BIDDERS ADVERTISING THE PROJECT

Sealed bids addressed to the Honorable Mayor and City Council will be received at the office of

Amy M. Casey, the City Clerk, City of Belton, City Hall; 333 Water Street, Belton, Texas 76513 until

2:00 PM; on Tuesday, December 16, 2025 for the construction of the Loop 121 Utility Relocations in

the City of Belton, Texas.

The bids shall be labeled:

Loop 121 Utility Relocations

From I-14 to I-35

Belton, Texas

Bids must be submitted on the Bid Form provided and must be accompanied by a cashier's check, certified

check or acceptable bidder's bond payable without recourse to the City of Belton, Texas in an amount not

less than five (5) percent of the bid submitted as a guarantee that the bidder will enter into a contract and

execute a Performance Bond and a Payment Bond within fifteen (15) days after the notification of the

award of the contract.

The bids will be publicly opened and read aloud in the main Conference Room in Belton City Hall; 333

Water Street; Belton, Texas; 76513 at 2:00 PM on Tuesday, December 16, 2025. The Bid Opening may

be attended in person or via Microsoft Teams. Please see Item B. of the Special Project Information to

Bidders/Contractors for the Microsoft Teams information. The City Council will officially review the

bids at a regularly scheduled meeting and award the contract as soon thereafter as practical.

The City of Belton reserves the right to accept or reject any and all bids, as the best interest of the City

may require, and to waive any informality in bids received.

This project includes approximately, but is not limited to the following:

• 15 LF – 6” PVC Waterline

• 595 LF – 8” PVC Waterline

• 330 LF – 12” PVC Waterline

• 2,690 LF – 14” PVC Waterline

• 6 LF – 16” HDPE Encasement by Open Cut

• 12 LF – 24” HDPE Encasement by Open Cut

• 260 LF – 24” Steel Encasement by Open Cut

• 215 LF – 24” Steel Encasement by Bore

• 5 EA – Standard Fire Hydrant Assemblies

• 2 EA – Parallel Fire Hydrant Assemblies

• Cut, Cap, Abandon-in-place and Fill 6”, 8”, 12”, and 14” pipes with concrete slurry

Plans, specifications and bidding documents may be secured beginning Monday, November 3, 2025.

charge at this website. It is the bidder’s responsibility to determine that a complete set of

documents as defined in the Instructions to Bidders is received.

• At the office of Kasberg, Patrick & Associates, LP; 19 North Main Street; Temple, TX 76501

for a non-refundable fee of $100.00 per set, checks made payable to Kasberg, Patrick &

A Non-Mandatory Pre-Bid Conference will be held in the Main Conference Room at the City of

Belton Public Works Office located at 1502 Holland Road, Belton, Texas 76513 at 2:00 PM on

Wednesday, November 12, 2025. Although this is not a mandatory Pre-Bid Conference, it is highly

recommended that all bidders attend. The meeting may be attended in person or via Microsoft Teams.
