At that time, the Veterans Project Manager and Building Codes Director willreview the specifications and requirements in detail with all Bidders. Bidders can’t submit a bidfor this project if they don’t attend the pre-bid meeting.Bids will be received at the Office of the County Administrator, 178 Mill Street, Chesterfield, SouthCarolina, 29709, until 1:00 pm, as indicated by personal timepiece of the County Administrator, on,Tuesday, January 6, 2026.The sealed bids will then be publicly opened and read in the Chesterfield County AdministrationBuilding, County Council Meeting Room at 1:15 pm on, Tuesday, January 6, 2026.Bids must be clearly marked, “Bid No. 06 – 25/26 – Construct Veterans Park.” Each Bidder shallsubmit one (1) original of its bid. Any Bidders mailing a bid should allow sufficient delivery time toensure timely receipt of its bid. The responsibility for delivery of the bid to Chesterfield County on orbefore the specified time and date is solely and strictly the responsibility of the Bidder. Any bidreceived after the submission deadline will not be accepted/considered. Bids submitted electronicallyor via facsimile will not be accepted. Chesterfield County will in no way be responsible for delays inreceiving any bid caused by any occurrence whatsoever.Chesterfield County, under Title VI of the Civil Rights Act of 1964 and related statutes, ensures thatno person shall on the grounds of race, color, national origin, sex, disability, and age, be excludedfrom participation in, be denied the benefits of, or be otherwise subjected to discrimination under anyprogram or activity it administers.Each Bidder, by submission of a bid, agrees to each and every term and condition set forth within thisInvitation for Bids and associated Project Documents, including any addendum that may be issued,and to be bound thereby.All bids must be valid for sixty (60) days after the bid date. Chesterfield County will retain bids andsupporting documents for a period of sixty (60) days from the date the bids are opened, and no bidshall be received. For good and sufficient reason, Chesterfield County may extend the date and/ortime of the bid deadline.This Invitation for Bids does not commit Chesterfield County to award a contract; to pay any costincurred in the preparation of a bid; or to procure or contract for the goods or services. ChesterfieldCounty reserves the right to accept or reject any or all bids received as a result of this Invitation forBids; to negotiate with any or all qualified bidders; or to cancel in part or in its entirety this Invitationfor Bids, if it is in the best interest of the County to do so.END OF SECTION3SCOPE OF WORKThe scope of work detailed herein represents the quality of the product and service that is required bythe County. Whenever in this invitation any particular product or service is indicated or specified bypatent, proprietary or brand name of manufacturer/developer/inventor, such wording will be deemed tobe used for the purpose of facilitating descriptions of the product desired by the County. It is notmeant to eliminate bidders or restrict competition in any bid process. A bid for a project or servicethat is equivalent to or that surpasses the stated specifications and scope of work will be considered.However, determination of equivalency shall rest solely with the County. All requests for alternateproduct or service must be submitted by e-mailed to the Chesterfield County Finance Director.The successful bidder will furnish materials, labor, supervision, equipment and tools necessary toperform work.Pre-Start Meeting:• The successful Contractor and the Project Manager will conduct a pre-start meeting at thework site to verify the exact location of the area and how all materials will be delivered andstored.• Areas that will be in need of special attention will be pointed out and step-by-step procedures,from preparation to completion, will be recommended, noted and discussed.Grounds Preparation:• Remove and dispose of existing shrubbery.• Grade and excavate existing soil at project site location, stockpile spoils onsite to be used asneeded for backfill.• Excavate for new walkway.• Underground utilities will have to be located by SC 811 before work begins.Work Delays:• In the event of unavoidable delays, such as those caused by weather, any scheduling or actionchanges must be presented to the County for review and approval to make sure it does notdisrupt daily activity.• The installation of the park is on a time frame of a (60) sixty calendar day from the date ofcommencement of the installation. Commencement of the installation shall occur no laterthan (60) calendar days after receipt of written notice of the award. If the park is notcompleted within the (60) thirty calendar day time frame, liquidated damages of $500 percalendar day will accrue to County for each day beyond the (60) sixty calendar days.Final Inspection:• A final favorable inspection shall be made by a designated Chesterfield Countyrepresentative/Veterans Project Manager before the work will be considered complete.Warranty Information:• One year warranty against defects on all materials.END OF SECTION4MINIMUM MANDATORY REQUIREMENTSThe following minimum mandatory requirements shall be met and documented:1. In business for at least the past five (5) years under the current business name withoutdeclaring bankruptcy. A letter on company letterhead declaring that the company has been inbusiness for five (5) years + and has not declared bankruptcy can be included with the bidform in lieu of a bid bond. (Include with bid)2. A minimum of four (4) similar project references with contact names and contact information(including a current e-mail address) that are past customers within the last three (3) years.Provide a brief project description, project budget, start and completion dates, and contactinformation. (Include with bid).3. Copy of Worker’s Compensation and General Liability Insurance with Chesterfield listed asadditional insured supplied to the Finance Director prior to contract execution orcommencement of any work. (Must be provided prior to execution of a contract)4. The successful vendor must be able to meet all Federal, State, and local regulations requiredfor this project. To be acceptable to the Owner, bidders must be skilled and/or licensed, ifapplicable, in the class of work on which they respond, and no bid will be considered from anybidder who is unable to show that he has actually performed considerable work of similarcharacter to that ton which he is bidding.END OF SECTIONINSTRUCTIONS TO BIDDERS1. TAXES:A) Chesterfield County pays SC Sales Tax in the amount of 8%. You must include SC SalesTax with your bid.2. NON-RESIDENT TAXPAYER REGISTRATION AFFIDAVIT:A) Nonresident bidders receiving income from business conducted in SC are required to paytaxes to the state on that income. To facilitate this requirement, a nonresident bidder mustregister with the SC Secretary of State or the SC DOR. In compliance with SC CodeSection 12-8-540 and 12-8-550, a proposer located outside of South Carolina that receivesa contract from the County, must furnish Form 1-312, Nonresident Taxpayer RegistrationAffidavit Income Tax Withholding, properly executed and signed.If your firm is not presently registered with the appropriate state office, you may indicatethe intent to do so should your firm be awarded a contract. Questions concerning thisform may be directed to the SC DOR.3. EMPLOYEE VERIFICATIN PER THE SOUTH CAROLINA ILLEGALIMMIGRATION REFORM ACT:A) By entering into this Agreement, the Design Team hereby certifies to County that it willverify the employment status of any new employees, and require any consultants or sub-consultants performing services hereunder to verify any new employees status, per theterms of the South Carolina Illegal Immigration Reform Act, and as set out in Title 41,Chapter 8 of the Code of Laws of South Carolina, 1976.END OF SECTION5
